Persons may address the City Council on subjects that are not a part of the Regular Meeting
agenda, but must limit remarks to two (2) minutes. Open forum will adjourn to the Regular
Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are
televised LIVE, airing on Government Channel 16.

B. Consider adoption of a resolution approving final payment in the amount of
$5,135.85 to Keys Well Drilling for the Test Hole for Well Number 11.
Staff Recommendation: Adopt the resolution and final payment. The contractor, Keys Well
Drilling, in accordance with the contract plans and specifications, has satisfactorily completed
the work.
C. Receive proposed South Washington County Telecommunications Commission
2004 Budget.
Staff Recommendation: Receive proposed SWCTC 2004 Budget.
D. Consider adopting eligibility requirements, permit restrictions and an annual
permit fee for Consumption and Display of Intoxication Liquor (Set-Up or Bottle
Club) Permits.
Staff Recommendation: 1. Adopt an ordinance amending Cottage Grove City Code Title 3-3-3
by adding subsection G: Consumption and Display of Intoxicating Liquor, Permit. 2. Adopt a
resolution authorizing publication of a summary ordinance. 3. Adopt a resolution esfablishing a
fee of $300 for a Consumption and Display Permit.
E. Consider authorizing an insurance premium contribution of $4,113.00 to the
Cottage Grove Athletic Association for the policy period of 9/1/03 to 9/1/04.
Staff Recommendation: Authorize fhe contribution. Within the Agreement for Services with the
City, the CGAA agrees to offer athletic and recreational programs to the citizens of Cottage
Grove and the City agrees to annually consider reimbursing the CGAA for insurance premiums
in order to allow the Association fo continue offering such programs.
F. Consider adopting language for a revised process for reviewing training
requests that would allow department heads to approve certain training
requests under Section 18.5 of the Personnel Policy.
Staff Recommendation: Adopt language for a revised process for reviewing fraining requests

G. Consider authorizing the purchase of Air Storage System from Clarey's Safety
Equipment in the amount of $10,250.
Staff Recommendation: Authorize the purchase. The system is an SCBA cylinder �Iling station
for the Fire Division. Clarey's Safety Equipment submitted fhe lowest of two quotes received.
H. Consider approving a variance to allow a density transfer to permit one single-
family detached dwelling to be constructed on a 3.84-acre parcel of land located
between 9255 and 9263 Military Road South.
Staff Recommendation: Adopt the resolution approving a variance allowing a density transfer for
land located between 9255 and 9263 Military Road South.
I. Consider authorizing TKDA to begin work on the well vulnerability assessment,
as required by the Public Health Security and Bioterrorism Preparedness
Response Act of 2002.
Staff Recommendation: Authorize TKDA to begin work, as they provided the lowest estimate of
the two quotes received.
**J. Consider authorizing American Engineering Testing, Inc. to begin testing of the
former waste oil site to be in compliance with the MPCA.
Staff Recommendafion: Authorize American Engineering Testing, Inc. to begin testing of the

**K. Consider purchase of dump body, hydraulics, and plow equipment (to be
installed on new truck chassis) from Aspen Equipment in the amount of
$53,211.66.
Staff Recommendation: Approve the purchase of the dump body and equipment from Aspen
Equipment. Aspen Equipment submitted the lowest of two quotes received.

PUBLIC HEARINGS
A. Conduct public hearings considering the assessment of public improvements
for the following projects: Highland Hills, Summit at Highland Hills, Homestead
at Highland Hills, Timber Ridge 3rd, Timber Ridge 5th, Pine Summit 4th, Pine
Summit 5th, Hidden Valley 11th.
Staff Recommendation: Adopt the resolutions adopting assessments for the projects.
