B. Consider accepting a$100 donation of cash from HEALTHSOUTH for the
Great Grove Get Together Community Celebration.
Staff Recomrnendation: Adapt a resolution accepting the donatron. The HEALTHSOUTH
donation rs designated toward costs for T-shirt advertising for fha run.
C. Consider authorizing issuance of an outdoor event permit to New Moon
Restaurant, conditioned on compliance with recommendations outlined in
Public 5afety Director James Kinsey's memo dated 7/18/00.
Staff Recommendation: Authorize issuance of the permit. which will be valid for one outdoor
event during fhe year following approval.

D. Consider approval of Cha�ge Order No. 1 for the Pine Summit 1st Addition
Utility and Street Improvements Project.

decided that a materia( change in a secfion of sanifary sewer pipe wou(d be prefer�ed.
E. Accept the informal settlement agreements between the City of Cottage Grove
and the Minnesota Department of Labor and Industry.
StaK Recommendafion: Approve the agreemenfs and authorize fhe Crfy C(erk to sign and
process the agreemenfs on behalf of the City.
F. Accept donations in the amount of $600 on behalf of the Public Safety, Fire and
Recreation Departments for the 7th Annual Youth Safety Camp.
Staff Recommendatron: Accept the donations. Safety Camp took place July 18 — 20 in Hamlet
Park, and was open fo studenfs who had completed 3rd, 4th, or 5th Grade.
G. Consider approval of the plans and specifications for the Hidden Valley 9th
Addition utility and street improvement project.
Staff Recommendation: Adopt a resolution approving the plans and specifications.
H. Consider the request by Myron and Linda Tank to rezone their property located
at 10249 — 80th Street South from its present split zoning of R-1, rural
Residentiai, and AG-1, Agricultural Preserve, to having the entire parcel zoned
R-1, Rural Residential.
Sfaff Recommendation: Adopi an ordinance rezoning ihe property at 10249 — 80th Street South.
I. Consider renewal of the package, open meeting law, volunteer accident
coverage and liquor liability insurance policies efFective for the policy period
4/3(00 to 4/3/01 totaling $193,257.00.
Staff Recommendation: Renew the insurance poGcies. A breakdown of fhe premiums is
availabie in the public packet, tocated outside the Council Chamber, under this item number.
J. Reschedule the public hearing on the proposed improvement for the northwest
roadway (new Glendenning Road) within the industrial park to August 16, 2000,
and set a new bid opening date for September 28, 2000.
Staff Recommendation: Adopt a resolution rescheduling the public hearing and setting a new
bid opening date.
K. Consider an increase in the ambulance scene treatment rate from $165 to
$200.
Staff Recommendation: Repea! Resolution No. 00-80 (Fee ResolutionJ, and readopt a
resolution containing the new fee. This increase is in order fo make the fee consistent wfth the
rest of the Twin Cities Metropolrtan Area.

RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
PUBLIC HEARINGS
BID AWARDS
A. Consider awarding tne Pine Hill School 0.05 MG Tank Repai�t Project to Utility
Service Co. Inc.
Sfaff Recommendation: Award the bid to Utilify Service Co. Inc., who was the lowest bidder with
a base bid of $207, 250.
B. Consider awarding bids on the sale of $1,210,000 General Obiigation Series A
bonds and $1,080,000 General Obiigation Series B bonds.
Staff Recommendafion: Adopt resotutrons awarding the bids, The Series A bonds will be used
for construction costs for Jamaica and Ideal Avenues, 100th and 190th Streets. The Series B
bonds wilt be used for consfruction for Kingsborough Woods, Pi�e Forest 5th, Pine Glen 7th
and Pine Forest 6th.
C. Consider accepting the proposal from Coverali Cleaning Concepts for City
janitorial services to begi� in September 2000.
Staff Recommendation: Accept the proposal. Proposals were sent fo five commeroial cleaning
companies. Coverall submitted the lowest of the three bids received for deaning services.
"D. Authorize the purchase of two fairway mowers and one spare reel from Green
Image Company in the bid amount of $60,465.38.
Staff Recommendation: Authorize the purchase. A tota! of four bids from three equipment
representatives were received.
UNFINISNED AND NEW BUSINESS
A. Consider request by the Baseball Division of the Cottage Grove Athletic
Association to allow the sale and display of advertising signs on outfield fences
in Hamlet Park and Wnodridge Park.
Staff Recommendation: Staff recommends approval of advertising signs af Hamlet Park only at
this fime. The basis for this recommendation rs that advertising at Woodridge Park may create
an adverse visual impact to the park from 90th Street and for the su�rounding residenfs. The
three fields at Hamlet Park also aliow for the sale of up to 136 advertisemenfs.
B. Consider authorizing an increase in the number of on-sale liquor licenses
available for issuance pursuant to limits allowed under Minnesota Statutes.
Staff Recommendation: Adopt an ordrnance amending Section 3-3-3, Subsections A, 8, and D
of the City Code. This would increase the total number of on-sale licenses fhat may be issued in
Cottage Grove from ten to not more than 18licenses, plus one additional license for every
2,500 persons over a population of 45,000.
