HomeMy WebLinkAbout2006-02-13 MINUTESCITY OF COTTAGE GROVE PUBLIC WORKS COMMISSION February 13, 2006 Pursuant to due call and notice thereof, a meeting of the Public Works Commission of Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas Road, Cottage Grove, Minnesota, on February 13, 2006 at 7:00 pm. 1. CALL TO ORDER Chair David Anderson called the meeting to order at 7:02 pm. 2. ROLL CALL David Anderson, Robert Dornsbach, Roger Finnegan, Gary Kjellberg Excused: Mark Grossklaus, Mackenzie Kelly, Mallory Kelly, Les Burshten, Jennifer Levitt, Brian Voelker Staff Present: Harry Taylor, Public Works Supervisor 3. APPROVE MINUTES Upon a motion by David Anderson, seconded by Robert Dornsbach, the January 9, 2006 minutes were unanimously approved. 4. ADDITIONAL AGENDA ITEMS None Public Works Commission February 13, 2006– Page 2 5. OLD BUSINESS A. TECHNICAL REVIEW 6.1 Hope Community Church – Case CUP06-006 Hope Community Church has applied for an amendment to their conditional use permit to allow an addition to their building and parking lot located at 8300 Hyde Avenue South. Harry Taylor explained there are some storm sewer issues with the parking lot expansion, especially with the building being situated on a hill. Staff is also reviewing the existing water and sewer service and checking whether it’s adequate for expansion. Planning is looking at the parking lot and the number of spaces, along with berming with the existing neighbors on Hemingway. What is the square footage? Harry I don’t have a full set of sheet plans , I can’t see it myself. They are really small. I can see the existing is 6403. but I’m not sure on the future one, what they are jpropsing. Pretty good size. Um that is part of the newest one there, probably be hearing more about that. The next meeting. 6.2 Lyman Lumber Jennifer filled you in last time. The facilty up there, I don’t know where it’s going. A lot of stuff changes, especially with this industrial stuff, so you don’t know. rd 6.3 Glengrove Industrial Park 3 Addition – Case PP05-062 The City of Cottage Grove has applied for a preliminary plat for Glengrove rd Industrial Park 3 Addition, which would create one industrial lot and two outlots th located in the Industrial Park north of 100 Street (continued from 1/23/06). 6.4 Industrial Park Comp Plan Amendment – Case CP06-004 The City of Cottage Grove has applied for a comprehensive plan amendment to expand the Metropolitan Urban Services Area (MUSA) boundary to include approximately 129 acres of land roughly bounded by Jaimaica Avenue to the th west, 100 Street to the south, and Highway 61/10 to the north and east. (continued from 1/23/06). 6.5 Temporary Sign Ordinance – Case TA05-054 The City of Cottage Grove has applied for a zoning text amendment to City Code Title 9-8-7, Temporary Signs. (continued from 11/28/05) 6.6 Auto Dealership Ordinance – Case TA05-053 The City of Cottage Grove has applied for a zoning text amendment relating to automobile dealerships. (continued from 1/23/06) 6.7 I-5 Setbacks – Case TA06 ____________ th Not on here , but we disused it, remember the 97 Street expansion that we’v th been talking about in the industrial park. Expanding 97 and it hooks over th towards Heath and up to 100 street. Road width. Yup, exaction. Hary 0p that was put on hold on bit because of Graphic Resources coming in , backed out. But apparently now they have another company, the building will fit exactlay what they need, I don’t know the name of it, something to do with marketing, not cond0miniums or any thing like that, but it’s a marketing deal for like you buy share or something like that. Like in a … Dave sort of a warehouse type facility, office facility. Harary sounds more like an office facility., sounds like it is perfect for their type of use. So, it sounds like they are excited .. I think that’s all back up on the drawing board. David issues regarding the …things like that. Harry I think the building will still go on as planned kinda and everything shououldn’t change too much. They are still figuring out the utilities coming in there, how that road will be designed in ther interim, until more businesses come along there. If something gets going back there, ti will be a start . That is all they had on the tech review. It will bea start. Tha Minor misc. things if you guys have any questions. questoins B. Public Works Utilitit Improvements. This is the one on the last agenda, you guys made a motion a recommendation to thafv ethe storm sewer and the w ashing kind of facility, back here moved from 2010 back to 2007 Staff has recommended that, but administration has apparently decided to leave it at 2010, did not. Take the recommendation. What was their reasoning? Harry I’m not sure of the reasoning, I don’t know if it’s a money deal or what They decided to hold off. We’ll deal with it. Dave: has council.. approveing the CIP when is that? Harry: Wed night I think the CIP is on the council agenda, so I’m kinda hoping Mark would be here, not sure if he’s aware of that, not a big deal, life will go on, we’ll get it build in 2010, or ….so, it would be nice to have it, reasons for it. Grtass clippings we are washing, expect other businesses in thecommunit and developers to abide by some of that stuff, we want to clean it up too. We should ba ll rights. That’s where that is. On hold. Gary K. on that sheet for future building expansion, shows, the sediment trap, trying to get my bearings here. That metal shed, is that that cold storage? Harry: Yeah, actually, it would lay just like we are sitting.Right now. Our heavy equipment bay, if you remember, we’re gonna put a 200 ‘ expansion for our dumptrucks . at that time we have it coming under budget. So I think we would end up putting 140 feet on it, instead of 200, but we had always envisioned another 200 foot addition onto this building for future expansion. So basically, you are right, that is the existing salt shed right there. Gary Oh that’s the salt shed…the tin shed, the cold storage. Harry any addition it would encompass that cold tin shed and that would have to be relocated or abandonbed basically. The storm sewer system is actually in the fence portion of the backyard, we do a lot of truck washing in this area right hear. So what we are proposing to do is put in some catch basins, some piping and some sedimentation basins to catch the sand and salt and things of that nature before it gets into the storm sewer system into the glendenning poind areas. \ Gary: that includes the indoor wash bay too? That sewre system? Harry: no it would not include that at this time as far as I know. I think there was a lot of confusion on exactly what we wanted, I think the main thing is existing wash bay is adequate for washing the vehicles, normal washing, that out there the pad is used more for the summertime, springtime, falltime and like you have all this mud all over the trucks and salt and ice and it’s just a spot that …then they bring it into the wash bays and they tweak them a little bit for high pressure and stuff like that. , um, the question, if we are ever gonna expand the wash bay and tie it into the sanitary sewer, I’m not sure whether that will happen, but possible on the next expansion, something like that, this time, it’s just an outside washing facility. That’s all I had. And these number swill chane, what we can do in house or how we get some of uor materials ansd stuff like that. I wouldn’t go by these numbers, but with that amount of money we whould be abel to do. C. Sealcoat – 2006 Then you guys got a copy of the projected sealcoat map, it was in the street reconstruct area, a majority of it. Will be nice to get that sealcoat, slippy in the winter, that brand new blacktop., just a l.. Bob, been down long enough in that area. Harry we’re pretty confident, most of that settling cracks, or any of those things should have showed up by now. WE might have a few out there, and if we do, we’ll fix them, deal with that kind of stuff, but itwill be a pretty nice project, pretty good sized project, Les and I were talking about it, should have pretty good bids on it, cuz everything is condensed into a certain area basically, also doing part of Grey Cloud Island Trail, down here which will be nice too, then that last portion is obbiously, is the new hardwood and harkness avenue up there, the old harkness, which we did do some maintenance ot, poor mans, gold, holding up pretty good actually, doing those areas if you guys are interested, expecting to get some good prices on it. See how it goes, lotta manholes and stuff to cover over here, should be pretty good. Gary> one questions, what is the diference beween FA2 rock and 1/8 inch chiprock. Harry lotta that, the chip rock is a granite chip I belive,k you know what Im saying, that little sparkly stuff, some of the other rock is bigger or rounded rock. Actually I ….sampel at the meeting, yeah, pea rock basically, that stuff is a little easier on you for rollerblading and stuff like that, there are different methods, different places we use that, like, getting into that chipped granite and stuff like that. Great for Jamaicas and th 80 and …higher traffic Gives you a little more traction power, remember Jamaica. When we first rebuild Jamiaca that last time, everyeone sliding between the intersection at ..and Hyde Avenue. After we sealcoated that, it was unblieveable, the difference in the stopping power because it was just so smooth. WE have different rocks, soon as we are done, I got a little sample, Les’ office, just.. Gary the reason I asked about it was becaseu was I noticed with the cul de sacs they got the 1/8 inch chipped rock and ….. Harry, and that’s small, the 1/8 is real small, eseciailly cuz the cul de sach, you don’t have the wear off the roads. And its easier on the kids if they wipe out on their bik,e. so it’s much smaller, main thing, so, pretty good area. Hopefully get some good prices, OK. Any other questions on sealcoating? OLD BUSINESS None 7. Pblic Works Update. Harry reported, yes we have hired a parks person. His name is Mark Gorgus, he is starting, locka., Denmark Township, not actually Cottage Grove, Nice young many, we are antipcaitng him starting Feb. 21 in the Parks department. And We also had another Parks employee, Nate Kinsey, leaving us, getting into law enforcement offere3d another opportunity. So we did some additional interviews with the candidates we had and I’m not sure, if it’s official, but we are looking at hiring another one. Basically had a guy in the water dept. leave, went back to his former work, that opened in the water, so we had a gentlement in the Parks depart,ment took the opporutinity to transfer, left a vacancy there and that’s the one going right there. So now we have a second vacancy and hopefully that will be filled shortly. Pretty. Good, seems like a real nice young guy., had some experience eon equiopment and landscaping and skidsteeers and couple of people I personnly know have seen him work, hard worker, buidlgn retaining walls and stuff, should be pretty good. Then we are gonna be.. Having our annual private utiltyi meeting that’s with Xcel Energy and those tyupes of companies, annual meeting, we lay out, what’s happending our projects, what is happening in new developments and trying to keep that community cgoing between all of us, just so, we know something is coming is coming up herer to put them on the …put them on board in case they want to do some uitility work, wjhile we are ripping up streets or whatever. And likewise for them, they let us know on projects they have coming up that might affect the city, annual meeting, that is scheduled here for Feb. Guys are gonna have some CPR training this week and next. And gotta be certified, every three years, refresher on that.. certify and that. More about that. th Let’s see, we had our road width discussion meeting on January 20 which went pretty good, it was interesting, and there are differences of opionion from administration to community development to public works to public safety, all involved. My understanding st is there is a workshoip coming up here in Mardch, 1 at the council, where it will be discussed further. Les and I will relay your thoughts onto that workshiop too and they are aware of it, we are aware of theirks, so I guess we’re just gonna find ouit where this goes and . Gary> you know, truck, council meting type tying, or a pre one, if we find out, can someone let me know? If I’m not working ….won’t be working at the rink in March, if I can, I would like to go to it. Harry, just a workshiop , aly some cards on the table. So the decision can be made, one way or the other so we can move on with life. Les and I have a lot of concerns. Your concers too, obviousl community development and the police and fire and everyone else involved has their,s tooo, lets see where the chips fall. It would be nice if everybody gets on the same page – Bob. Yeah. Wider street.ss. Same thing. Two departments versus two departments. One department… OK thth Then obbiously, spring clean up is May 6, arbor day is still on for April 29 working on some events there, um, this is jus tone just so you are aware it son the radar screen, um, there has been some talk, as this easet ravind comes up down here, especially that business area like around the drive in, gonna trigger some innovatonoverpass and changes and some changes on innovation and county road 19 there, there has always been talk, like maybe continuing this service road here in front of our shop, down there. Well, there has been some talk, 3M has an interest in taking over Miller Road, um, from 3M out here to Jamaica, OK, out there, and for all kinds of reasons, lotta their reasons, they own all the property out there anyway, for security, kinga talking aobut that, and then well, on the city’s end, you wanna have to maintain it, I don’t know.. how many people use it, at this time, peole do IM’ sure, as that overpass improvements happen or thisi service lane gets connected,maybe it would be in the best interest to vacate the road and turn it over to 3M. I don’t know if they are offering anything for it or, or any of that stuff, jus tto let you know it’s on the radar schrreen. If you have any concerns why we wouldn’t wanna get rid of it, you know, I spose public safety .,, I think their view was, it was a good thing, give them a little bit of buffer zone from their main. They would … have a guard house or something, even a little bit of their road on innovation, county is vacating part of that too, won’t need that, probably give them as far as a security aspect a pretty good little bump for them, just want to bring that to our attention as lone as we were talking bout it, if you hear it at a council meeting. The other, just a coiuple other quick things, the water comp plan was approved on the council last meeting, that has been going ahead. Well 4 nd 5 will be on this council meteing. And what that is, in the capital improvement program we had 150,000 for both wells, to upgrade the electrical controls, These ones do’t have a pump house, just a submersible, so big old control boxes on top of the gournd. These pumps have been in since the 60 s and they served their purpose but the electrical components for the start and run and contacts and all these things are just totally outdated, can’t hardly get parts for them anymore, and we’ve been having trouible with them the last couple of years. So we put them in the CIP for replacement. We must have… we weren’t as lucky as we should have been. One of them went out totally, and the other one works on and off, but its not dependable. So that one basically is out… basically we are down two wells right now. Which is not a problem this time of year. But come June or July, it could be a problem. So actually, we are already starting with two wells down so we are, the budget was just approvedl this was in this years budget. You have to go out for advertisement for bids, we are trying to put this on the fast track, what we would like to have happen is them not break down and we could have just had all spring and summer to put a nice package together done it in the fall tiem, but obvdisoluly now w…doesn’t work that way. Not a crisis or anything so we are gonna. The main thing is, just so you are aware, down two wells already, we’re gonna st try to have them, if things go really well, up and running by June 1, if they are not, our anticipation is we’re gonna put some things in the specifications, where they have to supply temporary contacts or starts so at least they can be run in an emergency if they havn’t completed the project. That one is on the fast track and we’ll get going on it. That will be at the council meeting on WEdnesdasy. The Highaldns pond project. th That is the one by Well 11, north side of 70 street Ew got a contactir coming in, danner inc. he’s gonna be making those pond improvements, escavating the pond, reconfiguring it, its gonna have an island in it, lots of flowers, plantings, of some type, not sure if Jennifer had shown you kind of a plan design on it, but …. Doesn’t lookl. Like a cul de sac islsnd? Harry, yeah, kindak I don’t know fi we are gonna have a bridge or what we will do yetr. The contactors, will be starting, not even this week, grubbing out some trees, but mainly th next week, if you drive up 70 and you see a big backhoe up there, and he’s got a lie, dig it outl reconfigute ir, then he will bring in some material to line it, cuz we want it to hold water. We want it to be an amenity up there. Should be really nice when its all done. Gary the thing with that park oout east, off of 19, meadows, something or other. Uh, yeah, they got that pond up there with the island, is that what you are looking at , something on that order? Harry, no, hthis is an acutall, I wish she had that plan out……… Going deeper? 4 or 6 feet, I think it’s….flooded, couple three times. Harry if there are good soils there, the contractor might be subcolntracingkn further to haul these materials off and then replaceing it with our clay materials or whatever type of specificiaton material .. for the water. That is what we’re looking at . I think it will go nice, be nice, nice amenity. It will have …our gals we hired last yer, did a great job on laying out some of these projects. Drawings, plantings. I think it will look real nice when its all done. See what happens, keep an ey out, nice amenity. That’s all I had. OK. E Engineering.. Report, none. Yeah… I just covered most of that – Harry finish up a bunch of oddball stuff, fema flood project and a few of them like that other than that….. Not much else in the East Ravine. OK. Council update. On the wells on there, we talked about the ….on there. That takes care of that. Commission comments and requests. Don’t have any. Couple applications for commission seats.We werent’ the number one choic\e on both of them, but I think one we were the second and one we’re the third. I am hoping to make contact with these two invidials this weekend to see if we get them on board, hook up with another commission,hopefullyu we’lll get more to full strength. IN that case, I’ll make a motion for adjournment then. SEconed. Bob and Gary? All in favor, Eye. 7:29. here was a cost involved. Voelker went on to explain that multi-family residences include condominiums, duplexes, townhouses and farm complexes. Assessments will be based on residential equivalents. Businesses that have front footage will be assessed 100% of the total project cost based on 1/3 front footage and 2/3 area. Businesses that don’t have thth direct assess to streets being improved (for example Jamaica from 90 to 95)will be decided on a case system. The closer the business is to that street improvement, the higher percentage of the project they will pay. Churches and schools will be assessed 75% of the total project cost based on front footage of the street being improved. Minor maintenance procedures will not be assessed such as sealcoating and patching. Major maintenance projects will be assessed at 45% and replaced in like kind. Grossklaus added that regarding the school’s assessment, the district should not be given a discount when the schools are utilized by neighboring communities. Agricultural assessment will be based on current zoning and land use as opposed to the potential future zoning and land use. The schedule for the next IMTF meeting will be determined in the near future. On th September 13 the policy draft will be discussed in a workshop with the final draft being th presented to the Council on October 5. Public Works Commission July 11, 2005 – Page 6 7. PUBLIC WORKS UPDATE st Sealcoating will start the week of August 1 which is slightly later than anticipated due to earlier storm damage requiring clean up by City crews Irrigation systems serving City parks and facilities are up and running. Next month, Xcel Energy representatives will attend the Council meeting to address recent power outages and areas planned for electrical upgrades. Thompson Grove Traffic Control revisions will be put into place. Prior to this, residents will be informed of the revisions via a mailing. Additionally, barrels will be placed in the middle of the road serving as an additional warning for these new signs. It’s been suggested that a dog park be implemented for Cottage Grove. Information will be gathered regarding overall cost and the additional hours of maintenance a dog park would entail. 8. ENGINEER’S REPORT None. 9. EAST RAVINE UPDATE None. 10.
