Open forum provides a person an opportunity ta lnform the Council of a problem or to request
information related to City business not scheduled for Council action and on the Agenda. Mayor
Denzer encouraged persons to limit their remarks to two (2) minutes per issue.

CALL TO ORDER

on Wednesday, July 5, 2000, at the Cottage
cailed the meeting to order at 7:30 p.m.

PRESENTATIONS
A. National Niqht Out Prociamation
Council Member Woicott read the proclamation, proclaiming August 1, 2000 as National Night
Out in the City of Cottage Grove.
B. Watershed Issues
Matt Moore, South Washington Watershed District (SWWD), updated Council on the ongoing
activities of the watershed district. He described current projects of SWWD, including
finalization of computer modeling of the northern watershed, modeling of the southeast
watershed, evaivation of Regional Park Lake, determining design storm, and continuing to
work with Cottage Grove, Met Council, and Washington County to determine the best possible
route for the watershed. He identified the focus as the County Road 19-corridor, and he
presented several maps to clarify the intentions of SWWD.
Gouncii discussed severai concerns regarding potential problems with the watershed.
APPROVAL OF MINUTES
The minutes of the June 21, 2000 Regular Council Meeting were approved as presented.
The minutes of the June 28, 2000 Special Council Meeting were approved as presented.

AGREEMENTS AS ARE NECESSARY TO IMPLEMENT THE PROJECT ON BEHALF OF
THE COTTAGE GROVE POLICE DEPARTMENT.

K. ADOFT RESOLUTIOM NO. 00-928, ACCEPTWG CITIZEN DONATION OF CASH IN THE
AMOUNT OF $110 FOR THE GREAT GROVE GET TOGETHER AND COTTAGE GROVE

Mayor Denzer opened the public hearing at 7:55 PM. As no comments were forthcoming, Mayor
Denzer closed the public hearing at 7:55 PM.

BID AWARDS
A. Purchase 18 Comquter Workstatio from Custom Fit Inc
Council Member Rice asked if these workstations constitute an upgrade. City Administrator
Schroeder replied that a rotation schedule is in piace and that a certain number of workstations are
replaced every year. He explained that this expendituce is in the budget, and the rioted bid is $10,000
below the budgeted number. He said that tfie old workstations are destroyed, donated to schoois, or
traded.
Councii Mernber Kohls expressed some concern regarding the reputation of the bid winners, as
computer companies are often unstable. City Administrator Schroeder expressed faith in the
judgement of the MIS Coordinator.
Mayor Denzer asked that the bid be awarded with the stipulation that other vendors are consulted
regarding quaiity and reliability of the proposed workstations.
MOTION BY WOLCOT SECONDED BY KOHLS TO AWARD THE BiD TO CUSTOM FIT, INC., AT
A COST OF $25,074.36. MOTION CARRIED 5-0.
UNFINISHED AND NEW BUSINESS
A. Approve A Simpie Lot Division to Subdivide a 22-Acre Parcel into Two Separate Taxinq
Parcels.
Senior Planner John McCool described the item at hand. He explained thaf Rose of Sharon Church
seeks to buy the newly created southern parcel from McHattie Farms. He discussed the Planning
Commission's approval of the action.
MOTION BY WOLCOTT, SECONDED BY RICE TO ADOPT RESOLUTION ND. 00-131,
APPROVING THE SIMPLE LOT DIVISION OF A 22-ACRE PARCEL LOCATED ON THE
NORTHEAST CORNER OF 70 STREET AND JAMAICA AVENUE INTO NVO SEPARATE
PARCELS OF 10 ACRES AND 12 ACRES. MOTION CARRIED 5-0.

WORKSHOP SESSION
Nuisance Ordinance Work Group Selection
Council discussed names submitted for the Nuisance Ordinance Work Group. Staff suggested
choosing six volunteers from the list of fifteen. Council Member Wolcott suggested choosing seven,
as one volunteer is bound to bow out at some point. Council finally settled on eight choices: Ellen
Aigner, Mark Boesel, Mary Lou Hudnut, Linda Johnston, Kittie Kisby, Gary Kjeilberg, John Lenartz,
and Don Weirens.
