Levitt, P.E., City Engineer Date: August 30, 2007 Re: 2008 Pavement Management Project: Traffic Control Analysis Backqround/Discussion In 2004 a traffic controi analysis was done for the Thompson Grove Neighborhood. The traffic control analysis was completed in July of 2004 and then on July 6, 2005 Council approved the implementation of the traffic control changes. The traffic control changes were made with success and no problems were encountered. Since that study, it was determined the City as a whole should be reviewed for traffic control signage to help ensure consistency in the signage and that intersections have the proper intersection control. It was determined that it would not be feasible to do the whole City at once, plus the implementation of changes would be challenging at that scale. So the direction was to do traffic control analysis in future pavement management areas or in future seal coat areas or districted as outlined in the pavement management program. The next pavement management area is scheduled for 2008 as outlined in the CIP for the Ideal/immanuel area. Please see the attached map for the proposed streets that would be reclaimed as part of the project. As part of the project a proposal was requested from SEH to do a traffic control analysis of the area. The proposal is attached for review and consideration. The cost for the engineering report would be $5,940. The study cost would be part of the total project cost for the 2008 Pavement Management project. The recommendations produced in the report would be implemented by Public Works. a •. The proposed scope of this study is similar to the sample traffic conh�ol plan completed by Bonestron in July 2004 that you provided Co Chad Setterholm. This analysis includes fieltl review of tl�e exisYing intersection traffic control, review of the truffic votumes on roadways inetuded in the CiCy's Comprehensive plan, and preparltion of a report summarizing recomrnendaCinns Cor inCersecCion traffic conCrol modificatious. Also inclttcled is a meeting with the CiCy to determine ar�as of concern and existing City standards and �olicies. Additional traffic counts and detailed intersectio�� analysis using Synchro or other soFtware is not inclucied as pate of this work. Analysis of Park IIigh School txaffic is also not included as part oF this work. This work wilt be billed hourly, with a not-to-cxceed cost of �5940, at currenf billing rates plus reimbursable expenses as part of the 2008 PavemenC Manageinent contract.
