4. CONSENT CALENDAR
A. Accept and Place on File the Following Minutes:
i. Planning Commission Meeting Minutes from April 24, 2006.
B. Consider authorizing issuance of an outdoor event permit to Demori's
Restaurant to hold a street dance on June 10, 2006, contingent on compliance
with conditions established by the Public Safety, Health and Weltare
Commission at their May 16, 2006 meeting.
Staff Recommendation: Authorize rssuance of the outdoor evenf permit contingent on
comp/iance with condrfions established by the Public Safety, Health and Welfare Commission.

C. Consider approving Change Order #1 for the Gateway Storm Sewer
Improvements Project.
Staff Recommendation: Approve the change order, which provides for compensation to the
contractor for work necessary to complete the sealing of the joints under Highway 6?.
D. Consider the appointment of Jennifer Peterson to the Human Services/Human
Rights Commission.
Staff Recommendation: Appoint Jennifer Peterson to the Human Services/Human Rights
Commission commencing with the June 14, 2006 meeting.
E. Consider accepting donations in the amount of $275 on behalf of the Public
Safety, Fire and Recreation Departments for the 13th Annual Youth Safety
Camp.
Staff Recommendation.' Accept donations in the amount of $275 on behaff of the Public Safety,
Fire and Recreation Departments for the 13th Annual Youth Safety Camp.
F. Consider passing an ordinance amending Cottage Grove City Code Title 3-5
relating to pawnbrokers and secondhand goods dealers.
Staff Recommendation: Pass the ordinance.
G. Consider authorizing issuance of an outdoor event permit for the Osman Shrine
Car Show to be held at the VFW Red Barn on July 23, 2006, contingent on
conditions established by the Public Safety, Health and Welfare Commission at
their May 16, 2006 meeting.
Staff Recommendation: Authorize issuance of the outdoor event permit contingent on conditions
established by fhe Pub�ic Safety Commission.
H. Consider authorizing issuance of outdoor event permits to the Cottage Grove
Strawberry Fest Committee and the Cottage Grove Jaycees for Strawberry Fest
Events and a carnival, contingent on conditions established by the Public
Safety, Health and Welfare Commission at their May 16, 2006 meeting.
Statf Recommendation: Authorize issuance of the permits contingent on conditions established
by the Public Safety Commission at their May 16, 2006 meeting. The carnival will be relocating
from the Grey Cloud Elementary School parking lot to the grassy area west of the parking lot.
1. Consider authorizing preparation of plans and specifications and a feasibility
report for the Canadian Pacific Railway Addition public utility and street
improvement project.
Staff Recommendation: Adopt the resolution authorizing preparation of plans and specifications

J. Consider authorizing a feasibility study for a trunk sanitary sewer to serve the
East Ravine Neighborhood 1 area.

K. Consider approving an interim conditional use permit to allow temporary
fireworks sales in the parking lot at Menards, 9000 East Point Douglas Road.

L. Consider approving the Crossroads Church Water Main Extension feasibility
report and ordering the preparation of plans and specifications.
Statf Recommendation: Adopt the resolution approving the feasibility report and ordering the

M. Consider authorizing issuance of a temporary 3.2% Beer License to the St. Pau
Park/Newport Lions Ciub for Strawberry Fest, June 17 & 18, 2006, contingent
on completing the required background check and compliance with conditions
established by the Public Safety Department.
Staff Recommendation: Authorize issuance of the temporary 3.2% Beer License contingent on
completing the required background check and compliance with conditions established by the
Public Safety Department.
N. Consider authorizing issuance of a single occasion gambling permit and
temporary Iiquor Iicense to the Church of St. Rita for their Fall Festivai,
September 23 & 24, 2006, contingent on compliance with all state and Iocal
regulations relating to gambling and alcohol sales.
Sfatf Recommendation. Autho�rze issuance of the single occasion gambling permit and
temporary liquor license contingent on compliance with all state and Iocal regulations relating to
gambling and alcohol sales.
*O. Consider approving the minimum requirements for Police Captain.
Staff Recommendation: Approve option for minimum requirements to include: a Bachelor's
degree and five (5) years experience in police work or Associates degree and ten (10) years
experience in police work. Also three (3) years experience at the rank of Sergeant or above.

A. 1. Hold the public hearing on the requested vacation and discontinuance of
certain drainage and utility easements on property known as 9445 and 9449
Dunes Lane South. 2. Consider approving the vacation and discontinuance of
certain drainage and utility easements.
Staff Recommendation: 1. Hold the public hearing. 2. Adopt the resolution approving the
vacation and discontinuance of certain drainage and utility easements.

UNFINISHED AND NEW BUSINESS
A. Consider approving a comprehensive plan amendment, zoning ordinance
amendment, and a site plan review to ailow a 39,062 square-foot medical office
building in place of the approved senior housing building at Summerhill
Crossing, 70th Street and Hinton Avenue.
Staff Recommendation: Adopt the resolution approving the comprehensive plan amendment,
the ordinance approving zoning amendment, and the resolution approving the site plan review
of the Summerhill Professional Building.
B. Consider approving an ordinance amendment relating to temporary signs.
Staff Recommendation. Adopt the ordinance relating to temporary signs.
