Accept and Place on File the Following Minutes: i. Planning Commission of August 23, 2004. ii. Public Works Commission of September 13, 2004. B. 1. Consider declaring costs to be assessed and ordering the preparation of the proposed assessment roll for the removal of public-safety hazards at 8724 — 95� Street. 2. Consider calling a hearing for November 3, 2004 on the proposed assessment for the removal of public-safety hazards at 8724 — 95 Street. Staff Recommendation: 1. Adopt the resolution declaring costs to be assessed and ordering the preparation of the proposed assessment roll for the removal of public- safety hazards at 8724 — OPEN FORUM - 7:15 P.M. Adopt the resolution calling a hearing for November 3, 2004 on the proposed assessment for the removal of public-safety hazards at 8724 — 95`" Street. C. Consider adopting a resolutian approving the decertification of Tax Increment Financing District No. 1-11. Staff Recommendation: Adopt the resolution approving decertification of TIF 1-11. D. Consider accepting an easement agreement between Daniel and Carol Kemp, U.S. Home Corporation, and the City of Cottage Grove to extend the sanitary sewer for the Pinecroft subdivision across land owned by the Kemps. Staff Recommendation: Accept the sanitary sewer easement agreement. E. Consider approving the Labor Agreement between the City of Cottage Grove and the International Union of Operating Engineers, Local 49, AFL-CIO. Staff Recommendation: Staff requests the approval of the Labor Agreement between the City of Cottage Grove and the International Union of Operating Engineers, Local 49, AFL-CIO. F. Consider approving the issuance and sale of the $935,000 Commercial Development Revenue Note and authorizing execution of related documents for the Human Services, Inc. project. Staff Recommendation: Adopt the resolution approving the issuance of the Commercial Development Revenue Note and authorizing execution of related documenfs. The City Council adopted Resolution No. 04-137 giving preliminary approval for the project at their September 1, 2004 meeting. 'G. Consider authorizing Bufflehead Web to perform services to update the Cottage Grove website. Staff Recommendation: Authorize Bufflehead Web to perform services to update the Cottage Grove website. 5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES 6. PUBLIC HEARINGS A. 1. Conduct the public hearing considering the assessment of the public improvements for the Hinton/Tower Project north of 65th Street. 2. Consider adopting assessments for the project. Staff Recommendation: 1. Conduct the public hearing. 2. Adopt the resolution adopting assessments for the project. 7. BID AWARDS UNFINISHED AND NEW BUSINESS A. Consider approving issuance of a temporary hunting permit to Mr. Robert Juckel, 8451 — 110th Street (18 acres), and Mr. William Petrich, 8275 — 110th Street (62 acres), to allow the discharge of a shotgun/slug on their combined properties (80 acres) for the 2004 deer firearms season which would be from November 6 to 21. Staff Recommendation: Contingent upon the recommendations of the Pu61ic Safety, Health and Welfare Commission and public comments from their October 19, 2004 meeting, which will be available to the Cify Council on October 20. B. Consider approving Infrastructure Maintenance Task Force work plan. Staff Recommendation: Approve Infrastructure Maintenance Task Force work plan or modify per discussion. C. Consider approving a zoning amendment for the PUD for Summerhill Crossing, a preliminary plat to create one commercial lot and one outlot, a site plan review of the retail areas, and an amendment to the conditional use permit for the gas "OCTOBER 20, 2004 AGENDA Cottage Grove City Council station/convenience store to be located on the northwest corner of 70th Street and Hinton Avenue.
