Accept and Place on File the Foilowing Minutes: i. Planning Commission Meeting Minutes from March 26, 2007. B. 1. Consider declaring costs to be assessed and ordering the preparation of the proposed assessment roll for the removal of public safety hazards at 8218 Hyde Lane South. 2. Consider cailing a hearing for May 16, 2007 on the proposed assessment for the removal of public safety hazards at 8218 Hyde Lane South. Staff Recommendation: 1. Consider authorizing issuance of a single-occasion gambling permit to the Cottage Grove Royalty Scholarship Program to conduct a raffle at Kingston Park on June 17, 2007. Staff Recommendation: Authorize issuance of the single-occasion gambling permit. During the required background investigation, no facts were found that would constitute denial of the applicafion. D. Consider authorizing the acquisition of an easement for the West Point Douglas watermain project and payment to PPI-CG, LLC (Hoyt Properties) of $5,950. Staff Recommendation: Authorize the acquisrfion of an easement for fhe West Point Douglas watermain project in the amounf of $5, 950. E. Consider accepting the recommendation of Council Member Mark Grossklaus and approve the appointment of Obid Hofland and Bartley "Steven" Messick to the Planning Commission for a term to expire February 28, 2010, and approve the appointment of Chris Willhite to the Planning Commission for a term to expire February 28, 2009. Staff Recommendation: Approve the appointments. G. Consider authorizing MSA route designation additions as follows: Inwood Avenue (0.06 MI), Inwood Avenue (0.51 MI), 65th Street (CR Turnback 0.74 MI). Consider authorizing issuance of a temporary on-sale non-intoxicating 3.2 malt liquor license to the St. Paul Park/Newport Lions Club for Kingston Park on June 15, 2007 - June 17, 2007, and Lamar Park on June 16, 2007. Consider awarding the contract for the 2007A Street Improvement Project to Valley Paving, Inc. in the amount of $303,292.40. Staff Recommendation: Adopt the resolution awarding the contract to Valley Paving, Inc. in the amount of $303, 292.40. Valtey Paving, Inc. submitted the lowest of 7 bids received. 8. UNFINISHED AND NEW BUSINESS A. 1. Consider accepting the Arena Financial projections and construction timeline. 2.
