CALL TO ORDER — Mayor ROLL CALL — City Clerk ADOPTION OF AGENDA PRESENTATIONS APPROVAL OF MINUTES A. November 19, 2003 Regular Meeting. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Planning Commission of November 24, 2003. B. Consider adopting a resolution designating depositories and authorizing the investment of surplus city funds. Staff Recommendation: Adopt the resolution designating depositories and authorizing the investment of surplus city (unds. C. Consider request of the Washington County Assessor to schedule the Regional 2004 Board of Appeals and Equalization Open Book Meetings as follows: April 7, 2004, in Cottage Grove from 5 p.m. — 7 p.m.; April 21, 2004, in Oakdale from 5 p.m. — 7 p.m.; May 5, 2004, at the County Courthouse from 1 p.m. — 7 p.m. Staff Recommendation: Acknowledge the meeting schedule. Property owners may attend any of these meetings. D. Consider accepting the donation of 24 weekly appointment books from S& T Office Products for youth volunteers in the Recreation DepartmenYs U-Lead and U/R programs. Staff Recommendation.� Adopt the resolution accepting the donation. Consider accepting the donation of $87.00 from Zion Lutheran Church to the Fire Division for the purpose of fire education for children. Staff Recommendation: Adopt the resolution accepting the donation. JANUARY 7, 2004 AGENDA Cottage Grove City Council F. Consider accepting the donation of $500.00 from Applebee's of Cottage Grove to the Fire Division for the purpose of technical advancements within the Fire Division. Staff Recommendation: Designate the South Washington County Bulletin as the City of Cottage Grove's official newspaper for 2004, with an adveRising rate of $9.05 per column inch. H. Consider approving the appointment of Howard Blin to the Community Development Director position. Staff Recommendation: Approve the appointment. I. Consider approving a 2004 pay plan for Non-Represented Employees. Staff Recommendation: Adopt the resolution approving the 2004 pay plan for Non-Represented Employees. 5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES 6. PUBLIC HEARINGS A. Hold a public hearing to consider issuance of a liquor license for Mississippi Dunes Golf Links. StaKRecommendation: Authorize issuance o(the liquorlicense contingent on compliance with all State and Local Liquor Laws, receipt o( a Certificate of Liquor Liability Insurance, and satisfactory completion of the police background investigation and fire inspection. The license would be issued for the period ending December 31, 2004. BID AWARDS UNFINISHED AND NEW BUSINESS A. Consider appointing an Acting Mayor for 2004, and consider accepting Mayor Shiely's appointments to various commissions and committees for 2004. Staff Recommendation: Approve Mayor Shiely's appointments, which will be presented at the meeting. B. Consider the application of Tennis Brothers Sanitation LLC for a residential dwelling solid waste license. Stafl Recommendation: Forward the application to the Public Works Director and Public Works Commission for review and recommendation on the issuance ol the license. 9.
