A. Accept and Place on File the Following Minutes:

iv. Pianning Commission of July 24, 2000.
B. Consider declaring the City of Cottage Grove's commitment to join in the
"Minnesota Cities: Building Quality Communities" statewide educational effort.
Staff Recommendafion: Adopf a resolution dedaring the City of Cottage Grove's commitment to
join in the "Minnesota Crties: Building Quality Communities" statewide educational effort This
program is a two-yea� effort by the League of Minnesota Cities that was launched at fhe June
Annual Conference in o�der to help change perceptions of locai government.

C. Consider authorizing issuance of a conditional single-occasion gambling permit
and waiver of the permit fee for the Pine Hili Elementary P.T.A. to conduct a
raffle at Pine Hiil Elementary Schoo( o� October 27, 2000.
Staff Recommendarion: Authorize issuance of ihe single-occasron gambling permit conditioned
on complrance wifh aH state and local regulations relating to gambling, and authorize waiver oi
the permit fee. During the required background investigation of the applicant, no facts were
found thaf would constifute a basis for denial of the permit.
D. Consider authorizing issuance of a conditional single-occasion gambling permit
and waiver of the permit fee for the Cottage Grove Area Chamber of Commerce
to conduct a raffle at Mississippi Dunes Golf Links on October 15, 2000.
Staff Recommendation: Authorize issuance of the single-occasion gambling permit conditioned
on compliance with all state and local regulations relating to gambling, and authorize waiver of
the permif fee. During the required background investigation of the applicant, no facts were
found fhat would constitute a basis for denial of the permit.
'E. Consider declaring costs and calling for pubiic hearings on six assessment
projects.
Staff Recommendation: Adopt resolutions as proposed. The projects include: 2000 Street
lmprovements, 95th Street Phase ll, Kingsborough Woods, Pine Forest 5th, Hidden Valley 9th
and Area Charges on the Ron Reiman lot splrt. The pubfic hearing for the Council to consider
adopting the assessmenfs would be held on October 4.
F. Consider accepting the resignation of Tina Valek from the Advisory Committee
on Historic Preservation effective 8l30/00, consider appointing Glen Brown to fill
an existing term on the Advisory Committee on Historic Preservation expiring
2/28/01, and consider appointing Mickey McBride to fill Ms. Valek's term on the
Advisory Committee on Historic Preservation expiring 2/28/02.
Staff Recommendation: Accept the resignation and thank Ms. Valek for her service to the City of
Cottage Grove, and approve fhe appoinfinents of Glen Brown and Mickey McBride to the
Advisory Committee on Historic Preservation.
G. Consider approval of a resolution electing to continue participation in the local
housing incentives account program under the Metropolitan Livable
Communities Act for calendar year 2001.
Staff Recommendation. Adopt the resolution continuing the City's participation in the
Metropolitan Livable Communifies Act for calendar year 2001.
H. Consider authorizing the Mayor to sign a tri-city letter to Washington County
regarding CDBG allocations, and adoptio� of amended CDBG participation
agreement and resolution.
Staff Recommendation: Authonze the Mayor to sign fhe letter to Washington County regarding

J. Consider approval of the subdivision agreement with Orrin Thompson Homes
for Lodges at Pine Summit 1 st Addition; consider ordering preparation of plans
and specifications for all public utility and street improvements within the
Lodges at Pine Summit 1st Addition; and consider approvai of the plans and

Staff Recommendation: Approve the subdivision agreement; adopt the resolution ordering the

resotution approving the plans and speci�cations for Lodges at Pine Summit 1sf Addition and
setting a bid date of September 2S, 2000 at 1 T:00 a.m.
`K. Consider approval of request to Minnesota Department of Transportation for
speed study on Hadley Ave between 95 Street and 103` Street.

BID AWARDS
A. Consider awarding the bid for one 2000 Model E450 Diesel Super-Duty Type Iil
Advanced Life Support Modular Ambulance to the low bidder, North Centrai
Ambulance Sales, in the amount of $99,342.
Sfa(f Recommendation: Award the bid to North Central Ambulance Sales. Four brds from three
different vendors had been received for this request for proposal.
UNFINISHED AND NEW BUSINESS
A. Consider the next step in the annexation petition for land owned by Gordon
Nesvig in Grey Cloud Township.
Staff Recommendation: Authorize formal submittal of a request for an Administrative Law Judge
Process in fhe annexation petition for land owned by Gordon Nesvig.
B. Consider approving a Proposed 2000 Tax Levy Coilectible i� 2001, consider
approving a Proposed 2001 Budget, and consider setting a public hearing date
and hearing continuation date for the Truth in Taxation Hearing.
