Open forum will adjourn to the Regular Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are televised LIVE, airing on Government Channel 16. REGULAR MEETING - 7:30 P.M. CALL TO ORDER — Mayor ROLL CALL — City Clerk ADOPTION OF AGENDA 2. PRESENTATIONS A. Big Brothers/Big Sisters Program. 3. APPROVAL OF MINUTES A. December 3, 2003 Regular Meeting. B. December 9, 2003 Special Meeting. *"C. December 17, 2003 Special Meeting. *'D. December 17, 2003 Regular Meeting. 4. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Economic Development Authority of November 18, 2003 and December 9, 2003. ii. Human Services/Human Rights Commission for 2003. iii. Public Works Commission of November 10, 2003. B. Consider approving the rate schedule for engineering services from Bonestroo, Rosene, Anderlik and Associates for 2004. Staff Recommendation: Approve the rate schedule. The average rate increase is 2.8 percent. JANUARY 21, 2004 AGENDA Cottage Grove City Council C. Consider appointing Mary Hakeem to a youth seat in the Human Services/Human Rights Commission. Staff Recommendation: Approve the appointment. D. Consider adopting a resolution authorizing the Mayor and City Administrator to enter into a Cooperative Construction Agreement on behalf of the City with the Minnesota Department of Transportation. Staff Recommendation: Adopt the resolution authorizing entrance into the agreement. The agreement addresses payment from the Minnesota Department of Transportation for the deficit in on-site tree loss mitigation for the park and ride site. E. Consider approving City Council Goals for 2004. Staff Recommendation: Approve 2004 Goals. The language was determined through discussions at the January 7, 2004 City Council Meeting Workshop. F. Receive response to citizen editorial published in the South Washington County Bulletin in regard to accessibility at the new park and ride. Staff Recommendation: Receive response. G. Consider authorizing Grey Cloud Elementary PTA to conduct a singie-occasion raffle on April 23, 2004 and deny the request for waiver of the $100.00 gambling permitfee. Staff Recommendation: Authorize issuance of a single-occasion gambling permit to Grey Cloud Elementary School PTA to conduct a raffle at 95251ndian Blvd South on Apri123, 2004 from 5:00 p.m. to 8:30 p.m. Grey Cloud Elementary PTA has requested fhat fhe City waive the $100.00 gambling permit fee. Staff recommendation is that the City deny the request for waiver of the permit fee. H. Consider amending Cottage Grove City Code Title 5-4-4, Subsection D1 relating to multiple animal licenses. Staff Recommendation: Adopt the ordinance amending the City Code relating to multiple animal licenses. The ordinance adds language that a multip/e animal license will be issued under the condition that the total number of animals be reduced through attrition to no more fhan three. I. 1. Consider approving the actions of the EDA allowing for sale and severance of the Wells Fargo/Mainstreet Bank parcei from the Grove-Rainbow property. 2. Consider adopting a resolution approving a modified assessment agreement. Staff Recommendation: 1. Approve the EDA actions allowing for sale and severance of the parcel from the Grove-Rainbow property. 2. Adopt the resolution approving a modified assessment agreement. **J. Consider approving the construction plans and specifications for the Weil #11 Pumping Facility and setting a bid date of February 12, 2004. Staff Recommendation: Adopt the resolution approving the construction plans and specifications for the Well #11 Pumping Facility and setting a bid date of February 12, 2004. "*K. Consider approving the application of Scott Serfling for a Multiple Animal License. Staff Recommendation: Accept recommendation of the Public Safety, Health, and Welfare Commission and authorize issuance of a Multiple Animal License for the period ending 12/31/04 to Scott Serfling to maintain four (4) dogs at his residence located at 8149 — 76th Street South, conditioned on compliance with the four items recommended in the report of City Clerk Caron Stransky. ***L. Consider accepting donation in the amount of $400 from Merchants Bank to be used as prize money in the 2004 Medallion Hunt sponsored by the Cottage Grove Recreation Department and Teens in Action. Staff Recommendation: Adopt the resolution accepting the donation. JANUARY 21, 2004 AGENDA Cottage Grove City Council RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES A. Response to Darlene Bradsteen regarding adult foster home at 9032 Jareau Avenue South. Staff Recommendation: Receive response. 6. PUBLIC HEARINGS 7. BID AWARDS A. Consider awarding the bid for replacement of the River Oaks Golf Shop Clubhouse furnace. Staff Recommendation: Award the bid fo O'Connor Plumbing and Heating for $5,965. O'Connor Plumbing and Heating submitted the lowest of two bids received. During a routine inspection, corrosion was noted in the existing furnace, and replacement was recommended due to the potential for carbon monoxide. 8. UNFINISHED AND NEW BUSINESS A. Consider a variance to Title 11-15-8C(1), Structure Setback from Bluff Line, which requires a 100-foot minimum structure setback from a bluff line, to allow construction of a single-family dwelling closer than 100 feet from the bluff line at 7641 — 113th Street South. Staff Recommendation: Upon recommendation by the Public Works Commission, approve the application of Tennis Brothers Sanitation LLC for a residential dwelling solid waste license.
