A. Accept and Place on File the Following Minutes:
i. Parks, Recreation and Natural Resources Commission of October 10,
2005.
ii. Planning Commission of October 24, 2005.
iii. Public Works Commission of September 12, 2005.
iv. Economic Development Authority of October 11, 2005.
B. Consider accepting a$338 Certified �ocal Government Grant from the
Minnesota Historical Society that was used by John Burbank to attend the
Annual Historic Preservation Conference.
Staff Recommendation: Accept the grant from the Minnesota Historical Society.

C. Consider accepting the resignation of Robert Severson from the Planning
Commission and authorizing the process of appointing a new member to fill the
remainder of Mr. Severson's unexpired term.
Staff Recommendation: Accept Robert Severson's resignation from the Planning Commission
and authorize the process of appointing a new member to fiil the remainder of his unexpired
term.
D. Consider adopting a resolution authorizing acceptance of grant funding in the
amount of $48,378 from the Minnesota Division of Homeland Security and
Emergency Management for the purchase of a camera surveillance system
($35,051) and two All Terrain Vehicles and trailer ($13,327) and approve
expenditure of up to $5,000 from the Police DepartmenYs Criminal Forfeiture
budget account ($1,000 camera surveillance system training; $4,000
supplemental costs for ATVs and trailer).
Staff Recommendation: Adopt the resolution authorizing acceptance of grant funding from the
Minnesota Division of Nomeland Security and Emergency Management for the purchase of a
camera surveitlance system and 2 ATVs and frailer. Authorize the purchase of fhat equipment.
E. Consider accepting the donation in the amount of $500 from Merchants Bank to
be used as prize money in the 2006 Medailion Hunt sponsored by the Cottage
Grove Recreation Department and Teens in Action.
Staff Recommendation: Adopt the resolution accepting donation of $500 by Merchants 8ank to

F. Receive results of the tobacco compliance check conducted at 19 licensed
establishments on November 8, 2005 by the Cottage Grove Public Safety
Department.

G. Consider accepting the donation of two used Motorola HT-1000 two-channel
radios valued at $300.00 each from 3M Corporation to the Public Safety
Department, one for use in the Poiice Division and one for use in the Fire
Division.

H. Consider approval of Change Order #3 for the 65th Street Water Main Project.
Staff Recommendation: Approve fhe change order, which is for irrigation service for Harwood
Park, a guard rarl and a rip-rapped drainage swale for 65th Street, and aggregate backfill for
Brown's property.

$500/cart buyout at the end of lease with Club Car Incorporated.

L. Consider purchase of two new Dodge pickups from Nelson Dodge-GMC for a
total purchase price of $45,609.06.

M. Consider approving the feasibility report, ordering the project and authorizing
the preparation of plans and specifications for the 97th Street Extension Project.

N. Consider approval of a site lease agreement allowing Nextel West Corporation
to install antennas on the West Draw Water Tower.

and the International Union of Operating Engineers, Local 49.

A. Consider authorizing issuance of an Off-Sale Intoxicating Liquor License to
International Odyssey LLC/DBA Cottage Grove Liquors, 8800 East Point
Douglas Road.

A. Consider approving a site plan review of a 25,196 square-foot building for
Graphic Resources, which would be Bocated in the Industrial Park.
Staff Recommendation: Adopt the resolution approving the site plan review of the proposed
Graphic Resources building to be located in the �ndustrial Park.
B. Consider approval of a conditional use permit to aliow a fitness facility, Anytime
Fitness, to operate at the Shoppes of Gateway at 7750 Harkness Avenue.
StaffRecommendation: Adopt the resolution approving the conditional use permit forAnytime
Fitness.
C. Receive information on the proposed I-5, Railroad Access Industrial Zoning
District, which would allow open storage as a conditional use and prohibit it in
ali other industrial districts. Action on this proposal will be requested at the
December 21, 2005 meeting.

D. Consider issuance of a Multiple Animai License to Juan Rugel, to maintain
seven (7) dogs at 9055 79th Street South, Cottage Grove.
Staff Recommendation. Accept recommendation of Public Safety, Health and We/fare
Commission and authorize Juan Rugel to maintain only five (5) dogs at 9055 79th Street South,
contingent upon compliance with the following condifions:
1. Two (2) animals must be removed from the residence by January 7, 2006.
2. The five (5) remaining animals must be neutered or spayed.
3. That the number of animals maintained be reduced through attrition to fhe required
number of no more than three (3) animals. The applicant cannot replace any animal
with a new animal.
4. Expr�ation of License: December 31, 2006.
