COUNCIL ACTION TAKEN: ❑ APPROVED ❑ DENIED U OTHER CITY OF MINNESOTA TO: FROM: DATE: RE: COTTAGE GROVE Mayor and Members of the City Council Ryan Schroeder, City Administrator Howard Blin, Community Development Director August 23, 2007 Workshop on Cottage View Development Proposal Summary PariPassu Companies has prepared a concept plan for a potential retail deveiopment at the 94-acre Cottage View Theatre Site, located at Keats Avenue (CR 19) and East Point Douglas Road. A copy of the concept pian is attached. The plan is intended to show how the Cottage View site could be devel- oped. This item is presented for informational purposes only. . . . The 2005 East Ravine Master Plan placed the site in the second phase of East Ravine development, or Neighborhood 1 South. The plan called for development of a sub-regional shopping center at Cottage View. A market study prepared as part of the East Ravine plan indicated that by 2020, the site could support betv✓een 600,000 to 700,000 square feet of retail and service uses. Before deveiopment could occur at Cottage View, the City must rezone part of the site from Agricultural to General Business (B-3) and approve extensions of trunk utilities. Deveiopment of Cottage View will also require improvements to adjacent roads. These include upgrades to Keats Avenue and East Point Douglas Road. In addition, reconstruction of the TH 61/ Innovation Road interchange wouid be neces- sary to accommodate this and other future development in the area. The City and Washington County have recently begun work on an engineering study for reconstructing the interchange. This study is ex- pected to be completed in early 2008. Concept Plan PariPassu Companies holds options to purchase approximately 90 acres of the 94-acre Cottage View site. The concept plan shows East Point Douglas Road being realigned to run across the site on a more northerly alignment. This also moves the intersection of East Point Dougias Road and Keats Avenue to the north, creating greater spacing from the ramps at the Innovation Road interchange. A segment of Ravine Parkway would run on the east side of the site, providing a connection to future development north of Cottage View. This alignment for the Parkway conforms to the East Ravine plan. The concept plan includes a mix of development types. The two anchor stores are shown as a 193,000 square foot discount store and a 93,000 square foot department store. Beiween these stores 151,000 square feet of in-Iine stores are proposed. The remainder of the site is proposed to be developed with a variety of retail, restaurant, and senrice uses on individuai pad sites. Action Requested No City Council action is requested.
