agenda, but must limit remarks to two (2) minutes. Open forum will adjourn to the Regular
Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are
televised LIVE, airing on Government Channel 16.

A. Accept and Place on File the Following Minutes:
i. Planning Commission of April 26, 2004.
B. Consider the following actions to formalize the hunting fee schedule changes
and the application process as approved by the City Council at their March 17,
2004 Regular City Council meeting: 1. Adopt an ordinance amending Title 5-3-6
of the Cottage Grove City Code relating to hunting. 2. Adopt a resolution
authorizing publication of the ordinance by title and summary. 3. Adopt a
resolution amending the City's fee table by amending hunting permit fees.
Staff Recommendation: 1. Adopt the ordinance amending the City Code. 2. Adopf the resolution
authorizing publication of the ordinance by title and summary. 3. Adopt the resolution amending
the City's fee table.
C. Consider appointing Sergeant Peter Koerner to Regular Status.
Staff Recommendation: Appoint Sergeant Koerner to Regular Status. Sergeant Koerner
completed his one-year probationary period on June 1, 2004.

D. Receive update on the East Ravine Planning Study.
Staff Recommendation: Receive update on the East Ravine Planning Study.
E. Consider authorizing the City Administrator to contract with NA Fire & Life
Safety, Inc. to perform fire code review services for building permit applications
through December 2005.
Staff Recommendation: Authorize the City Administrator to contract with NA Fire & Life Safety,

F. Consider approving the plans and specifications for the Summerhill Crossing
Utility and Street Improvement Project and setting a bid date of June 24, 2004.
Staff Recommendation: Adopt the resolufion approving the plans and specifications for the
Summe�hill Crossing Ufility and Street Improvement Project and setting a bid date of June 24,
2004.
G. 1. Consider approving the subdivision agreement between Thompson Land
Development and the City of Cottage Grove for Pine Arbor 2nd Addition. 2.
Consider approving the plans and specifications and setting a bid date of June
24, 2004 for the Pine Arbor 2nd Addition Utility and Street Improvement Project.
Staff Recommendation: 1. Approve the subdivision agreement between Thompson Land
Development and the City of Cottage Grove for Pine Arbor 2nd Addition. 2. Adopt the resolution
approving the plans and speci�cations and setting a bid date of June 24, 2004 for the Pine
Arbor 2nd Addition Utility and Street lmprovement Project.
H. Consider the following insurance policy recommendations: 1. Do not waive the
monetary limits established by Minnesota Statutes 466.04 ($300,000 per
claimanU$1,000,000 per occurrence). 2. Reinstate no-fault (PIP) coverage on
marked public safety vehicles. 3. Reinstate UM/UIM coverage on marked public
safety vehicles. 4. Reduce UM/UIM coverage from $1,000,000 to $50,000.
Staff Recommendation: 1. Do not waive monetary limits established by Minnesota Statutes
(premium savings approximately $3,800). 2. Reinstate no-fault (PIP) coverage on marked public
safety vehicles (no premium savings). 3. Reinstate UM/UIM coverage on marked public safety
vehicles. (no premium savings) 4. Reduce UM/UIM coverage from $1,000,000 to $50,000
(premiums savings approximately $1,260.)
I. Consider authorizing renewal of a multiple animal license for Norma Mackey at
8549 Hadley Avenue.
Staff Recommendation: Authorize renewal of the multiple animal license subject to compliance
with conditions outlined in Caron Stransky's memo dated 5/14/04.
RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
PUBLIC HEARINGS
A. Conduct public hearing on the intention to issue General Obligation Capital
Improvement Plan Bonds and the proposal to amend the Capital Improvement
to provide for refunding.
Staff Recommendation: 1. Conduct the public hearing on the intention to issue General
Oblicafion Capital Improvement Plan Bonds. 2. Adopt the resolution providing for the sale of
$1,135,000 G.O. Capital lmprovement Bonds, Series 2004C.

A. 1. Provide for the sale of $1,215,000 General Obligation Tax Increment Bonds,
Series 2004A. 2. Provide for the sale of $1,775,000 General Obligation Taxable
Tax Increment Bonds, Series 20046.
Staff Recommendation: Adopt the resolutions authorizing Ehlers and Associates to proceed
with issuing the 2004 A and B Tax Increment Bonds.
B. Provide for the sale of $188,000 General Obligation Tax Increment Refunding
Bonds, Series 2004D.
Staff Recommendation: Adopt the resolution authorizing Ehlers and Associates to proceed with
issuing the 2004D Tax Increment Refunding Bonds..
