Persons may address the Cify Council on subjects that are not a part of the Regular Meeting
agenda, but must limit remarks to two (2) minutes. Open forum will adjourn to the Regular
Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are
televised LIVE, airing on Government Channel 16.

APPROVAL OF MINUTES
4. CONSENT CALENDAR
A. Accept and Place on File the Following Minutes:
i. Planning Commission of February 25, 2002.
B. Consider approving Change Order #3 for the Almar Village Utility and Street
Improvements.
Sta(f Recommendafion: Approve fhe change order, which is for the extension of fhe pathway
along 70th Street.
C. Consider approving Change Order #4 for the Almar Village Utility and Street
Improvements.
Sta(f Recommendation: Approve fhe change order, which compensates the Cify Contractor for
the removal of bituminous pavement, pond grading and removal of excess material during utility
installation for the Walgreen's site.

D. Consider authorizing issuance of a single-occasion gambling permit to the
South Washington Senior Center for a raffle at 8400 East Point Douglas Road
on October 11, 2002.
Staff Recommendation: Authorize issuance of the permit. During the required background
investigation no facts were found thaf would constitute denial of fhe applicafion.
E. Consider accepting the Certified Local Government Grant Agreement between
the Minnesota Historical Society and the City of Cottage Grove. The grant
includes $5,000.00 in HPF grant funds with a match from the City in the amount
of $5,240.00.
Staff Recommendation: Accept the Certifed Local Government Grant Agreement between the
Minnesota Historical Society and the City of Cottage Grove, which inc/udes a matching grant
from the City in the amount of $5, 240.00.
F. Consider approving the final plat for The Church of Jesus Christ of Latter Day
Saints to plat a 15.7-acre parcel into a 3.53-acre parcel and a 9.55-acre parcel.
Staff Recommendation_ Adopt the resolution approving the final plat for The Church of Jesus
Christ of Latter Day Saints.
G. Consider approving the final plat for Pine Summit 3rd Addition, which consists
of 12 lots for unattached single-family homes and 3 outlots.
Staff Recommendation: Adopt the resolution approving the final plat for Pine Summit 3rd
Addition.
H. ITEM PU�LED
I. Consider amending the Dance Permit for the South Washington County Teen
Center, Inc. allowing them to hold teen dances at the National Guard Armory.
Staff Recommendation: Amend the South Washington County Teen Center's dance permit
conditioned on compliance with recommendations outlined in Caron Stransky's memo dated
March 25, 2002.
J. Consider authorizing replacement of rubber matting at the Cottage Grove Ice
Arena.
Staff Recommendation: Authorize replacement of rubber matting at fhe Cottage Grove Ice
Arena. The City would pay $25,000 through the CGHA, which would pay up to $20,000 towards
completion of the project.
K. Consider approving the final plat for Acorn Ridge Addition, which consists of 24
rural estate lots for unattached single-family homes.
Staff Recommendation: Adopf the resolution approving the final plat for Acorn Ridge Addition.
**L. Consider adopting a resolution abating levied special assessment for property
incorrectly assessed for unpaid utility bill.
Staff Recommendation: Adopt the resolution abating the special assessment as proposed and
add the abated amounts back to the uti/ity account for future collection.

A. 1. Consider rejecting all bids for the sanitary sewer project south of Cottage
Grove Elementary School, 7447 - 65th Street South; and 2. Consider approving
an agreement with the property owner south of the elementary schooi for an
alignment that would allow full sanitary sewer service to Cottage Grove
Elementary School.
Staff Recommendation: 1. Reject all bids for the sanitary sewer project south of Cottage Grove
Elementary School; and 2. Enter into an agreement with the property owner south of the
elementary school for an alignmenf that would allow full sanitary sewer service to the school.
B. Discuss and provide direction for Campaign Activities Policy for City facilities.
Staff Recommendation: Discuss and provide policy direction.
C. Consider adopting the amended development and assessment agreements
with Grove-Rainbow and Home Depot and the project scenario including
streetscaping improvements within the development district.
