RE: Community Development Block Grant Application
Introduction
This is the third year that the City of Cottage Grove has been eligible for a
Community Development Block Grant (CDBG). The City submitted applications
the past two years requesting approximately $78,000 each year for property
acquisition relating to senior housing. Staff is again forwarding our application
with the same goal, property acquisition. In fact, the application is very similar to
the previous years' applications. A resolution in support of the application is
required.
Recommendation
Receive the submitted application.
Approve resolution supporting 2003 CDBG Grant application.
RESOLUTION NO. 03-XXX
RESOLUTION SUPPORTING THE 2003 COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROGRAM APPLICATION
WHEREAS, the City of Cottage Grove is participating the in Community
Development Block Grant program with Washington County; and
WHEREAS, the City is required to submit an application for assistance for
program year 2003; and
WHEREAS, the 2003 application requests funds for land acquisition within
the Highway 61 Corridor redevelopment area; and
WHEREAS, the City looks to acquire land to ultimately provide benefit to
low and moderate income seniors within the community.
NOW, THEREFORE BE IT RESOLVED, that the City Council of Cottage
Grove supports the 2003 CDBG Grant Program application for assistance as
submitted to Washington County on January 8, 2003.

The city is planning to assist construction of new senior housing units within
the community. The city has sent out an RFP and solicited project proposals within
the Highway 61 corridor. A portion of any senior housing project would include a
subsidized component based upon income levels. CDBG funding would be used in
conjunction with private and public money to develop the housing project. The
city is investigating development of senior housing as part of a larger mixed-use
project.
