CITY OF COTTAGE GROVE
PUBLIC WORKS COMMISSION
February 12, 2007
Pursuant to due call and notice thereof, a special meeting of the Public Works
Commission of Cottage Grove was duly held at All Saints Lutheran Church, 8100
Belden Boulevard, Cottage Grove, Minnesota on Monday, February 12, 2007 at 6:00
pm.
1. CALL TO ORDER
Chair David Anderson called the meeting to order at 6:06 pm.
2. ROLL CALL
Present: David Anderson, Ken Boyden, Robert Dornsbach, Roger Finnegan,
Gary Kjellberg, William Royce
Absent: Mackenzie Kelly, Mallory Kelly
Staff Present: Les Burshten, Public Works Director
Harry Taylor, Public Works Supervisor
Also Present: Mark Grossklaus, City Council Member
3. APPROVE MINUTES
Upon a motion by Robert Dornsbach, seconded by Gary Kjellberg, the January 8, 2007,
minutes were unanimously approved.

5. NEW BUSINESS
A. Technical Review
6.1 S&C Bank – Cases ZA07-007, SP07-008, CUP07-009
S & C Bank has applied for a zoning amendment to amend the Planned Unit
Development (PUD) ordinance for Almar Village, a site plan review of a proposed bank
building to be located at 7199 Jorgensen Lane South, and a conditional use permit for
the drive-through bank.

6.2 Johnson-Reiland Company – Cases ZA07-010 and PP07-011
Johnson-Reiland Company has applied for a zoning amendment to change zoning of
land at 8750 Jamaica Avenue South from R01, Rural Residential, and a preliminary plat
to create 39 single family lots and 4 outlots.
Taylor explained this development along with the McHattie Farms development has

been planned for the area off Jamaica Avenue north of 70 Street (one development to
the east, one to the west). Sanitary sewer and water service remain a challenge at this
time as sanitary sewer service will have to come from County Road 19 and the water
th
main from 70 Street.
Commission Member Ken Boyden inquired if sideyard setbacks and sizes of lots were
appropriate to which Harry Taylor responded East Ravine standards are being met.
Planning is satisfied with the proposed development and feel it’s a nice transition from
the church grounds to residential property.
6.3 Concept Plan for McHattie Farms
Chase Homes will present their concept plan for their proposed subdivision, McHattie

Farms, which would be located north of 70 Street, east of Jamaica Avenue, and south
of Military Road
6. OLD BUSINESS
A. Compost Site Update
Public Works Director Les Burshten stated that NRG will no longer be operating the
compost site in Cottage Grove. The City now has some compost site options to
consider and is looking for input from this commission. The compost site property is
currently for sale, however, it’s not anticipated the land will sell quickly. Burshten
reported there is an individual willing to run the site, however, the site may be operated
a bit differently than the past. Resembling a “transfer station”, residents can continue
dropping off bags of leaves and grass clippings along with tree branches and stumps.
The costs will likely remain the same as the past couple of years. No composting would
be done on site and compost will no longer be available for residents. It’s uncertain at
this time whether wood chips will be available.
Burshten also explained there is a compost site in Woodbury at 4600 Cottage Grove
Drive that offers all services formerly available at the Cottage Grove site. The fees
charged at the Woodbury site are comparable to what was charged at the Cottage
Grove location.
Residents may also bring materials to the NRG disposal plant in Newport.
Lastly, residents may want to consider paying their trash hauler to pick up yard waste.
All licensed haulers in Cottage Grove offer this weekly pick up service. Haulers will
supply a 95 gallon container specifically for leaves, grass clippings and branches. A
yearly fee is charged for this service.

7. PUBLIC WORKS UPDATE
Roundabout Open House

Burshten stated the open house on January 30 wasn’t as well-attended as expected.
Ken Boyden mentioned he had a question at the last meeting regarding the list of
roundabouts that have already been constructed in various locations. He wanted to
know how many of those roundabouts were directly linked to a freeway. Boyden also
expressed concern regarding the distance between the ramps and signal lights on
Jamaica Avenue. When signal lights are red, it’s not uncommon for 10-15 cars to be
waiting for the light to change. This may be an issue when the roundabouts are in
operation with the continuous flow of traffic.
There is also a bottleneck of traffic on East Point Douglas Road between Cub and
Target, much of this problem likely due to traffic signals being constructed too close to
one another.
Water Quality Issues
Burshten stated the City is doing everything possible regarding this issue. He noted the
presentation is being made tonight at All Saints Church to inform residents of the
situation and to respond to questions and concerns they have.
Skating Rinks
Les mentioned the rinks are still open noting the Parks Department has done a nice job
maintaining them with the help of cooperative weather. He also mentioned they are
using an older Zamboni to clean off the outdoor rinks. It should be noted Cottage Grove
has some of the nicest outdoor rinks in the metro area.
Pine Tree Pond
Work on Pine Tree Pond has been completed and looks very nice. Since snowplowing
has been a bit slow so far this season, crews have been working on other projects
including tree removal and grubbing.

9. CITY COUNCIL UPDATE

Mark Grossklaus reported there will be an East Ravine Workshop on March 21 to
discuss the project, including water and sewer issues.
The McHattie Farms Project will be going to the Planning Commission for approval.
Ken Boyden asked if lot sizes have been determined for the East Ravine. He’s
concerned as it appears developers are making lots smaller each year in order to get
more lots in an area. Sideyard setbacks are not large enough making backyard
entrance very difficult should heavy equipment require access.
10. COMMISSION COMMENTS AND REQUESTS
Commission Member Gary Kjellberg stated the Comprehensive Plan Update Committee
met for the first time on Monday, February 5, 7:00 pm in the Council Chambers.
He stated the first meeting was very interesting because the group looked back at
records from 1970 when the first comprehensive plan was done. He commented it’s
amazing to see how many projects from back then have come to show. On the other
hand, some land uses haven’t materialized as anticipated. The committee will be
meeting every other month until the first part of 2008 at which time their
recommendations will be made to the City Council. Before that time, the group will
meet at least twice with the City Council to make sure they are all on the “same page”.
The next meeting in April will be on land use. Kjellberg also hopes to obtain minutes
from these meetings to share with this commission.

Motion to adjourn was made by Robert Dornsbach, seconded by Gary Kjellberg. Motion
was unanimously carried. Meeting adjourned at 6:46 pm.
