A. Accept and Place on File the Following Minutes:
i. Public Safety, Health and Welfare Commission of April 13, 2004.
B. Consider accepting a donation in the amount of $900.00 from Hansen's Auto
Care, Inc. on behalf of the Public Safety, Fire and Recreation Departments for
the 11th Annual Youth Safety Camp.
Staff Recommendation: Accept the donation in the amount of $900.00 from Hansen's Auto
Care, Inc. on behalf of the Public Safety, Fire and Recreation Departments for the 11 th Annual

C. Consider authorizing entrance into a labor agreement with Law Enforcement
Labor Services Local No. 79 for police officers for 2004 — 2005.

D. Consider proclaiming Tuesday, August 3, 2004 as National Night Out in the City
of Cottage Grove and invite all citizens to join the members of the Police
Department at Woodridge Park.
Staff Recommendafion: Proclaim Tuesday, August 3, 2004 as National Night Out in the City of
Cottage Grove and invite all citizens to join the members of the Police Department at
Woodridge Park, beginning at 5:00 p.m., for a community celebration and barbeque to say
goodbye to crime and d�ugs within our community.
E. Consider appointing Angela Ly to a Human Services/Human Rights
Commission Youth Seat.
Staff Recommendation: Appoint Angela Ly to a Human Services/Human Rights Commission

F. Consider authorizing production of a local cable television program on human-
rights issues for the Cottage Grove Human Services/Human Rights
Commission.
Staff Recommendation: Authorize production of the cable television program.
G. Consider authorizing issuance of a secondhand goods dealer license to Second
Time Around at the Oak Park Commons retail center, 7430 — 80th Street South.
Staff Recommendation: Authorize issuance of the license subject to conditions outlined in
Caron Stransky's memo dated June 10, 2004. During the required background investigation, no
facts were found that would constitute denial of the application.
H. Consider accepting donations in the amount of $600.00 on behalf of the Public
Safety, Fire and Recreation Departments for the 11th Annual Youth Safety
Camp.
Staff Recommendation: Adopt the resolution accepting donations in the amount of $600.00 on
behalf of the Public Safety, Fire and Recreation Departments for the 11 th Annual Youth Safety

I. Consider approving a simple lot division to subdivide a 4.5-acre parcel into two
parcels to adjust the lot line on the Minnesota Pipeline property at 6483 — 85th
Street South.

J. Consider approving a variance to allow a garden shed to be built nearer the

K. Consider appointing Aaron Rolloff to fulfill an unexpired term ending February

*L. Consider approving an interim conditional use permit to allow temporary
outdoor sales of fireworks at the Jamaica BP Food and Fuel Station, 8490 East
Point Douglas Road.

M. Consider authorizing acceptance of a$25,000 trail grant and execution of a
grant agreement with the Minnesota DNR to be used for the East Draw Trailway

""N. Consider approval of Supplemental Agreement No. 4 for the Hardwood Avenue
Project.
Staff Recommendation: Approve the Supplemental Agreement for the work necessary to install
concrete sidewalks along Hardwood Avenue and East Point Douglas Road to match sidewalks
along 80th Street.
5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
A. Response Regarding Workers Compensation Claims Administration.
6. PUBLIC HEARINGS
A. Conduct a public hearing and consider: 1. Authorizing issuance of a Home
Occupation Permit to Wendy Alfveby/DBA Bodywork by Wendy to operate a
home business at 7751 — 110th Street South. 2. Authorizing issuance of a
Massage Business License to Ms. Alfveby to conduct a massage business on
the property. 3. Authorizing issuance of a Massage Therapist License to Ms.
Alfveby.
Staff Recommendation: Authorize issuance of the Home Occupation Permit, Massage Business
License and Massage Therapist License to Ms. AI(veby su6ject to annual renewal of the
Massage Business and Massage Therapist licenses, payment of established annual
investigafion and license fees, and compliance with Cottage Grove City Code Title 3-8.
*B. Conduct a public hearing and consider: 1. Authorizing issuance of a Home
Occupation Permit to Jerry Yang/DBA Massage King to operate a home
business at 8924 Indahl Avenue South. 2. Authorizing issuance of a Massage
Business License to Mr. Yang to conduct a massage business on the property.
3. Authorizing issuance of a Massage Therapist License to Mr. Yang.
Staff Recommendation: Authorize issuance of the Home Occupation Permit, Massage Business
License and Massage Therapist License to Mr. Yang su6ject to annual renewal of the Massage
Business and Massage Therapist licenses, payment of established annual investigation and
license fees, and compliance with Cottage Grove City Code Title 3-8 and other conditions
outlined in Caron Stransky's memo dated 6/14/04.
7. BID AWARDS
A. Consider awarding the bid for an outdoor warning siren with a DC rotating siren
to Federal Warning Systems, Inc., in the amount of $15,952.23.
Staff Recommendation: Award the bid to Federal Warning Systems, Inc. The siren would
replace an existing siren at 70th and Inwood; replacement of this siren was identified during the
2004 6udget process through the building replacement fund.
B. Consider awarding towing contract.
Staff Recommendation: Adopt the resolution awarding a three-year towing contract to
Southeast Towing, Inc.
UNFINISHED AND NEW BUSINESS
A. Consider approving variances to allow an existing sport court to remain three
feet from the rear property when 10 feet is required and to encroach within a
10-foot drainage and utility easement at 8450 Jody Court South.
Staff Recommendation: Adopt the resolution approving variances to the rear setback and
easement encroachment to allow an existing sport court to remain in its current location at 8450
Jody Court South.

B. 1. Consider approving a variance to allow a home to be built closer to the bluff
line than the required 100-foot setback and denying a side yard setback
variance for property at Lot 1 of Hale's River Bluff Acres. 2. Consider approving
an easement encroachment for a driveway.
Staff Recommendation: 1. Adopt the resolution approving the bluff line setback variance and
denying the side yard setback variance to allow a new home to be constructed on Lot 1 of
Hale's River Bluff Acres. 2. Approve the easement encroachment for a driveway.

She stated that the Cottage Grove Athletic Association has been granted a
CUP for a bingo hall between the Home Depot and Rainbow Foods.
She requested that more information from the Planning Agenda be
provided to the Commission prior to recommendations to Council. It was
suggested that possibly someone from Planning and/or Community
Development be a liaison to the Commission.

Motion by Commission member Kyle Lindquist, seconded by Commission member Dave
Wick to adjourn the meeting at 7:57 p.m. Motion carried.
