Mayor Shiely called the meeting to order at 6:35 p.m. RO�L CALL Present: Mayor Sandy Shieiy Council Member Mark Grosskiaus Council Member Fred Luden Council Member Myron Bailey Council Member Pat Rice Also Present: Ryan Schroeder, City Administrator Ron Hedberg, Finance/Admin Svs Director Craig Woolery, Public Safety Director Mayor Shiely presided over the meeting. SPECIAL MEETING - 2008 BUDGET REVIEW Council discussed the Fire Department grass rig funding, ultimately supporting the proposed allocation replacing the pump on the existing chassis. Aiso discussed was the proposai for a neighborhood based Nationai Night Out event. Council concurred that trying this model made sense. However, it was further suggested that in exchange the Public Safety Department should have a larger presence at other community-wide events including Strawberry Fest, Departmental open houses and other events. Council also supported a proposed reduction in Public Safety support staffing also concurring that options on how to reduce staffing could be suggested by the Department. There was no change made from the recommended budget which ailocates forfeiture funding toward squad cameras, tasers, and ammunition. Consensus was achieved on allocating $7,000 from the Public Safety budget toward YSB funding with gambling fund proceeds allocated toward the 4' of July celebration and Strawberry Fest. Council directed that a community survey occur during 2007 to include a question about citizen information sources. This question related to the proposal to evolve Special Meefing August 22, 2007 Cottage Grove City Counci! Page 2 the Cottage Grove Reports from four pubiication dates per year to a monthiy utility billing stuffer. A concern was expressed that the bill stuffer print size was too small, that space was limited and that it was not likely tc have a long shelf life once received by residents. Council did not increase the expenditure budget to fund continuation of the CG Reports, preferring instead to aliocate funds from Council Contingency if it is uitimateiy determined to continue its publication. Staff provided handouts regarding engineering consuiting expenses from 1998 to YTD 2007, a spreadsheet on the Early Retirement Program expected costs, and a listing of projected tax increases by a number of inetro area communities. Regarding Early Retirement Council suggested reducing the allocation for medical care in waiver situations so long as such a move received City Attorney approval. MOTION BY RICE, SECONDED BY BAILEY, TO ADJOURN THE SPECIAL MEETING AT 8:00 P.M. MOTION CARRIED 5-0. Respectfully submitted, Ryan Schroeder City Administrator
