Staff Recommendation: Adopt fhe resolution accepting the donation of $215 from the local volunfeer group of Thrivent for Lutherans for repairs and maintenance items for the Old Town Hall in Langdon. ***ii. National Night Out Award. APPROVAL OF MINUTES **September 4 Regular Meeti�ng 4. CONSENT CALENDAR A. Accept and Place on i. Public Works File the Following Minutes: Commission of November 11, 2002. '"ii. Public Safety, Health and Welfare Commission of October 8, 2002. B. Consider contracting with HLB Tautges Redpath to complete the audit of City financial statements for 2002. Staff Recommendation: Aufhorize the contract for auditing 2002 financial statements. The proposed fee is $24,540, which represents a 3% increase over the 2001 fee. Consider directing staff to send a letter to the South Washington Watershed District expressing the City's interest in assembling "non-ponding land" into project sites as development occurs. Consider receiving the follow-up status report from the 1999 Public Works operational audit. Staff Recommendation: Receive the report. H. Consider adopting a resolution authorizing the senior citizen deferral of special assessments. Sfaff Recommendation: Adopt the resolution authorizing the senior citizen deferral of special assessments. I. Consider accepting donations for the 2002 Great Grove Get Together City Celebration and Cottage Grove Jaycees Fireworks Display, totaling $6,545.32. Staff Recommendation: Adopt the resolution accepting the donations in the amount of $6,545.32. J. Consider authorizing the purchase of a dual-sided scanner for the Public Safety Department. StaffRecommendation: Authorize the purchase in the amount of $8,098.50, which includes a one-year mainfenance agreement. The funding would come for the Ambulance Fund (20%), Criminal Forfeiture (30%), and DUI Forfeiture (50%). K. Receive update on regulations for the National Pollutant Discharge Elimination System (NPDES) Phase II rule designation to comply with requirements of the Clean Water Act. Staff Recommendation: Begin the process of implementing Phase II NPDES regulations to protect surface water from potential pollutant runoff including storm water and industrial sources. L. Consider purchase of a 1996 Bombardier Sidewalk Plow in the amount of $12,500 with funds from the 2001 and 2002 Snow and Ice Removal Budget. Staff Recommendation: Approve the purchase of the sidewalk plow. Due to the increased area of winter sidewalk and trail plowing, additional equipment is needed for effecfive maintenance of these areas. M. Consider approval of the Agreement for Labor Representation Services with Barna, Guzy & Steffen, Ltd. Staff Recommendation: Approve the agreement. Consider passing a motion to accept the donation of $500 from Cheryl Kohls and $50 from Susan and David Bierly to the Fire Division of r the purpose of purchasing rescue and/or safety equipment. O. Consider adopting a resolution authorizing the City of Cottage Grove Public Safety Department to enter into an agreement with the State of Minnesota Department of Economic Security, Office of Youth Development, for a grant in the amount of $6,927, and authorize Chief John A. Mickelson, Jr. to execute the agreement on behalf of the Cottage Grove Public Safety Department. Staff Recommendation: Adopt the resolution and authorize Chief John A. Consider adopting a resolution calling for redemption of outstanding general obligation sewer revenue bonds, Series 1994, dated June 15, 1994; and general obligation sewer and water revenue bonds Series 1995C, dated October 16, 1995. Staff Recommendation: Adopt the resolution providing for fhe call of the 1994 and 1995 C Series Bonds. Consider approval of the site plan review for the Metropolitan Council Environmental Services (MCES) sanitary sewer interceptor line. Staff Recommendation: Adopt the resolution approving the site plan review of the MCES sanitary sewer intercepfor line. *"'C. Consider approving a Public Purpose Policy.
