Consider proclaiming May 12 to 18, 2002, as Historic Preservation Week. Staf/ Recommendation: Adopt the 2so/ution proclaiming May 12 to 1 B, 2002, as Historic Preservation Week. 3. APPROVAL OF MINUTES A. March 6, 2002 Regular Meeting. "B. March 20, 2002 Regular Meeting. 4. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: B. Consider authorizing issuance of a gambling permit to the Church of St. Rita to conduct a raffle, bingo and puli tabs on September 21 and 22, 2002. Sta(/Recommendation: Authorize issuance of the permit. No facts were found during the required background check that would constitute a basis lor denial ol the application. C. Consider ratifying the election of Myron Bailey as Chairperson of the Planning Commission for a one-year term. Staff Recommendation: Ratify the election of Myron Bailey as Chairperson o( the Planning Commission. D. Consider adopting a resolution designating Ryan R. Schroeder and Michelie A. Wolfe as Official Representatives of the City of Cottage Grove. Statf Recommendation: Adopt the resoluUon. These designations would allow participation in various programs as representatives of the City. "E. Consider authorizing issuance of single-occasion gambling permits to the Cottage Grove Crime Prevention Advisory Board for raffles at the Great Grove Get Together (June 8) and National Nlght Out (August 6). StaH Recommendation: Authorize issuance ol the permits. During the required background investigation, no /acts were /ound that would constitute denial o/ the application. MAY 15, 2002 AGENDA Cottage Grove City Council F. Consider approving the appointment of Gary Orloff to the position of Working Foreman—Streets Division. Staff Recommendation: Approve the eppointment. G. Consider adopting a resolution that adopts state aid highway designations as approved by Washington County. StaH Recommendafion: Adopt the resolution. These designaGons were approved by the Washington County Board by 2solufion on April 2, 2002. H. Consider the following items relating to the Pine Summit 4th Addition Project: 1. Enter into a subdivision agreement with Thompson Land Development, a division of US Home Corporation, for construction of public improvements within the Pine Summit 4th Addition. 2. Authorize Bonestroo, Rosene, Anderlik and Associates to prepare the plans and specifications for all public improvements within the Pine Summit 4th Addition. 3. Approve plans and specifications and set a bid date for the Pine Summit 4th Addition utility and street improvements. SYafl Recommendation: 1. Approve the subdivision agreement. 2. Consider adoption of a proclamation establishing Public Works Week, May 19 - 25, 2002. Stalf Recommendation: Adopt the proclamation. An Open House is scheduled for May 23, 4 p.m. - 8 p.m. J. Consider proclaiming May 31, 2002 as Jaycees Day in the City of Cottage Grove. StaH Recommendation: Proclaim May 31, 2002 as Jaycees Day. The Cottage Grove Jaycees are celebrating their 40th anniversary. K. Consider entering into a 2002 - 2003 labor agreement with Police Sergeants. Stafl Recommendation: Enter into the labor agreement. Wage retes increase 3.5% each year of the contract. L. Adopt the 2003 budget calendar. Adopt the 2003 budget calendar. M. Consider approving a change order to Pine Summit 1st Addition to delete the items associated with placing the wear course within Pine Summit 1st Addition on Foxtail Court, Skylark Court, and Wildflower Drive and within Hidden Valley 9th Addition on Hidden Valley Ridge as part of this project. Approve the change orderto Pine Summit lst Addition. N. Consider approving a zoning ordinance text amendment to Title 11, Chapter 3, Section 9: Off-Street Parking and Loading. 1. Adopt an ordinance amending Title 1 i, Chapter 3, Section 9: Of/-Street Parking and Loading requirements of fhe City Code. 2. Adopt a summary relative to the zoning ordinance amendments to TiGe 11, Chapfer 3, Section 9: ON-Street Parking and Loading requirements o( tire City Code and authorize the publication of the summary in the South Washington County Bulletin. O. Consider authorizing issuance of a request for proposal for public-sector employment law attorney services. Staff Recommendation: Authorize issuance of the request for proposal. An overall increase in expenditures should not be realized by contracting for these services; /unding cunently spent on labor- 2lations consutting and our City Attomey would be redirected to the new consultant for dealing with employment-law issues. "P. Consider appointing Roger Finnegan to the Public Works Commission to a term which expires 2/28/04. StaH Recommendation: Approve the appointment. "Q. Consider approving the final plat for The Summit at Highland Hills, which consists of 71 lots for unattached single-family homes. StaH Recommendation: Adopf the resolution approving the final plat /or The Summit at Highland Hills. "R. Consider approving the final plat for Highland Hills, which consists of 56 lots for single- family homes and 9 outlots. Ho�d the public hearing to consider designating the Healy House (Hope Glen Farm), 10276 Point Douglas Road South, as an Historic Site in the City Register of Historic Sites and Landmarks. Stal/Recommendation: Adopt Me resolution designating the Healy House (Hope Glen Farm) as an Hisforic Site in the City Register o/Historic Skes and Landmarks. 7. BID AWARDS 8. UNFINISHED AND NEW BUSINESS A. Consider adopting a resolution awarding business subsidies for the Grove-Rainbow Project. SYaH Recommendation: Adopt the resolution awarding the business subsidy. B. Consider authorizing land purchase in the Gateway Redevelopment District. Sta/I Recommendation: Authorize the land purchase. C. Consider approving a preliminary plat creating one additional lot for Hale's River Bluff Acres, which would be located on Lower Grey Cloud Island. Adopt the resolution approving the preliminary plat /or Hale's Rrver Blufl Acres, which would create one addifional lot. D.
