Presentation by Bili Pritchard, U.S. Homes, regarding West Draw Meadows development. 3. APPROVAL OF MINUTES A. January 5, 2000 Regular Meeting. CONSENT CALENDRR A. Accept and Place on File the Foilowing Minutes: i. Parks, Recreation a�d Natural Resources Commission of January 10 2000. ii. Public Safety, Health and Welfare Gommission of December 14, 1999. iii. Planning Commission of December 20, 1999. B. Adopt resolution regarding the February 2000 Schoot Bond Referendum. Staff Recommendation: Adopt the resolution. G. Authorize purchase of a Steriing �T7500 tandem cab/chassis truck from Boyer Trucks in the amount of $65,668 which does not include tax and trade-in. 3taff Recommendation: Authorize the purchase. D. Adopt resolutio� approving finai payment in the amount of $15,000 to Tower Asphalt on the 1996 Street Reconstruction Project - District E2B. Sfaff Recommendation: Adopt the resolution. E. Receive comments on Metropolitan Council letter regarding the Comprehensive Pian. Sfatf Recommendation: Receive comments. FEBRUARY 2, 2000 AGENDA Cottage Grove City Council F. Authorize issuance of single-occasion gambling permit to Capitol City Strutters to conduct raffle at the VFW Red Barn, 9260 East Point Douglas Road, on Aprii 6, 2000, conditioned on compliance with all state and loca{ regulations relating to gambling. There sha�l be no gambling operations by the VFW within the area being leased by the applicant. Staff Recommendatron: Authorize issuance of conditional single-occasion gambling permit. "G. Adopt resolution approving final payment in the amount of $8,347 to Commercial Refrigeration Systems on the Ice Arena Renovation Project. Staff Recommendatron: Adopt the resolution. *'H. Authorize issuance of single-occasion gambling permit to Armstrong PTA to conduct raffie at Armstrong Elementary School on February 25, 2000, conditioned on background check and compliance with aN state and locai regulations relating to gambiing. Staff Recommendation: Authorize issuance of conditional single-occasion gambling permit. *'I. Adopt resoiution accepting donation of $50 from Cheryi Kohis toward the purchase of an unbudgeted thermal image mask for the Fire Departmenfi. Staff Recommendatron: Adopt fhe resolution. 5. Ratify directives relative to lower Grey Cloud Island, and appoint tv✓o Councilmembers to serve on a Grey Cloud work group. Staff Recommendation: Ratify directives and appoint Councilmembers to serve on Grey Cloud work group. 'B. Approve contract for private development by and between the Cottage Grove Economic Development Authority and CCE Technologies, inc. Staff Recommendation: Approve the contract for pnvate development. C. Allocate Councii Contingency Funds. Staff Recommendation: 1. Allocate $20,500 to Fire Divrsion personafservices expense; 2. Al/ocate $78,000 to Fire Division matching funds for imaging equipment; 3. Direct participation in the County Drug Task Force. '"D. Adopt resolution in support of the Moving Minnesota initiative. Response to Councilmember Shiely's question regarding whether identification or warning is required when speed limits are increased or reduced on urban roadways (i:e. Ninton Avenue). 10.
