CONSENT CALENDAR A. Accept and Place on File the Following Minutes: None. B. Consider approval of Change Order #2 for the Mississippi Dunes 2nd Addition Project. Staff Recommendation: Approve the change order, which provides for work to lot 1, block 3 (Timber Ridge 5th) and lot 8; block 7(Timber Ridge 3rd) to improve backyard drainage. C. Consider approval of Change Order #1 for the Timber Ridge 6th Addition Project. Staff Recommendafion: Approve the change order, which provides for realignment of Timber Trail Lane for connection into the Lodges at Pine Summit. D. Consider approving a simple lot division to subdivide a 2.88-acre parcel known as Pine Coulee Park, located at 11821 Lofton Avenue South into two parcels, with the northern 5,100 square-fooS parcel to be combined with the property at 11827 Point Douglas Road. Staff Recommendation: Adopt the resolution approving the simple lot division of a parcel of land in the Countrywood Addition. NOVEMBER 16, 2005 AGENDA Cottage Grove City Counci� E. Authorize Larson Allen to complete the audit services for fiscal years 2005, 2006 and 2007. Staff Recommendation: Appoint Larson Allen to perform the audit services for the next three years. F. Consider requesting advanced MSA funding in the amount of $1,069,000 to finance the City's share of construction for the Ravine Parkway Construction Project in 2006. Staff Recommendation: Request advanced MSA funding in fhe amount of $1,069,000 to finance the City of Cottage Grove's share of construction costs for the Ravine Parkway Construction Project in 2006. G. Consider adopting a resolution to write-off Cottage Grove utility accounts receivable in the amount of $39,501. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES PUBUC HEARINGS : � _ r.r�_�:�.�y UNFINISHED AND NEW BUSINESS A. Consider �aFaver/Matthews Development, LLCA, request for the proposed Biscoe Grove subdivision located at the southeast corner of Lehigh Road and 100th Street: 1. Rezoning of approximately 123 acres of land from AG-1, Agricultural Preservation, to R-1, Rural Residential. 2. A preliminary plat to develop 39 rural estate lots. Staff Recommendation: Staff recommends approval of the zoning amendment and preliminary plat. The Planning Commission fonvarded no recommendation. B. Consider an ordinance amendment to prohibit home occupation businesses from serving customers after 8:00 PM. The current ordinance ailows customers to be seroed until 10:00 PM. Staff Recommendation: Adopt the ordinance amendment. C. Allow the representative for Las Margaritas Bar & Grill to admit to or deny the allegation that their establishment sold Iiquor to a minor Iess than 21 years of age during the Public Safety DepartmenYs compliance check on October 19, 2005. Staff Recommendation: If the representative admits to the violation, or fails to appear, impose a $500.00 fine for their first violation in a 24-month period. If the representative denies the violafion, direct the City Afforney to schedule a contested-case hearing before an administrative law judge. D. Consider a variance to allow a gravel parking/storage area to be setback three feet from the side property line when six feet is required and to encroach on a drainage/utility easement.
