A. Accept and Place on File the Following Minutes:
i. Public Safety, Health and Welfare Commission of February 8, 2000.
ii. Economic Development Authority of February 8,. 2000.

iv. Planning Commission of February 28 2000.
B. Appointments of Allan DuBois and Jon Hempel to the Parks, Recreation and
Natural Resources Commission.
Staff Recommendation: By consensus of an interviewing committee consisting of Sandy Shiely,
Jon Cheney, and John Fredrrckson, approve the appointments.
C. Consider City policy regarding fines for certain improper conduct of liquor
licensees.
SfaKRecommendation: Adopt a resolution specifying fines for liquor license v�olations. This
action is necessary because the Alcohol and Gambling Enforcement Division invokes a
provision of the Minnesota Statutes when a locat government fails to impose a monefary penalry
for violations, thereby assessing the monetary penalty fhemse/ves.

D. Consider accepting cash donations toward the purchase of an unbudgeted
thermal imager for the Fire Department.
Sfaff Recommendation: Adopt a resolution accepting the cash donations. Council wrll be
interested to nofe that a'total of $3; 705' has been collected to date for the purchase of this
device.
E. Consider the appointment of Jon Cheney as Chairman of the Parks, Recreation
and Natural Resources Commission.
Staff Recommendafion: Approve the appointment as recammended by members of fhe
Commission.
F. Accept resignation of Rod Beyer from the Human Setvices Commission.
Staff Recommendation: Accept resignation. The remainder of fhis term extends to February 28
2001.
*G. Consider supplementing the Employment Agreement with City Administrator
Ryan Schroeder by setting a new salary.
Staff Recommendafion: Adopt a resolution supplementing the Employment Agreement witFi City
Administrafor Ryan Schroeder by setting a new yearly sa(ary of $85,000, effective February 28,
2000. This action was requested by fhe City Council during a workshop session on March 15,
2000.
H. Consider changes to part-time firefighter wages,
Statf Recommendation: Adopt a resolution establishing wages Cor temporary and part-time
employees that incorporates the new firefighter pay rates for drilis (i.e. trainrng time) and
standbytime. The CityCouncil recentlyapprovedthe appropriatro� offunds from the Council
Co�tingency in the Cdeneral Fund with the proposed wage increases in mind
i. Consider approval of Change Order #1 for the West Draw Water Tower Project.
Staff Recommendation: Approve the change order, which is fo upgrade the main circuit breaker
and associated equipment from 100 amps to 200 amps.
J. Consider accepting a Washington County School-to-Work Grant in the amount
of $2,500.
Staff Recommendation: Adopt a resolution accepting the grant. This grant will provide financial
rewards to youfh volunteers in the Recreafion DepartmenYs U-Lead and U/R programs.
*K. Consider authorizing issuance of a Consumption and Display (Set Up) Permit to
Boondocks Bar and Grill, 7402 Lamar Avenue South.
Staff Recommendation: Authorize issuance of the permit. After an investigation of the applicant
by the Public Safety Department, no facts were found thaf woutd constitute a basis for denial.
L. Consider renewal of the Workers' Compensation Insurance Plan for all City
employees, the Mayor and City Councii Members, and Members of the
Economic Development Authority.
Staff Recommendation. Aufhonze staff to purchase workers' compensation insurance coverage
through the League of Minnesota Cities Insurance Trust (LMCIT) for the period April 3, 2000 to
April3, 2001 for$113,509.
M. Consider appointing Jon Auge as the Planning Commissiorr Chairperson.
Staff Recommendationr Approve the appointment. The Planning Commission unanimously
voted to re-elect Jon Auge as Chairperson at their March 27, 2000 Annual Meeting.
N. Consider approving the plans and specifications for the construction of all public
improvements for Pine Forest 6th Addition and setting a bid date of April 27,
2000.
Staif Recommendation: Adopt a resolution approving fhe plans and spec±fications, and setting a
bid date. The final plat for thrs subdivision was approved by fhe City Council on March 1; this
approval also authorized the preparafion of a subdiuision agreement, as well as fhe preparation
of preliminary cost estimates for a/I public improvemenfs wrthrn the subdivision by the City
Engineer.

n Project, and setting a bid opening date of April 27,
Staff Recommendation: Adopt a resolution approving the plans and specifications and setting a
bid opening date. This project covers 110th Street and Ideal Avenue.
Consider authorizing staff to enter into a cost-sharing agreement for backstop
improvements at Armstrong Elementary School and Crestview Elementary
School with the Softball Division of the CGAA.
Staff Recommendafion: Authorize sfaff to enter into an agreement. Under this proposal, the City
would be contributing $3,000 and the CGAA would be confributing $3,982 on these
improvements. Cost-sharing agreements of this sort have been used at Old Cottage Grove
Communify Park and Grey Cloud E/ementary School in recent years.
Consider issuance of single-occasion gambling permit to Youth Service Bureau,
Inc.
Staff Recommendation: Approve rssuance of the permit and waive the $100 permit fee. The
event is a raffle to be held in conjunction with the 6reat Grove Get Together on Saturday, June
10, in Kingsfon Park.
Receive and place on file a handout titled Guideline for Public Improvement
Process.
Staff Recommendafion: Receive the handout. This handout was prepared by staff and explains
the processes fhat the City must go through #o make pubtic improvements.--
Consider accepting citizen donations of cash for the Great Grove Get Together
and the Cottage Grove Jaycees Community Celebration.
Sfaff Recommendation: Adopt a resolution accepting the donations fotaling $232. The total
collected year-to-dafe is $342.
Review budget status of River Oaks Clubhouse construction.
Staff Recommendation: Review contracfor costs to date.
Consider entering into Wakota Mutual Firefighters Aid Agreement as amended.
SfaK Recommendation: Authorize fhe City to enter into the agreement as amended. The City of
Cottage Grove is currentty entered info a Wakofa Mutual Firefighters Aid Agreemenf, however,
some minor language changes necessitate the need for entrance into a new agreement,

7. BID AWARDS
A. Consider awarding bid for the 20U0 Sealcoat Project.
Staff Recommendation: Adopt a resolution awarding fhe bid fo Bituminous Roadways in the
amount of $155,404.66. Four bids were received for this project and publicly opened on March
20, 2000, with Bituminous Roadways being the low bidder.
8. UNFINISHED AND NEW BUSINESS
A. Consider modifications to the 2000 Capital lmprovement Plan to allow the
purchase of new play equipment at Hamlet Park and Pine Tree Valley Park.
Staff Recommendation: Autho�ize modification of the Capifal Improvement Program to aflow for
the purchase of new playground equipment for Hamlet Park and Pine Tree Valley Park in the
amount of $40, 000 from the Park Trust Fund Account,

B. Allow representatives of MGM Liquor Warehouse and Cottage Grove V.F.W.
Post 8752 an opportunity to admit or deny allegations of liquor Iicense violations
occurring on February 26, 2000.
Statf Recommendation: !f representative admits viol�tinn impose fine as recommended by
Public Safety Director Jim Kinsey (MCM Lrquor Warehouse—$1,500 for third violation within 24
months; Cottage Grove V.�.W. Post 8752—$1,000 forsecond violation within 24 months). lf
representative denies violation, schedule a contested case hearing for a later date.
C. Consider authorizing Hadley Avenue interim improvements.
Staff Recommendafion: 1. Authorize the lowering of the grade of the most severe hrll within the
road. 2. Construct a traffic divertec 3. Approve a budget for construction of this work in the
amount of $25,000. 4: Approve a standard policy design ezception to allowa seal coaf in lieu of
bituminous mr�cturepavement. 5. Approve fhe roadway geometric design exceptions from
standard roadway design. 6. Authorize staff to meef with adjacent residenfs to review proposed
improvements.
D. Consider autnorizing the City to temporarily repair the existing drainage
problem at 75th Street and Langley Avenue.
Staff Recommendation: Authorize the City to temporarily repair the drainage problem by
connecting a manhole and culvert to the existing French drain at Fire Station No. 3 at an
estimated cost of $4,500.
"E. Consider conducting neighborhood master planning in concert with South
Washington Watershed District.
