OPEN FORUM - 7:15 P.M.
Persons may address the City Council on subjects that are not a part of the Regular Meeting
agenda, but must limit remarks to two (2) minutes. Open forum will adjourn to the Regular
Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are
televised LIVE, airing on Government Channel 16.

4. CONSENT CALENDAR
A. Accept and Place on File the Following Minutes:
i. Parks, Recreation & Natural Resources Commission of November 12,
2001.
B. Consider approving payment of first quarter 2002 support for the Youth Service
Bureau.
Staff Recommendation: Approve the first quarter payment to the Youth Service Bureau. The
balance in the gambling fund is approximately $60,000 at 12/31/01.
C. Consider approving a variance to permit construction of a 156 square-foot
detached accessory structure between the front property line and the principal
structure at 8171 River Acres Road.
Staff Recommendation: Adopt the resolution approving a variance to permit construction of a
detached accessory structure in front of the principal structure at 8171 River Acres Road.

D. Consider approval of the 2002 mining permit allowing Aggregate Industries to
continue their mining operations on Lower Grey Cloud Island.
Staff Recommendation: Adopt the resolution approving the 2002 mining permit allowing
Aggregate Industries to continue their mining operations on Lower Grey Cloud Island.
E. Consider adopting an ordinance amending Title 11-4-5(B), Height Limit
Modifications, to bring the zoning ordinance into conformance with the
Comprehensive Plan 2020 (Transportation Element – Airports).
Staff Recommendation: Adopt the resolution amending Title 11-4-5(B), Height Limit
Modification.
F. Consider authorizing issuance of a dance permit to South Washington County
Teen Center, Inc.
Staff Recommendation: Authorize issuance of the dance permit conditioned on compliance with
conditions outlined in Caron Stransky’s memo dated 1/11/02. The permit would allow for one
dance per month for 2002 at the National Guard Armory.
G. Consider adopting a resolution establishing fees.
Staff Recommendation: Adopt the resolution. This resolution establishes new fees for 2002.
H. Consider authorizing issuance of a single-occasion gambling permit to Grey
Cloud Elementary P.T.A. for raffles to be held at Grey Cloud elementary, 9525
Indian Boulevard South, on April 19, 2002.
Staff Recommendation: Authorize issuance of the single-occasion permit. No facts were found
during the required background investigation that would constitute denial of the application.
I. Consider approval of the trash enclosure removal agreement between Trade
Home Shoes and the City of Cottage Grove.
Staff Recommendation: Approve the trash enclosure removal agreement between Trade Home
Shoes and the City of Cottage Grove.
**J. Consider setting a bid date of February 28, 2002, for the sanitary sewer and
water service from the south of the proposed elementary school.
Staff Recommendation: Adopt the resolution setting a bid date of February 28, 2002, for the
sanitary sewer and water service from the south of the proposed elementary school.
***K. Proclaim January 21, 2002 Martin Luther King Jr. Day in the City of Cottage
Grove.
Staff Recommendation: Proclaim January 21 Martin Luther King Jr. Day.
***L. Consider authorizing issuance of a tobacco license to Tina Luymes/DBA In
Concert, 7280 East Point Douglas Road.
Staff Recommendation: Authorize issuance of the tobacco license. During the required
background investigation of the applicant, no facts were found which would constitute denial of
the application.

**A. Consider awarding tree trimming bid to Rainbow Tree Company to trim 1,140
city trees in 2002.
Staff Recommendation: Award tree trimming bid to Rainbow Tree Company to trim 1,140 city
trees in 2002. Rainbow Tree Company submitted the lowest responsible quote of the four
quotes received.

8. UNFINISHED AND NEW BUSINESS
A. Consider approving the conditional use permit and site plan review to allow
Rose of Sharon Lutheran Church to construct a new church with a pre-school
on the northeast corner of Jamaica Avenue and 70th Street.
Staff Recommendation: Adopt the resolution approving the conditional use permit and site plan
review to allow Rose of Sharon to construct a new church with a pre-school on the northeast

*B. Consider adopting a resolution approving a 2002 pay plan for non-represented
employees, approving the Golf and Ice Arena plans and directing staff to further
research options for other non-union positions.
Staff Recommendation: Adopt the resolution approving the 2002 pay plan, approve the Golf and
Ice Arena plans and direct staff to further research options for other non-union positions. This
approval includes the 3.5% base adjustment to all pay ranges plus the designated market
increases.
C. Consider Gateway Redevelopment Proposal.
Staff Recommendation: Consider Gateway Redevelopment Proposal.
**D. Hinton/Tower Project.
Consider: 1. Adopting a resolution approving the county project within municipal
corporate limits; 2. Adopting a resolution relating to parking restrictions on
Hinton Avenue and 65th Street; 3. Approving the Cooperative Agreement with
Washington County for construction of CSAH 13; 4. Approving the Turnback
Agreement for Hinton Avenue; 5. Approving the Turnback Agreement for
County 74.
Staff Recommendation: 1. Adopt a resolution approving the county project within municipal
