Re: Pine Tree Valley Park Building — Concept Review
Background/Discussion:
The Pine Tree Valley Puk is within the 2008 Pavement Management Area and is
programmed to have the existing park building replaced. The new park building was
discussed at the Council warkshops in September and October when the scope of the
pavement manageuient project was being decided. It was at that time �vhen three different
levels of structures were identified: simple shelter, shelter with restrooms or a
restroomJwarming house. Counci] provided direction that the building should hace a
warming house component alon� with restrooms to serve the neighborhood and existing ice
rink at the park.
The proposed park building options were presented to the Parks Commission in October and
discussions centered on a warming house and shelter. The idea the Commission desired to be
explored was to have a multi-purpose facility, one potentially with garage doors as shown in
the feasibility report. The garage doors would allow the enclosed space to be heated in the
winter, and in the smnmer the doors could be opened for an open pavilion. 1'his concept was
ewplared with the architect; please see Option 2. After discussing the design, a number of
negative factors surfaced, such as how to prevent vandalism from occurring to the garage
doors and extremely poor heating efficiency in the winter. Staff did not feel the garage door
concept worked well from a programmin; siandpoint and there was potential for high
maintenance costs associated �vith the doors. Also, the key aspect of the building is to serve
as a warming house, and if the building could not be cost effectively heated in the winter,
then the main purpose was compromised.
The nett design concept that stafl� reviewed was Optiou 1. Option 1 had the restrooms which
�vere accessible from the outside, a warming area (large with many �vindows), an exterior
cold storage for recreational programming, and a covered shclter. 1'his design, along with
the cost of the design forced staff to focus on the critical elements that the shetter must have.
The critical elements included:
1. Reduce square footage to reduce cost.
2. E�terior access to restrooms to allow ihem to be opened during the day, locked at
night. This is a concept new to ihe City.
3. F�terior restroom doors must be visible and easily monitored to ensure that doors
are not propped open and damage done to restroom.
4. Exterior restroom doors to be covered to prevent snow from collecting at
threshold, potentially causing damage to restrooin.

Provide for a shelter for one or two picnic tables. Park does not have any covered
picnic tables.

Now that a more specific list had been created, the architect took those ideas and produced
Option 3. Option 3 has a simple floor plan ihat meets the objectives above and has a steep
roof pitch to allow the mechanical systems to be placed in the attic space to reduce the square
footage of the building. The larger attic space would also have allo�ved for stora�e of
recreational programining items and other miscellaneous items related to the park.
:Vlodifications from Option 3 to Option 4 include: plumbing chase doar moved to under the
shelter of the patio, adding �vindows in the restroom to allow for natural ventilation in the
summer, upgrading the materials on the building to meet code requirements, removing the
commercial grade windows and utilizing residential style double hung to provide easy
opening mechanism and retaining the vaulted ceiling in the warming area to reduce damage
to the ceiling from sticks and helping to keep the small spacing feeling large.
Option 4 has 6:12 pitch which matches more closely �vith the neighborhood houses. The
reduced roof does not allow the additional storage desired, but still allows for the mechanical
furnace unit to be installed in the attic space, which keeps the footprint of the building
smaller. The covered shelter will allow for two picnic tables to be placed underneath, and in
a rental situation more tables can be provided for the interior. The janitor area provides for a
mop sink and storage of restroom materials. The floors will be concrete with no finishes.
The purpose behind the upgraded building materials is to make the park building compliant
with today's code requirements. For example, a developer would not be allowed to build a
concrete blocked building, why should the city be allowed to build something less.
The esisting Pine Tree Valley Park building has 1296 s.£ The proposed building with the
restrooms and �varming area has 782 s.f. and the shelter is 2'72 s.f. 'I o aid in understanding

The engineers estimate is higher then the 5210,000 that was referenced in the feasibility
report, primarily due to the upgrade in materials from a concrete block building. The
funetion and purpose of the building have not changed during the design development and
the actual square footage of the proposed building is less than the existing.
The site plvl for the project has changed from the original concept for three reasons: cost
savin�s for utility extensions, impro��ed visibility for security and reduced cl�ance of stray
pucks hitting the building. The site plan utilizes some of the same design elements as the
new parking lot off 80 Street in the northern part of Pine '1'ree Valley Park. such as the
circular coucrete patio area. The new site plan allo�vs for a trail connection from the new
parking off Indian Boulevard, to the building and then beyond to the play area. This will
rnake access to the play area ADA accessible, which it currently is not. Additional parking
stalls have also been added to the e�isting parking lot to help reduce the volume of on-street
parking. The e�istin� trees that serve as a buffer are proposed to remain and additional trees
to be added to provide additional shade to the trail, building and seating area at the play area.
Li;;hting is proposed to be via wali pack units on the building, e�isting street lights and
existing hockey rink ]i�hts. No additional lights are proposed.
The schedule for the project is as follows:
1. 1/2/08 Council to approve concept and provide coimnent on the plan.
2. 1/14/08 Joint Plannin� Commission/Parks Commissiou Vleeting (approve concept
layout, site plan, building materials) at 7:00 p.m.
3. U14/08 Neighborhood Meeting at 6:00 p.m.
4. 1/16/08 Approve SEF3 architectural contract and authorize pla�ts and specs.
5. 2/20/08 Council approves plans and specifications and sets bid date.
6. 3/20/08 Bid project.
7. 4/3/08 Council awards project.
