CONSENT CALENDAR
A. Accept and Plsce on File the Foliowing Minutes:
i. Pfanning Commission of August 28, 2000.
B. Consider accepting a donation of $25 for the purchase of an unbudgeted
thermal imager for the Fire Department.
Sfaff Recommendation: Adopt a resolution accepting the donation from Jileen Marquardt. The
fotal coflected year to date is $8,060.
C. Consider adoption of resalution approving finaP psyment in the amount of
$14,986.38 to Cummins Riarth Central, Inc. on the purchase of portable
generators.
Staff Recommendation: Adopt resolution approving final payment. The contractor, Cummins
North Centra/, lnc., in accordance with fhe contract p/ans and specifications, has satisfactorily
completed the wark.

D. Pass a motion to accept the resignation from Matthew Trom, member of the
Public Safety, Health and Welfare Commission, with regrets and
commendation.
Staff Recommendation: Pass a motion to accepf the resignatron from Mafthew Trom, member

E. Authorize the placement of "No Parking—Resident Only During Schooi Hours"
signs on Innsdale Avenue between 80th and 81 st Streets—up past the cul-de-
sac and authorize Pubiic Works to instail the signs.
Staff Recommendation: Authorrze the placement of "No Parking—Resident Only During School

F. Consider adopting a Years of Service Plan for Employee Recognition, repealing
Resolution No. 93-234.
Staff Recommendation: Adopt the new Years of Service Plan Resolution, repealing Reso/ution
No. 93-234. This resolution would add a 35-year award to fhe exisfing plan, as well as
recognize paid-on-call firefighters and seasonal emp/oyees.
G. Consider adopting a resolution transferring local Board of Review duties to
Washington County for assessment senrices.
Staff Recommendation: Adopt the resolution. This would authorize Washington County to ho(d
open book meeEings.
H. Consider awarding fall tree planting contract for new developments to Gerten
Greenhouses in the amount of $6,831.22
Staff Recommendation: Award fall tree p/anting to Gerten Greenhouses, who submitted the
lowest of the three quotes received.
*"I. Consider authorizing issuance of a single-occasion gambling permit to South
Washington Senior Center for a raffle to be conducted on October 27, 2000,
conditioned on cornpiiance with all state and local regulations relating to
gambling.
Staff Recommendation: Authorize issuance of the permit. The event will be held at the Drstrict
833 P�ogram Center, 8400 East Point Douglas Road.
**J. Accept the resignation of Jon Hempel from the Parks, Recreation, and Natural
Resources Commission, effective October 1, 2000.
Staff Recommendation: Accept the resignation, with regrets, a�d thank Mr. Hempel for his
service to the Cify of Cottage Grove.
""`L Consider approving joint powers agreement with the Cottage Grove Recreation
Department:and Cottage Grove National Guard TACC or Armory facility for use
and supervision of said facility.
Staff Recommendation: Approve joint powers agreement with the Cottage Grove Recreation
Department and Cotfage Grove National Guard TACC or Armory facitity for use and supervision
of said facility.
RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
PUBLlC HEARINGS
A. Conduct the public hearing and adopt the resolution authorizing a tax rate
increase for taxes payable 2001.
Staff Recommendation: Mrnnesota law requires that the City Counci/ conduct a pub(ic hearing
and adopf a resolution a�thorizing the County Audrtor to extend a tax rate that is higher than the
previous year's tax rate. The currenf budget anticipates fhat the tax rate wil! be higher in 2001
than 2000.

B. Conduct the public hearing for:
1. 2000 Street Improvement project and adopt the assessments.
2. 95th Street Phase II project and adopt tne assessments.
3. Kingsborough Woods project and adopt the assessments.
4. Pine Forest 5th project and adopt the assessments.
5. Hidden Valiey 9th project and adopt the assessments.
6. Ron Reimann lot spiit, continue hearing to October 18th.
Statf Recommendation: The Counci/ adopted the resotutions declaring costs and ca/Iing for the
public hearing on the projects above on September 6, 2000. All required notices have been
mailed and the �equired lega! notice has been pubiished in accordance with state /aw. Conduct
the public hearings and adopt the assessments as per above.
7. BID AWARDS
*A. Consider awarding bid for construction of the public utilities and street
improvements for the Kingsborough Woods 2nd Addition project.
Staff Recommendation. The bid opening was initially set for Thursday, September 28, 2000, but
the bid opening was postponed until Monday, October 2, 2000 at 11:30 a.m. The City Engineer
will provide a verba/ report concernrng the number of bidders, bid amounts, and
recommendation for award at the Ocfober 4, 2000 City Council meeting.
°B. Consider awarding bid for construction of the pubiic utilities and street
improvements for the Lodges at Pine Summit 1 st project.
Staff Recommendation: The bid openrng was initiatiy set for Thursday, September 28, 2000, but
the bid opening was postponed until Monday, October 2, 2000, at 11:00 a.m. The City Engineer
witi provide a verbal report concerning the number of bidders, bid amounts, and
recommendation for award at the October 4, 200Q City Councii meeting.
UNFINISHED AND NEW BUSINESS
A. Consider purchase of hydraulicaliy operated sweeper to improve maintenance
procedures at the River Oaks Goif Course.
Staff Recommendation: Staff recommends that the City take advantage of this speciaf pricing
offer, good through October 30, 2000, and purchase the sweeper at this fime.
B. Consider scheduling a special meeting in November to canvass results of the
municipal election.
Staff Recommendation: Schedute the special meetrng. Within seven days after the General
Electron, fhe Crty Council must canvass the results for the Mayor and City Council seats. The
meeting will need to be scheduled for November 8, 9, ?3 or 14.
C. Consider granting permission to Mr. Ron Schwartz to use his existing house at
10450 Kimbro Avenue South while a new residence is being built on the
properfy.
Staff Recommendafion: Grant permission to Mr. Schwartz to use his exisfing house at 10450
Kimbro Avenue South while a new residence is being constructed on the property and require
remova/ of the existing house by February 2002.
D. Hoid a hearing to discuss revocation of the conditional use permit for A& F
Auta
Staff Recommendation: Revoke the conditional use permit for A& F Auto o� refer the item to an
administrative faw judge to take testimony from the property owner and fhe City and to make a
formal recommendation to the Council.
