Subject: Dog Park Workshop
Introduction
As you may recall, the Parks Commission has been exploring the establishment of an off-leash
dog park in Cottage Grove. Materials were previously presented to the City Council who indi-
cated an interest in pursuing additional information on the establishment of the park. Staff was
directed to organize a workshop to further discuss the establishment of a dog park and the
different location options.
Discussion
The Highlands Park location was favored by the Parks Commission at the last presentation be-
fore Council, but Public Works staff has recommended that it be eliminated from the available
options due to concerns about the potential for actual or perceived conflicts with the ground-
water at Public Well No. 11 that is being constructed this year in the same location. The site
location map is attached for review and discussion. The search criteria being utilized in the site
analysis process is that the land should currently be in public possession, the access should be
good, and parking is in existence. The final criteria is that the site be remote from existing resi-
dences and developed recreation or athletic facilities. Two new areas have been added since
the last review by Council; the first is at the new Pine Summit South neighborhood park, and the
second is in the area near Military Road that was recently acquired by the South Washington
Watershed District.
The previous memorandums and minutes on the issue are attached for review, as well as addi-
tional background information and articles on dog park establishment. Barb Heideman, who is
co-founder and Executive Director of ROMP (Responsible Owners of Mannerly Pets), will be in
attendance at the meeting to share her insights and answer questions on establishing and op-
erating dog park facilities. A video of several regional dog parks has been taken by a city staff
member and will be available for viewing at the workshop.
Recommendation
Review the new information, view the video, hold additional discussion, and give staff appropri-
ate direction.

3 Devise a funding plan

Inc. raised over 520,000 to pay for fene-

injunous fights with other dogs, most dogs
can benefit from free p�ay with other socia-
ble dogs. The inte2cGon helps develop
dogs' social skilis and requires them to

Mind your dog-park manners
A dog park's success or faiiure depends largely on .par�cipants' observance of the rules.
After all, dog parlcs are a pdvilege, not a right Dog owners who preclice good dog-park eti-
quette not only help make these off-leash areas safe and pleasant expedences for all, but
also help keep the park open.

RE: Off-Leash Dog Park
Introduction
The Parks Commission has recently held several discussions relating to the possible creation
of a designated public off-leash dog park. An off-leash dog park is basically a fenced area in
which dogs and owners are allowed to freely interact alone or with other dogs and owners
without having to worry about leashes or other control constraints. Several potential site loca-
tions were discussed, as well as the operational needs of a facility. The general consensus of
the Commission was to support the establishment of the proposed park. Prior to spending ad-
ditional time on the issue, the Commission is seeking Council comments and direction.
Discussion
Currently, over 2,200 dogs were licensed in 2003 in Cottage Grove, and more are expected
after final notification from the Public Safety Department. In 2002, the city issued 2,248 dog
licenses. These dogs are allowed in city parks with certain restrictions. The current city ordi-
nance states that it is illegal to "Have a pet in a park that is not on a leash or under the contro�
of the owner and allow said pet to be unleashed while on athletic fields, athletic courts, in and
around park buildings and sheiters, in the immediate vicinity of playground structures or on
paved pathways or sidewalks within a park." and to "Permit a pet under one's control to disturb,
harass or interFere with any park visitor or park visitor's personal property."
Over the last several years, off-leash dog parks have been created throughout the Twin Cities
and other portions of the country. Many of these facilities have become very popular with local
residents and people from other communities who use the parks. Occasionally staff receives
inquiries about the existence of dog parks in Cottage Grove. The city does not have a desig-
nated off-leash dog park, so these residents are referred to other communities that have active
facilities. Most of the estabiished off-leash parks have a variety of fencing, trails, water, and
other amenities that facilitate safe, sanitary, and convenient use of the park. It has been re-
ported that signage about rules, expected owner and dog behavior, educational info, or other
"how to" info all help facilitate a smooth operating facility. Some parks are partially or totally
unfenced, but four-foot high fencing is common around most of the established parks. The
fencing benefit is twofold; it keeps unwary people out of the designated dog park area and it
keeps dogs in. Approximately 1,660 lineai feet of fencing would be needed, and it is estimated

attached to this memorandum. Included is a list of Minnesota communities that have active
dog parks. In addition to requiring that animals be licensed by their local municipality, many
communities also require a special permit to utilize the park. The City of Minneapolis charges
$25.00 for the first dog permit and $15.00 per subsequent dog. Staff is not recommending the
additional fee at this time.
Several non-profit organizations within the Twin Cities and Minnesota help to advocate, or-
ganize, and establish parks. One group is Responsible Owners of Mannerly Pets or ROMP.
This group is a strong advocate for ofF-leash parks and works closely with local and county
jurisdictions. They have seven years of experience with dog parks, and have offered to give
the city technical advice if a park is set up. They also sell reduced cost dog park signage.
One of the areas that the group helped work on is at Battle Creek Regional Park. In 1999, the
Battle Creek Regional Park off-leash site had 17,317 registered visitors. Based upon the re-
sponses to questions posed by ROMP during the registration process, the following facts
about site users were extrapolated:
Who Visits?
The sites have more human visitors than dogs. Visits by women outnumber those by men,
3 to 2. Most visitors are between the ages of 19 to 45,
When and How Long Do They Visit?
The average dog owner visits two to three times per week for approximately 45 minutes.
April and October are the busiest months.
What Are the Dogs Like?
Over 88 percent of the visits are by dogs that are neutered or spayed. Most visits are by
dogs that are three years old or less.
Where Do Visitors Come From?
Over half of the visitors live within a 10-minute drive of the site.
Active participation in park operations and maintenance by individuals and groups of visitors is
also reported to be a key factor in successful facilities, so a local dog club may need to be
found or encouraged.
Park Location
Information on the parks indicates that they all vary in size with several in the three to five acre
range. Based on this information and to minimize fencing costs, a site of approximately four-
acres in size was chosen as the first criteria for a preliminary site analysis in Cottage Grove.
Four potential site locations were identified in the city. The criteria for the site search were that
it has to be on existing public property (preferably a community park), be adequately sized,
have existing parking facilities available, have a variety of vegetation and topography, variant

in types, and located away from adjacent residential properties. Water features are popular
amenities in existing facilities, but were not utilized as a specific search criteria for the local site
search.
Based on the analysis of the relevant information, staff is recommending the location of the
proposed facility adjacent to the basketball courts at Highlands Community Park. If Council
desires to proceed further with the establishment of a community off-leash dog park facility,
staff suggests that a neighborhood meeting should be held, an operational plan created, and
bids put out for the fencing. In addition to the fence costs, annual maintenance and upkeep
would be required from the city's Parks staff.

A. Communitv Off-Leash Doq Park
Burbank discussed some of the staffing and maintenance that R.O.M.P. has
coordinated at other dog parks. He reviewed the volunteer position of an off-
leash dog park site supervisor that was provided by R.O.M.P. and looks for
the City of Cottage Grove to rely on volunteers if such a park were to be put
up in Cottage Grove. Burbank also wanted to review the potential sites for a
dog park. He reviewed eight potential sites and was looking for direction
from the Commission as to which one of these sites should be struck from
these options or if there was any favorable option. The Commission
expressed some concerns with regards to putting a dog park where there are
other activities such as the Hamlet and Kingston Park options. It was felt that
putting a park in such locations that are already heavily trafficked would just
add to the problems that already exist. It would be the hope of the
Commission to put up a dog park in an area where it would have the least
amount of impact on the current events and programs already taking place
within the parks. That includes issues such as parking, traffic and
location to children's events. Burbank asked the Commission to continue to
review these potential sites and even take a look at them as they drive by
and come back with some suggestions for the next meeting. After the
potential sites have been picked it will be sent to Council to see if this is
something Council would like to pursue. At that point some price estimates
would be gathered.

B. Communitv Off Leash Doq Park
Burbank reviewed the City policy that all dogs must be on leashes in Cottage
Grove Parks and currently dog owners have no retreat to let their dogs run
free. Many communities are building dog parks in an open space, put up a
fence, and allow the dog owners to utilize the area. It is a pretty minimal
investment. It would be a matter of finding the right property and installing a
fence, along with the proper on-going maintenance. Burbank submitted
reports from several communities and mentioned that the parks seem to be
very well received in all the communities. He's heard very little negativity
towards dog parks. Burbank pointed out four possible areas that wouid be
far enough away from the public to hopefully not cause any problems. Those
areas are:
1. Highlands Park
2. Hamlet Park
3. Langdon (where a piece of land was recently purchased)
4. Kingston Park
Morse mentioned some concerns with the maintenance of the park. His
original thought was how messy it would be with people not cleaning up after
their dogs, but after reviewing some of the responses from other
communities, it sounds like the users are fairly educated with dog parks and
clean up after themselves. So, with that it sounds like it is a fairly minimum
cost and minimum maintenance. He thinks it would be a good thing for the
community and he's in favor of looking further into it. Council Member Rice
mentioned that this was brought to him by one neighbor in particular and he
actually visited a park in St. Paul where he saw 20 to 30 dogs within a four or
five acre park. Rice thought it to be considerably quiet concerning the
number of dogs and owners running around. The people seemed to be well
mannered, picked up after their dogs and the place was well maintained. He
was fairly impressed with the dog park. Morse went on to say he is usually
against doing facilities like this just because other communities are doing
them, however, in this situation he feels it is an up and coming feature of
parks. We should perhaps take a lead on this issue and look further into it.
Tim expressed his support of the park and stated that his only concern would
be the lack of education to users. Therefore, he felt it was critical to educate
the users about maintaining after themselves and how to properly act in the
park. Eddy said his concerns would be putting a park near other athletic
facilities such as the spot pointed out at Hamlet. People may drop off their
dogs in the park and walk over to watch whatever event is going on leaving
their dog unattended. He would suggest putting it away from other facilities.
The Commission feels that the park will get used and recommends staff to
begin getting some cost estimates on what it would take to build and
maintain the park. Allan went on to explain that hopefully this park will help
to deter some of the other problems at other parks and on trails such as
Hamlet. A lot of dogs are walked on that back trail and many owners don't
seem to pick up after their dogs. Hopefully, this will give them an area to go
to while keeping other areas of parks clean. Burbank stated he would get
more information on park locations.

Community Off-Leash Dog Park
Introduction
Over the last several years, off-leash dog parks have been created throughout the Twin Cities
and other portions of the country. Many of these facilities have become very popular with local
residents and people from other communities who use the parks. Occasionally staff receives
inquiries about the existence of dog parks in Cottage Grove. The city does not have a
designated off-leash dog park, so these residents are referred to other communities that have
active facilities. Based upon the popularity of and interest in these facilities, the Council Liaison
to the Commission has requested that staff research the issue and present the information to
the Parks Commission for review and discussion.
Discussion
An off-leash dog park is basically a fenced area in which dogs and owners are allowed to
freely interact alone or with other dogs and owners without having to worry about leashes or
other control constraints. In 2002, the city issued 2,248 dog licenses, and the figure to date for
2003 is 1,469.
The current city ordinance states that it is illegal to "Have a pet in a park that is not on a leash
or under the control of the owner and allow said pet to be unleashed while on athletic fields,
athletic courts, in and around park buildings and shelters, in the immediate vicinity of
playground structures or on paved pathways or sidewalks within a park." and to "Permit a pet
under one's control to disturb, harass or interfere with any park visitor or park visitor's personal
property." The police department is researching their records to determine the number of
reports of nuisance/ or off leash dogs in public parks for the last five years. Based on the
fogistics of the search, the information was not available at this time, but they indicated that
there is a low incidence report rate.

Moving from our experience to recommendations, we believe the

Fencing can be agricultural types, abo�at 4 feet high, v.�ith gates at Iegical
points of entry. Areas near gaLes receive most wear and need special
treatment to keep fron� be�oming winzer mud holes; wood thi�as, gravel
or even concrete may be needed.
Cleaning up �og excrement is made possible by the presence cf garbage
can= with piastic !iners and plastic scoops, which can be made from
piastic gallan ji.igs. Scoop request sianage and peer patrol serve to keep
the areas ciean. Gur park servic�s stafF penodically collect the bags from
the cans. Lids en cans keep out rain water, reducing �n�eight.
Goq owners have suggested a,�umber of amenities, and volunteers may
be aoie io neip provide some as they have in Eugene. They inciude shade
tr°es, a hcse bib so cwners can fill water dishes, improved trails, tables
and benches.
We believe off-feash area= will remain a part ef larger Eugene parks. They
do rot seem feasible in smal�er neigl parks because of the
relative size, parking i:npacts anci cioser proximity to ad;acent residences.

What are Off-Leash Dog Areas?
As urban areas develop,
owners increasingly use
parks to exercise their dogs.
Present ordinances limit dogs
in parks by requiring the use
of leashes and restricting
areas where dogs are
ailowed. However, dog
owners have recently become
more vocal and organized

their pets.
In response, many agencies have designated spaces where dogs
are allowed to exercise and socialize without being leashed. A
citizens' group, Resoonsible Owners of Mannerly.Pets (ROMP),
made a presentation at the October 8, 1996, Ramsey County Parks
and Recreation Commission meeting requesting establishment of
one or more designated off-leash dog areas within the park
system. ROMP cited several successfui off-leash programs
throughout the United States.

January 11, the Parks and Recreation Commission endorsed a
staff proposal to establish two off-leash areas for a pilot program
beginning June 27, 1997, and running through December 31, 1998.
Upon the conclusion of the
off-leash program, the
department reviewed the
program and public comment
and determined that off-leash
areas are a legitimate
recreational activity that can be
accommodated in carefully
selected sites. A third site was
opened in 2001.
Where are the Off-Leash Areas?
The off-leash areas are located at Rice Creek Regional Trail
Corridor in Shoreview, the Lower Afton area of Battle Creek
Regional Park in Maplewood and the Woodview Open Space Site
in Rosevilie. These areas are not associated with established
recreation areas, one of the criteria in site selection.
The Rice Creek site is approximately 13 acres; Battle Creek is
approximately 10 acres; and Woodview is approximately 5 acres.
The Woodview site has a handicapped-accessible area that is
entirely fenced. Mowed corridors (where pets are required to be
leashed) provide transition areas from trails and parking lots.
Mowed perimeter trails and signage define the off-leash area
boundaries.

What are the Rules?
• Dogs must be properly licensed and vaccinated.
• Dogs must be leashed prior to entering and upon leaving the
off-leash area and in transition corridors.
• Owners must be in verbal control of their dogs at all times
and prevent aggressive behavior, biting, fighting, or
excessive barking.
• Owners are liable for damage or injury inflicted by their dogs.
• Owners must have a visible leash at all times.
• Owners must possess a device for clean up and disposal of
feces.
• Dogs in heat are not allowed.
• Dogs must stay within signed boundaries.
• Owners must comply with all other park rules and regulations.

What about pets in other parts of the park system?
Pets are allowed on most trails or in designated off-leash dog
areas. Guide animals assisting blind or impaired persons are
permitted in all areas and park structures.

Must my pet be leashed?
Yes, your pet must be either caged or on a �eash no longer than six
