A. Presentation by Bruce Schmidt, Chair of the Human Service Commission.
The Human Services Commissron will be holding its �egu(arJune meefing atthe SeniorCenter.
The purpose of tiie meeting will be to discuss senior housing and fransportation needs. AN are
wetcome to aHend this meeting, which will take place on June 28, 2000 at 1:00 p.m.
APPROVAL OF MINUTES
A. May 3, 2000 Regular Meeting.
4. CONSENT CALENDAR
A. Accept and Place on File the Following Minutes:
i. Planning Commission of April 24, 2000.
B. Consider accepting a donation of cash from Bonestroo, Rosene, Anderlik and
Associates in the amount of $250 for the Park Trust Fund.
Staff Recommendafion: Adopt a resolution accepfing the donation. The Park Trust Fund was
established fo� the development of parks and open spaces.
C. Consider accepting the resignation of AI Einberger from the Advisory
Committee on Historic Preservation effective May 26, 2000.
Staff Recommendation: Accept the res�gnation and thank Mr. Einberger for his years of service
to the City of Cottage Grove. He has served on the Advisory Committee on Historic
Preservation since 199Q and prior to that, on fhe Planning Commission.

D. Co�sider authorizing issuance of a conditional outdoor evenY permit for the
Great Grove Get Together.
Staff Recommendation; Authorize issuance of the permit contingent upon conditions
recommended by Public Safety Director Jim Kinsey in his memo dated 5/23/00. The events will
take place on Saturday, June 10, 2000, in Kingston Park.
E. Consider accepting donations of cash in the amount of $207.50 for the
purchase of an unbudgeted thermal imager for the Fire Department.
Staff Recommentlatio�: Adopt a resolution accepting the donations. To date, $6,960 has been
collected.
F. Consider approving final payment of $16,963.66 to Erickson Construction, Inc.
on the West Draw Trunk Utility Project.
Staff Recommendation: Adopt a resoiufion approving the frna! payment. The contractor,
Erickson Construcfion, lnc., in accordance with the contract plans and specifications; has
satisfactorily complefed the work.
G. Consider accepting a donation from 3M Cottage Grove in the amount of $1,800
on behaif of the Public Safety, Fire and Recreation Departments for the 7th
Annuai Youth Safety Camp.
Staff Recommendation: Adopt a resolution accepting fhe donafion. Safety Camp will take place
July 18 — 20 rn Hamlet Park, and is open to students who have completed 3rd, 4th, or 5th
Grade. More informafion will be pub(ished in the Soufh Washington County Bulletin and Cottage
Grove Reports:
H. Consider authorizing issuance of a single occasion gambling permit to the
Cottage Grove Crime Prevention Advisory Board conditioned on compliance
with all state and local regulations relating to gambling.
Staff Recommerrdation: Authorize issuance of fhe permif. The event will take place on August 1,
2000. During the required background invesfigation of the applicant, no facfs were found that
would constitute a basis for denial of fhe application. "
i. Consider appointing Suzanne Deans to Regular Part-Time Status.
SfaRRecommendation: Approve fhe appoinfinent. Suzanne works for the Finance Department
as a part-time accountant, and wrll have completed her one-year probafionary period on June 7.
J. Receive information concerning the River Oaks Golf Course rating by Golf
Digest Places to Play.
Staff Recommendation: Receive information. �olfDigest Places to Play rated the course at
three-and-one-half stars ouf of five possible stars for their 2000 — 2009 edition.
K. Receive update on the Watershed District Workshop held o� May 30, 2000.
Staff Recommendatron: Recerve update. This update inctudes information on drainage models
and a timeline for watershed-district acf�vities.
L. Consider accepting citizen donations of cash for the Great Grove Get Together
and the Cottage Grove Jaycees Community Celebration.
Staff Recommendation: Adopt a resolution accepting the donations fotaling $1,142,50. The total
collected year-fo-date is $2,227.
M. Consider approving final payment in the amount of $16,614 to Magic Homes,
LLC for audio-visuai sound system installation in the River Oaks Clubhouse.
Staff Recommendation: Adopt a resolution approving the frnal payment. !n accordance with the
contract plans and speci�cations, the contractor has satisfacforilyinstalled the audio-visual
sound system.
N. Consider purchase of one 2001 Dodge Ram Club Cab 4WD 1500 pickup truck
for the Water Department in the amount of $22,737.37.
Staff Recommendation: Approve the purchase. This equipment purchase is within fhe
authonzed 2000 EquipmentNehicle Replacement Schedule.

"'O. 1. Consider approval of the final plat for Hidden Valley 9th Addition, which will
consist of 9 lots for single-family homes. The preliminary plat was approved on
June 2, 1998. 2. Consider ordering the preparation of plans and specifications
for all pubiic improvements within Hidden Valley 9th Addition.
Staff Recommendation: 1. Adopt the resolution approving the inal p/at for Hidden Valley 9fh
Addition. 2. Adopt the resolution ordering the preparafion of p/ans and specifications for Nidden
Valley 9th Addition.
"'P. Consider approving final payment in the amount of $52,052.55 to Northfield
Construction Company on the River Oaks Golf Course Clubhouse Expansion.
Staff Recommendation: Adopf the resolution approving the final payment. The contractor,
Northfield Construction, in accordance with the contract ptans and specifications, has
safisfactorily completed the work.
'*Q. Consider approving the 2000-2001 Labor Agreement with the City of Cottage
Grove Police Sergeants, represented by LELS Local No. 138, as per the
attached tentative agreement.
Staff Recommendafion: Approve the labor agreement. The effective date is January 1, 2000.
5. RESPONSE TO PREVIOUS�Y RAISED OPEN FORUM ISSUES
A. Receive response to a complaint of construction problems associated with a
new townhome unit located at 9874 Hamlet Court, which was reported by Mr.
Aaron Doering during open forum at the May 17, 2000 City Councii Meeting.

8. UNFINISHED AND NEW BUSINESS
A. Consider imposing a civil penalty against FT� Corporation, DBA MGM Liquor
Warehouse, for a liquor license violation occurring February 26, 2000.
Sfaff Recommendation: Adopt a resolution imposing the civil pena(ty.
B. Consider adopting the City Code of the City of Cottage Grove.
Staff Recommendation: Pass an ordinance adopting the City Code. The draft document was
received from Sterling Codifiers and is current up to Ordinance No. 677, passed on April 19,
2000. Subsequenf ordinances wi!! be incorporated into fhe City Code through supplemental
seivice.
C. Consider authorizing Mayor Denzer on behalf of the City Council to enter into a
mediation agreement and to serve on a mediation panel concerning the
proposed Grey Cloud Annexation.
Staff Recommendation: Authorize Mayor Denze� to enter info fhe mediafion agreement and
serve on the mediation panel.
D. Consider approving the City of Cottage Grove Marketing and Communications
Plan, and direct staff to begin implementation.
Staff Recommendation: Approve the plan and direct staff to begrn tmptementation.

management.
