A. Accept and Place on File the Following Minutes:
i. Planning Commission of September 25, 2004.
B. Consider approval of the Wetland Conservation Act Public Transportation
Application and Replacement Plan regarding improvements to Grey Cloud
Island Drive and Grey Cloud Trail.
Staff Recommendation: Approve fhe Wetland Conservation Act Public Transportation

C. Consider approval of Supplemental Agreements No. 2, No. 3 and Change
Order No. 7 for the Hardwood Avenue Project.
Staff Recommendation: Approve Supplemental Agreements No. 2, No. 3 and Change Order
No. 7 for the Hardwood Avenue Project.

D. Consider approving variances to allow an accessory structure to be located 6
feet 8 inches from the rear property line when 10 feet is required and to
encroach within a drainage and utility easement at 8804 — 88th Street South.
Staff Recommendation: Adopt the resolution approving variances to allow an accessory
structure to be located 6 feet 8 inches from the rear property line and to encroach within an
easement at 8804 — 88th Streef South.
E. Consider accepting the sanitary sewer easement agreement between the
Kemps and U.S. Home Corporation and authorize its recording at the
Washington County Recorder's Office.
Staff Recommendation: Accept the sanitary sewer easement agreement and authorize its
recording at the Washington County Recorder's Office.
F. Consider authorizing a feasibility report for the Pinecroft Addition to determine
the physical and economical feasibility of providing the necessary public
improvements.
Staff Recommendation: Authorize the preparation of a feasibility report for the Pinecroft Addition
Project.
G. Consider approving a simple lot division to divide the site of the existing Cottage
Square Mall into two parcels.
Staff Recommendation: Adopt the resolution approving a simple lot division to divide the site of

H. Consider appointing Christie Thompson to the Human Services/Human Rights
Commission.

I. Consider directing the City Attorney to forward concurrence to withdraw from
further annexation proceedings regarding property owned by Gordon Nesvig.

J. Consider approving Change Order #1 for the Well Number Four Pump
Maintenance Project.
Staff Recommendation: Approve the change order, which includes Alternate No. 2 Pump Bowl
Replacement and Alternate No. 3 Motor Replacement to the project.

A. Response regarding Recreational Burning Ordinance.

A. 1. Conduct public hearing considering the assessment at 8724 — 95th Street for
the removal of public safety hazards. 2. Consider adopting the resolution
adopting the assessment at 8724 — 95th Street.
Staff Recommendation: Hold the public hearing and adopt the resolution as proposed.

C. Consider approval of a New Street Construction Policy to address the
substantial increase in curb damage occurring in new developments.
Staff Recommendation: Approve the New Streef Construction Policy as outlined with Method #1
for residential development, Method #2 for commercial developments and Method #3 for
industrial areas.
