A. Accept and Place on File the Following Minutes:
i. Public Works Commission of September 9, 2002.
ii. Planning Commission of September 23, 2002.
iii. Public Safety, Health and Welfare Commission of September 17, 2002.
B. Consider appointing Sergeant Steve McCarthy to Regular Status.
Staff Recommendation: Approve the appointment. The effective date will be November 21,
2002.

C. Consider receiving the resignation of Tami Schwartz and authorize the process
of appointing a new member to fill the remainder of Ms. Schwartz's unexpired
term on the Parks, Recreation, and Natural Resources Commission.
Staff Recommendation: Receive the resignation of Tami Schwartz and authorize fhe process of
appointing a new member to fi/l the remainder of Ms. Schwartz's unexpired term on the Parks,

D. Consider receiving and placing on file David PiggotYs resignation letter and
authorize the process of appointing a new member to fill the remainder of Mr.
PiggotYs unexpired term on the Planning Commission.
Staff Recommendation: Receive and place on file David Piggott's resignation letter and
authorize the process of appointing a new member to fill the remainder of Mr. Piggott's
unexpired term on the Planning Commission.
E. Consider approving Change Order #1 for the Pine Summit 4th Addition Project.
Staff Recommendation: Approve the change order, which includes the realignment of the trunk
sanitary sewer line due to Xcel Energy's transmission line requiring additional excavation.
F. Consider accepting the South Washington County Telecommunications
Commission budget for 2003.
Staff Recommendation: Accept the budget. The City does not have to affirmatively approve the
budget, but should review if for questions or concerns. If no action is taken by the City by
December 1, 2002, fhe budget will be deemed approved by the City.
G. Consider passing a motion approving the 2003 Emergency Medical Services
Contract between the City of Cottage Grove and the Township of Grey Cloud
Island and authorize the Mayor and City Administrator to execute the contract.
Staff Recommendation: Approve the 2003 Emergency Medical Services Contract between the
City of Cottage Grove and the Township of Grey Cloud Island and authorize the Mayor and City
Administrator to execute the contract.
H. Consider authoring the donation of $1,550 in proceeds from the Golf
Tournament held at River Oaks benefiting St. Jude's.
Staff Recommendation: Adopt the resolution authorizing the donation of $1,550 in proceeds
irom the Golf Tournament held at River Oaks benefiting St. Jude's.
I. Consider approval of an amendment to a Site Lease Agreement between the
City and AT&T wireless services for installation of a GPS unit on the West Draw
Water Tower.
Staff Recommendation: Approve the amendment. The installation of fhe GPS will allow AT&T to
obtain the geographic location of the caller which aids in the 911 system.
J. Consider appointing Deputy Director of Public Safety/Police Captain Craig
Woolery to Regular Status.
Staff Recommendation: Approve the appointment. The effective date will be November 8, 2002.
K. Consider adopting the Web Site Link Policy per the recommendations of the
Technology Task Force.
Staff Recommendation: Adopt the policy.
L. Consider amending Chapter 1 of the Cottage Grove City Code relating to
Disposition of Unclaimed Property to be in conformance with State Statute.
Staff Recommendation: Adopt the ordinance amending Chapter 1 of the Cottage Grove City
Code.
'•'M. Consider approving a resolution authorizing the City to enter into a contract with
First State Tire Recycling to provide trailers for tire removal from A& F Auto
and to assess the clean-up costs back to the property.

recent vandalism in the City of Cottage Grove.
Staff Recommendation: Authorize the letter to be sent to Washington County Courts.

A. Consider awarding the bid for the West Draw Elementary Permanent Sanitary
Sewer Installation Project to Richard Knutson, Inc. in the amount of
$119,943.30.
Staff Recommendation: Adopt the resolution awarding the bid for the West Draw Elementary
Permanent Sanitary Sewer Installation Project to Richard Knutson, Inc. in the amount of
$119, 943.30.
8. UNFINISHED AND NEW BUSINESS
A. Consider: 1. Approving the Center for Energy and Environment use of the
mailing list of all Cottage Grove households to send out a mailer on the existing
MHFA loan programs at no cost to the City. 2. Approving a request by the
Center for Energy and Environment to apply for a Community Fix-Up Fund
targeting homes built prior to 1980.
Staff Recommendafion: Authorize: 1. Giving Community Revitalization Resources a mailing list
of all Cottage Grove households and sending out a mailer on the existing MHFA loan programs
at no cost to the City. 2. Giving Community Revitalization Resources permission to apply for a
Community Fix-Up Fund targeting homes built prior to 1980. The loan limit is $35, 000 and the
household income limit is $88,000 (based on gross income).
B. Consider approving a Donation and Volunteer Program Policy.
Staff Recommendation: Approve the Donation and Volunteer Program Policy.
C. Consider approving a policy for hiring part-time firefighters.
Staff Recommendation: Approve fhe policy and direct staff to prepare the necessary
agreements and budget changes to implement it.
