Blin summarized the staff report and recommended approval. Reese asked why this is necessary. He expressed concern that the city may be short sighted on the value of that property. Blin stated that the City Council and Eco- nomic Development Authority will be addressing that issue. Reese stated that the reason he asked is because the current TIF District runs out in six years and with the highway projects being completed in the next three years, Cottage Grove will be more accessible. He was wondering why we are doing this now instead of waiting. Blin stated he would get a response from the EDA to address those questions. Hale stated that the Planning Commission is not being asked a policy question, only if this is an appropriate TIF District according to our comprehensive plan. He asked if the Planning Commission or the EDA holds the public hearing on the policy issue. Blin responded that both the EDA and the City Council hold public hearings. Bauer asked how many years the new TIF District would be in effect. Blin responded 10 years from the date of passage. Brittain opened the public hearing. No one spoke. Brittain closed the public hearing. Nitsch made a motion to approve the application. Ricart seconded. Motion passed unanimous/y.
