B. Consider approving a donation of $2,500 to the Youth Service Bureau for first
quarter support.
Staff Recommendation: Approve the donafion. The City Council previously approved a$1QOU0
donation to the Youth Service Bureau during the 2000 budget deliberations.

C. Consider accepting donations of $40250 toward the purchase of an
unbudgeted thermal image maskforthe Fire Department.
Staff Recommendation: Adopt a resolution accepting the donations. The fotal amounf collected
equals $6, 752.50.
D. Consider accepting citizen donation of cash for the Great Grove Get Together
and Cottage Grove Jaycees Community Celebrations.
Staff Recommendation: Adopt a resolution accepting donations totaling $402.50. To date
$2,084.50 has been collected, which will be splif equaHybetween the Greaf �rove Get Together
Celebratron and Cottage Grove Jaycees Fourth of July Fireworks Display.
E. Gonsider amending Chapter 2 of the Cottage Grove City Code:
Staff Recommendafion: Adopt an ordinance amending Chapfer 2, Section 2-41, of the Cottage
Grove City Code. Current language in the Crty Code fails to address the issue of Pianning
Commission term timits (in which no member may serve more than two consecutive three-year
terms), which differs from other advisory commrssion term limits (in which no member may
serve more than three consecutive two-year ferms). The proposed ordinance adds language to
address this issue.
F. Consider authorizing issuance of a single-occasion gambling permit to the
Church of St. Rita, 8694 — 80th Street South.
Stafi Recommendation: Authorize issuance of the permit. The permit is for a raffle, bingo and
pull tabs, and the event wilt take place on September 9& 10, 2000. Durrng the required police
investigation of the applicanfs, no3acts were found that would consfitute a basis for denial of tYie
application.
G. Consider authorizing issuance of a Bingo Hall License to Phoenix Partners of
Cottage Grove.
Staff f2ecommendation: Adopt a resolution authorizing issuance of the license. Phoenix
Partners of Cottage Grove is renewing their Bingo Hall License to conduct lawfut gambling at
Fanfasy Cruise in Coffage Square Ma//, 8200 Hadley Avenue South. During the required police
investigation, no facts were found that constitute a basis foY denial of the application.
H. Consider authorizing issuance of Personal Massage Certificate to Curtis Zabel.
Sfaff Recommendation: Authorize issua�ce of the certiiicate. All persons requesting fo pracfice
massage therapy within the City of Cottage Grove are required by City Ordinance to be
licensed. During fhe required investigation of fhe applicant, no facts were found that would
constifute a basis for denial of the application.
I. Consider authorizing issuance of a conditional outdoor event permit to Demori's
Restaurant and Lounge.
Staff Recommendation: Authorize issuance of the conditional permit. The event wi!! take place
on June 10 af 8200 Hadley Avenue South. (n accordance wifh the [equirements of Ordinance
No. 607, fhe Public Safety, Health and Welfare Commission reviewed the application at their
May 9, 2000 meeting and unanimously recommended approval subject to condrtions outlined in
Public Safety DirectorJim Klnsey's Memorandum to fhe Councif, which is available in the Public
Packefs (outside Council Chamber).
J. Consider approving fina( payme�t of $87,560.25 to Richard Knutson, Inc. on the
Hidden Valley 7th Addition Street and Street Lighting improvement Project.
Staff Recommendation: Adopt a resolution approving ihe �nal paymenf. The contractor, Richard
Knutson, Inc., in accordance with the contract p/ans and specificafions, has satisfactorily
completed the work.
K. Consider approving final payment of $58,655.32 to Richard Knutson, Inc. on the
Jamaica Avenue/97th Street South Street Improvements (Renewal by
Andersen) Project:
Staff Recommendation: Adopt a resolution approving the fina! payment. The contractor, Richard
Knutson, Inc., in accordance with the contract plans and specificatio�s, has satisfactorily
complefed the work.

L. Consider approving final payme�t of $16,963.66 to Erickson Construction, Inc.
on the West Draw Trunk Utility Project.
Staff Recommendation: Adopt a resolutio� approving fhe final payment. The contractor,
Erickson Construction, (nc., in accordance wifh fhe contract plans and specifications, has
safisfactorily compieted the work.
M. Receive information on the Wakota Bridge/Highway 61 Project.
Staff Recommendation: Receive information. This is an update of some of fhe legislative and
budget constraints currently affecting the project, and is also available for review rn the Public
Packets (located outside Council Chamber).
N. Consider approval of a simple lot division application to divide a 1.09-acre
parcei into two separate lots of record of 105 feet by 250 feet and 85 feet by
250 feet at 9223 — 80th Street South.
Staff Recommendatron: Adopt a resolution approving the lot split. The Planning Commission
unanimously recommended approval af their April 24, 2000 meeting, subject to conditions
outlined in the staff report.
O. Consider approval of a conditional use permit for on-site traffic, parking, and
pedestrian safety improvements at Hillside elementary School, 8177 Hiilside
Trail Soutn.
Staff Recommendation: Adopt a resolution approving the condrtiona! use permit. This would
atlow for the creatron of a bus parking Iot that is separate from the visrfor and staK parking lot,
and would be subject to conditions recommended by the Planning Commission at fherr April 24.

P. Adopt 2001 Budget Calendar.
Staff Recommendation: Adopt the 2001 Budget Calendar as proposed. Staff has tentatively
scheduled a June workshop to discuss va�ious budget and financial related issues.
Q. Co�sider authorizing the purchase of a John Deere 4600 Tractor from
Greenlmage, Inc. in the amount of $20,914.56 plus tax.
Staff Recommendation: Thrs tractor would replace River Oaks' Deutz Allrs fractor, whose engine
block has sustained severe damage and is in need of replacement. Given the unavailability of a
replacement block after a national search, the cost of replacing the entire engine ($11,000), and
the fact that the tractor rs scheduled to be replaced in 2003, staff recommends aufhorization of
the purchase.
R. Consider adopting a resolution Iisting those properties that are included in the
rural taxing district as defined in Ordinance No. 674, which was adopted by the
City Council on January 19, 2000.
Staff Recommendation: Adopf the resolution. As properties fo be included in the rural taxing
drsfrict may change from time to time, they should be specified by resolution rather than by the
ordinance itself, which would necessitate amending the City Code with every change in property
designation within fhe district.
S. Consider the application filed by Jack Hines Auction Service, Inc. for an
amendment to their conditional use permit allowing indoor auctions and periodic
outdoor events at Majestic Antiques, 9165 Point Douglas Road.
Staff Recommendafion: Adopf a resolution approving the condrtional use permif amendment.
The outdoor events would include flea markets, farmers' product markets, outdoor auctions,
c�aff/food fairs, antique car shows, petting zoos, and pfant sales.
T. Approve the Historic Preservation in Cottage Grave 1999 Annual Report.
Staff Recommendatron: This reporf was produced by the Historic Preservation Divrsion of the
Cottage 6rove Community Development Departmenf.
U. Consider authorizing the purchase of playground equipment for Hamlet Park
from Miracle Recreation of Minnesota, Inc. in the amount of $23,983.50.
Staff Recommendation: Authorize the purchase. Af their Aprii 5, 2000 meefing, the City Council
authorized modrficafion to the 1999-2003 Capital Improvement Program to allow for the

purchase of new play equipment at Hamlet Pa�k: This was the result of an audit conducted in
fhe fall of 1999, in which major safefy concerns with the old equipment were addressed.
V. Consider authorizing the purchase of playground equipment for Pine Tree Park
from Miracle Recreation of Minnesota, Inc. in the amount of $14,711.10.
Staff Recommendatio�: Aufhorize the purchase. At therr Apri! 5, 2000 meeting, the Crty Council
authorized modification to the 1999-2003 Capita! Improvement Program to allow for the
purchase of new play equipment at Pine Tree Park This was the result of an audit conducted in
the fali of 1999, in which major safety concerns with the oid equipment were addressed.
"`*W. Consider accepting donations in the amount of $365 on behaif of the Pubiic
Safety, Fire and Recreation Departmen#s for the 7th Annuaf Youth Safety
Camp.
Staff Recommendafion: Adopt a resolution accepfing the donations. Safefy Gamp will take place
July 18 — 20 in Ham/et Park, and is open to sfudents who have completed 3rd, 4fh, or 5fh
Grade. More informatron will be published in the South Washington County Builetrn and Cottage
Grove Reports.
*"X: Gonsider approving amendments to the ICMA City Administrator Pension Plan.
Staff Recommendafion: Approve the amendments. Under the current employment agreement,
the City Administrafor particrpates rn ICMA Refirement Corporation's Money Purchase Plan &
Trust (City Administrator Pension P/an) in lieu of the Public Employee Retirement Association
(PERA) Pension Plan. The City contributes an amount to the ICMA Plan equa/ to the amount if
would have contributed to the PERA P/an. The amendments fo the ICMA Plan involve allowing
the City Adminisfrafor to contribute a flaf annual confribution amount to the pian rafher than a
percentage, and increasing the City contribution rate from 5% to the current PERA contribution
rate of 5.18%.

**A. Consider awarding bid for construction of the 2000 Pavement Rehabilitation
Project on Jamaica Avenue and 100th Street to Danner, Inc., in the amount of
$881,497.30.
Staff Recommendation: Adopt a resolution awarding fhe contract to Danner tnc, Four bids were
received forthis project, which were opened on May 11, 2000: Danner, Inc. was the lowest
responsible bidder.
*�B. Considerawarding a bid for installation of 12 insulated overhead garage doors
at the Public Works Facility to Eiite Garage Door Company in the amount of
$32,000.
Staff Recommendation: Adopt a resolution awarding fhe confract. Elite Garage Door Company
submitted the lowest of the two bids received for this projecf.
8. UNFINIS'HED AND NEW BUSINESS
A. Consider waiving the ordinance requirements for the Human Services
Commission Chair as rega�ds cumulative absences for 2000.
Staff Recommendafion: Waive fhe ordinance requirements and allow 1he Human Services Chair
to remain on the Commission. The Human Services Cliair has demonstrated a high level of
service to fhe Crty through the Human Services Commission and other Grty re/ated activities.
The Chair encountered a scheduling conflicf due to his participation with the Coftage Grove
Police Department Reserves, which was the reason for the absences.

B. Discuss appointment of a working group to rewrite the current City ordinances
relating to nuisance complaints and zoning ordinance enforcement.
Staff Recommendation: Approve convening of a work group fo draft a new nuisance ordinance.
C. Provide staff direction regarding the placement of advertising signs on baseball
ou�eld fences.
Staff Recommendation: Provide drrection to sfaff. if Council wishes this activity to occur, staff
wil! prepare an appropriate ordinance ior review and adoption.
D. Consider ratifying the City Cauncil consensus reached at the May 3 meeting
regarding Grey Cloud Island, and consider directing the City Administrator to
draft a letter to the Metropolitan Council chair expressing interest in a°smart-
growth" development review including a regional park and mixed-use
development.
Sfaff Recommendation: Rafify the Councrl consensus from the May 3 meeting, and direct the
City Administrator fo contacf fhe Metropolitan Council in regard to a"smart-growth" review.
E. Consider the variance application filed by Pacifica, NNN, LLC, to Section 21-
16(b) of the City's sign ordinance to increase the maximum allowable square
footage of 275 square feet for signage at Office Max, 9010 Jamaica Avenue
South, to 321 square feet for signage.
Sfaft Recommendation: Adopt a resolution approving the variance. The applicant requested 800
square feef for signage, and the P/anning Commission approved a total of 321 square feet for
signage, which is 46 square ieef over the 275 square feet allowed by City Code.
F. Consider an applicatio� filed by Rebekah, Carolyn, and Samuel Pahr for a
variance to Section 28-26, Farm Animals, of the Zoning Ordinance to board
three sheep on residentially-zoned property.
Staff Recommendation: Adopt a resolution denying the variance request. The property is zoned
resrdential and does nof ineet the five-acre minimum lot area requirement. Additionally, the
request would also compromise the 300-foot minimum separation befween the structure
shettering the farm animais and residential dweUings other than the principal structure of the
property, as well as fhe 60-foot minimum seiback between the pen area and property lines.
