Certificate of Achievement from Government Finance OfFicers Association. 3. APPROVAL OF MINUTES A. March 15, 2000 Regular Meeting. 4. CONSENT GALENDAR A. Accept and Place on File the Following Minutes: i. Parks, Recreation and Naturai Resources Commission of March 13, 2000. ii. Economic Development Authority of March 14 and April 4, 2000. iii. Public Works Commission of March 13, 2000. B. Consider authorizing issuance of a single-occasion gambling permit to the Grey Cloud Elementary PTA for a raffle to be heid on April 28, 2000. Sta(f Recommendafion: Authorize issuance of permit conditioned on completion of the application process and compliance with all state and Iocal regulations relating to gambling. This eveM is a raffle with an estimatedprize value of$1,500 taking piace af Grey Cloud Elementary School. APRIL 19, 2000 AGENDA Cottage Grove City Council C. Consider authorizing issuance of a Class "B" Premise Permit for the VFW Red Barn, �ocated at 9260 Point Dougias Road. StaN Recommendation: Adopt a resolution authorizing issuance of the Class "B° Premise Pe�mif. ln order for an organization to conduct lawful gambiing they must first obtain a Premise Permit from the Minnesota Chanfable Gambling Control Board as required by Sfafe Sfatute and Cify Ordinance. The VFW currently holds a Premise Permit. During an investigation of the applicant, no facts were found that would constitute denial of the app�ication. The new permit would be eifective ior two years. D. Consider amending Chapter 17A of the City Code relating to parks. Staff Recommendation: Pass an ordinance adopfing new language that will require the leashing ofpefs while on athletic frelds, afhletic courts, in and around park buildings and shelters, in the immediate vicinity of playground sf�uctures or on paved pathways and sidewalks within the parks. E. Consider approval of plans and specifications and set a bid date for repainting the Pine HiII School 0.5 Million Gallon Elevated Water Tank. Staff Recommendation: Adopt a resolution approving fhe plans and specifications and sefting a bid date of June 1, 2000. This project would involve cleaning, sandblasting, repainting of interior and exterior surfaces, and structural repairs to the water fower, in anticipation of fhese repairs, the project has been included in the City's Capital lmprovement Budget. F. Consider accepting donations in the amount of $2,160 on behalf of the Public Safety, Fire and Recreation Depadments for the 7th Annuai Youth Safety Camp. Staff Recommendation: Adopf a resolution accepfing the donafions. Safety Camp will fake place July 18 — 20 in Hamlet Park, and is open fo stude�ts who have completed 3rd, 4th, or 5th Grade. More information will be published in the Soufh Washington County Bu!letin and Cottage Grove Reports. G. Consider authorizing the purchase of a 2�� asphalt rolier for the Streets Division. Staff Recommendation: Authonze purchase of the roller from Aspen Equipment at a fotal purchase price of $18,632.18, which rncludes trade-in and sales tax. H, Consider the application by Krisondra Mienert for a simple lot division of a 6.63- acre parcel of land into 3.62-acre and 3.01-acre parcels at 6130 Lamar Avenue South. Staff Recommendation: Adopt a resolufian approving the simple lot division. The proposal rs in conformance with a!1 approved land use or zoning criteria. I. Consider the application for a conditional use permit filed by Lady & the Tramp Antiques to conduct indoor aucfions no more tha� iv✓ice per month, generally on a weekday evening betweerr 5:00 p.m. and 11:00 p,m. af 8118 Hadley Avenue South. Staff Recommendation: Adopf a resolution allowing the operation of indoor auctrons at Lady & the Tramp Antiques, 89?8 HadleyAvenue South. The Planning Commission vofed unanimously to recommend approva( of this ifem at their March 27, 2000 meeting. J. Consider approving final payment in the amount of $94,868.79 to Nielsen's Equipment & Design, Inc: on the River Oaks Golf Course Clubnouse Expansiorr. Staff Recommendation: Adopt a resolution approving the finaf payment. Nielsen's Equipment & Design is the supplier of restaurant equipment and iumiture for the River Oaks Clubhouse Expansion. K. Consider authorizing vacation of the drainage and utility easeme�ts in Sections 20 and 21, Glengrove Industrial Park. Staff Recommendation: Adopt a reso�ution authorizing vacation of the easements. The relocation of public utilities rn the industrial park warrants vacation of fhe easements fhat formerly contained them. APRIL 19, 2000 AGENDA Cottage Grove City Council L. 1. Consider approval of the final plat application filed by Orrin Thompson Homes for development of a singie-family residential project known as Pine Summit 1st Addition (previously named West Draw Meadows). 2. Consider approvai of the subdivision agreement with Orrin Thompson Homes for Pine Summit 1st Addition. 3. Consider authorizing preparation of plans and specifications for all public improvements within the Pine Summit 1 st Addition project. Staff Recommendafion: 1. Adopt a �esolution approving the final plat for Pine Summit 1 st Addition. 2; Approve the subdivislon agreement wifh Orrin Thompson Homes. 3. Adopf a resotution authorizing the preparation of plans and specifications for Pine Summit 1st Addition. M. Consider ordering the preparation of a feasibility report and construction plans and specifications forthe Hinton-Tower Project Staff Recommendation: 1. Adopf a resolution ordering a feasibi/ity report for the Hinfon-Tower Project. 2. Adopt a resolution ordering the preparafion of construciion plans and specificatio�s for the Hinton-Tower Project. This project is for a new public roadway extending from 67th Stree1 South to the Cottage Grove-Woodbury boundary lrne, and reconsfructrng a portion of 65th Streetlying between ldea! Avenue South and a point that is approximately 1,050 feef west of Hinfon Avenue South. N. Consider designating the Public Works Ditector to serve as the City's contact person to apply for an MCES Infiltration and Inflow Matching �oan. Staff Recommendafion: Adopt a resolution authorizing application for fhe /oan. This loan would iund projects to reduce infiltration and inflow of ciean water into the metropolitan disposal system. O. Gonsiderestabiishing new fees and charges for services provided at the Cottage Grove Ice Arena. Staff Recommendation: Adopt a resolution amending the City'siee schedule: This resolution would lowe7 fees for many of the Ice Arena time slots and atlows for the sale of Public Skafing Punch Cards. P. Consider authorizing Tinucci's Restaurant to temporarily dispense intoxicating liquorat the River Oaks Glubhouse for banquets and social events. Staff Recommendation; Authorize Tinucci's fo temporanly dispense intoxicating liquor at River Oaks. This autliorization would be in eSect unfil an On-Sale'lntoxicafing Lrquor License has been issued fo the City of Cottage Grove Economic Development Authorrty or D& 8 River Oaks, lnc. (or the sale of intoxicatrng liquor at River Oaks. *Q. Consider an application filed by Floyd Ott and Tim Thone for a site plan review of a proposed grading project that would aliow for e�ensive grading of the property located at the northwest and northeast corners of Gounty Road 19 and State Highway 61 Staff Recommendation: Adopt a resolution approving the sife ptan review of the proposed grading project. **R. Consider accepting donations of cash in the amount of $2,285 toward the purchase of a thermal image mask for the Fire Department. Staff Recommendation: Adopt a resolution accepting the donations. To date, fhe fotai amount received is $5,990 for thrs unbudgeted item. �"S. Consider authorizing Public Safety Director to execute Joint Powers Agreement between the Cityof Cottage Grove and the Washington County Sheriff's Narcotics Unit. Staff Recommendation: Authorize execution of the agreement. Particrpation wrth Washington Counfy for this program was already approved by fhe City Council on February 2, 2000, and this action would authorize execufion of ihe agreemenf by Public Safety Director James Kinsey. Consider whether to waive the municipal tort liability limits for insurance coverage through the League of Minnesota Cities Insurance Trust (LMCIT). Staff Recommendation: The LMCIT increased the municipal tort liabilify limits from $750,000 per occurrence to $?,OOq000 per occurrence and �equires the City CouncU to decide whether to waive or nof waive fhe statutory toR limits: The City's Risk Manager, Bill Nusbands of AsfeRisk Managers LLG; recommends that the Council warve fhe municipa! tort liabilify limits. �*U. Consider accepting a donation from LSP Cottage Grove Limited Partnership for the Economic Development Trust Fund. Staif Recommendation: Adopt a resolution accepting the donation. Under Minnesota Statute 465.03�ifts To Municipalities—such donations must be accepted by a resolution of the governing body by a iwo-thirds majorify of its members. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES 6. PUBLIC HEARINGS A. Hold pubiic hearings for liquor licenses at River Oaks Golf Course for the City of Cottage Grove Economic Development Authority and D& B River Oaks, Inc. Staff Recommendation: Hold the public hearing for fhe Economic Developmenf Authonfy and authorize issuance of an "On Sate"Liquor l+cense upon complefion oithe required police investigation, and hoid the public hearing for D& B River Oaks; lnc. and table acfron to the May 3 Crty Counci( Meeting. 7. BID AWARDS "�A. Consider awarding bid for construction of the Glengrove industrial Park Drainage Flume Utility Improvement Project to DLR Excavating, in tne amount of $249,281.25. Staff Recommendation: Adopt a resolution awarding a contract to DLR Excavating. Eight bids were received for this project, wrth DLR having been the lowest responsible bidder, **B. Consider awarding bid for construction of the 2000 Pavement Management Project (Highiands) to Danner, inc., in the amount of $684,330.50. Staff Recommendation: Adopt a resolution awarding a contract to Danne�; lnc. Eighf bids were received for fhis project, with Danner, Inc. having been the lowest responsible brdder. 8. UNFINISHED AND NEW BUSINESS A. Gonsider an amendment to an existing conditio�al use permit to ailow for the expansion of a commercial greenhouse operation in the rural residential zoning district aY Heschke Ga�dens, 11503 — 77th Street Soufh. Staff Recommendafion: Adopt a resolutron approving an amendmentto an exrsting conditional use permit. This would atlow for the construction of additional temporary greenhouses for a total of 50,308 square feet ofgreenhouses at Heschke Gardens. '�*B. Consider adoption of the Economic DevelopmentAuthority Strategic Plan. Staff Recommendation: Adopt the Strafegic Plan, This document resu(ted from a sfrafegic planning session that took place on March 11, 200Q and was approved by fhe Economic Development Authority af their meetrng on April 11, 2000.
