CONSENT CALENDAR A. Accept and Place on File the Following Minutes: **i. Public Works Commission of August 12, 2002. SEPTEMBER 18, 2002 AGENDA Cottage Grove City Council B. Consider authorizing the purchase of six Seff-Contained Breathing Apparatus (SCBA) devices at a total cost of $16,896.23, which will be reimbursed to the City through gFant funds from the United States Department of Justice. C. Consider directing staff to proceed with the finai roadway design plans for the Granada Avenue extension into the Timber Ridge 3rd Addition subdivision. Staff Recommendation: Direct sta(f to proceed with the final roadway design plans consistent with Option A and the modifications identified by staff for the G�anada Avenue extension into the Timber ridge 3rd Addition subdivision. D. Consider approving a simple lot division, a conditional use permit allowing a public utility/public service structure, and variances to Title 11-SA-2(6)(A), Lot Dimensions and Setbacks in AG-1, Agricultural Preservation District, appiied for by Northem Natural Gas Company for property located adjacent to 10251 — 70th Street South. Staff Recommendation: Adopt fhe resolution approving the simple lot division, conddional use permit, and variance applications from Northern Natural Cas Company to allow a public utility/public servrce structure on their property located on 70th Street. E. Consider adopting the two resolutions, the first deciaring the costs to be assessed and the second calling for a pubiic hearing on each of the assessment projects. Staff Recommendation: Adopt the resolutions as proposed. The projects include: Hidden Valley 9th, Pine Summft 1st, Pine Summft 2nd, Pine Grove of Cottage Grove, Kingsborough Woods 2nd, Hidden Valley 10th and the Lodges at Pine Summit. *F. Consider directing Staff to proceed with recruitment process for City Engineer. Sfaff Recommendation: Direct Staff to proceed with recruitment process for City Engineer. **G. Consider approving the appointment of Public Safety Director John A. Mickelson, Jr. to Regular Status. Staff Recommendafion: Approve the request. The regular status appointment would take place on Septem6er 20, 2002. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES A. Response to Verlin Reiter regarding Gateway North Redevelopment District. 6. PUBLIC HEARINGS 7. BID AWARDS 8. UNFINISHED AND NEW BUSINESS A. Consider selecting a design for the bus shelter to be located at the park and ride lot. Staff Recommendation: Motion to se/ect the decoretive peaked roof design for the Cottage Grove park and ride lot. B. Consider approving the preliminary plat for Gateway North 1 st Addition, which would create three commercial lots and four outlots and would be located in the general vicinity of the East Point Douglas Road and Harkness Avenue intersection. Staff Recommendation: Adopt the �esolution approving the prelrminary plaf for Gateway North 1st Addition. SEPTEMBER 18, 2002 AGENDA Cottage Grove City Council 'C. 1. Consider approving the comprehensive plan amendment to change the land use from rural residential to low density residential and to add three acres of land to the MUSA. 2. Consider approving the zoning amendment changing the zoning from AG-2, Agriculture, to R-2.5, Residential, to PUD, Planned Unit Development. 3. Consider approving the preliminary plat and site plan review for Timber Ridge 4th Addition, which consists of 77 detached patio homes, 3 detached single-family homes, and 58 senior housing units. Sta(f Recommendation: 1. Adopf the resolution approving the comprehensive plan amendment changing the land use irom rural residential to low density residentral and adding three acres of land to the MUSA. 2. Adopt the ordinance approving the zoning amendment changing the zoning from AG-2, Agriculture, and R-2.5, Residential, to PUD, Planned Unit Development. 3. Adopt the resolution approving the preliminary plat and site plan review for Timber Ridge 4th Addition. '**D. Consider adopting two resolutions, the first declaring the costs to be assessed and the second calling for a public hearing for the Thompson Grove Pavement Management Project. Staff Recommendation: Adopt the resolutions as proposed. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS A. Response regarding civil defense warning siren at Langdon. 10.
