Woolery C'�,� December 19. 2007 REQUEST AUTHORIZATION TO ENTER INTO NIGHTCAP GRANT FUNDING AGREEMENT FOR $880.00 In 2007, Council authorized the Cottage Grove Public Safety Department's participation in the 2008 Safe and Sober Grant Funding period. Washington County law enforcement agencies appiied and were awarded the funding as a group to share enforcement efforts throughout Washington County to improve traffic safety. In addition to the Safe and Sober Grant Funding, a second funding grant has been made available for �a880.00 through the Minnesota Department of Public Safety's NightCAP Program. Operation NightCAP targets DUI enforcement efforts. The funding would be used to pay officer overtime costs during DUI saturation enforcement in Cottage Grove in January and August of 2008. I am recommending that you approve the resolution authorizing the execution of the grant funding between the City of Cottage Grove, State of Minnesota Commissioner of Public Safety and the Minnesota State Patrol for use of the 5880.00 in DUI enforcement efforts. This is a grant that we received in addition to out Safe and Sober grant. Although it is a totally different grant througn a different funding source, tnere was no additional application process for us. The grant has already awarded us $880.00. There are no matching funds required. The grant is basically to cover two 8 hour shifts for OfFicers to work overtime on DUI saturation in our area. The dates have already been set by the State Patrol. They are January 26 and August 9 of 2008. This will be a combined saturation enforcement with ourselves, County Deputies, and State Patrol. Basically all that is required for us to receive these funds is your signature on the grant contract. I am sure that prior to that, we will need a Council Resolution. For the purposes of the Resolution, this grant is between the State of Minnesota, acting through the Commissioner of Public Safety, State Patrol Division and the City of Cottage Grove. I can be listed as the Authorized Representative. This is a very easy grant to administer on our end. I would recommend that we enter into this grant contract for the NightCAP Program. In other discussion that I have had with the Safe and Sober Program, I would expect that the funding available for the NightCAP program will grow in the years to come. If you have any further questions, or require further documentation, please let me know. I will retain the copies of the grant contract until the Council Resolution allows for your signature. RESOLUTION NO. 08--[Resolution Number] RESOLUTION AUTHORIZING EXECUTION OF A GRANT AGREEMENT AUTHORIZATING PARTICIPATION IN AN ALCOHO� SATURATION PROGRAM DESIGNED TO ARREST IMPAIRED DRIVERS (OPERATION NIGHTCAP) WNEREAS, the State, pursuant to Minnesota Statute 4.075 and Minnesota Session Laws 2000, Chapter 445, Artide 1, Section 1, Subd. 2(d) is empowered to act as the appropriate agency responsible for the administration of the state's highway safety program and, consistent with state law, may contract and cooperate with, and act as agent for state and federal agencies, political subdivisions, and public and private organizations in order to effectuate the purposes of the Nationai Highway Safety Act of 1966 and any amendments or regulations thereto to the end that available federal money and other benefits for such purposes may be obtained and is empowered to enter into grant contracts; and WHEREAS, the State is in need of county and local law enforcement agencies' participation in an alcohol saturation program designed to arrest impaired drivers (Operation NightCAP); and WHEREAS, the City of Cottage Grove, Department of Public Safety, is duly qualified and willing to participate in this coordinated alcohol saturation, NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove, County of Washington, State of Minnesota that the Cottage Grove Police Department is authorized to enter into an agreement with the State of Minnesota, Department of Public Safety for a grant to reimburse officer(s) salaries, while working in the Operation NightCAP Program, AND, BE IT FURTHER RESOLVED that the Cottage Grove Police Department enter into a grant agreement with the Minnesota Department of Public Safety, AND, BE IT FURTHER RESOLVED that the Director of Public Safety of the Cottage Grove Police Department is hereby authorized to execute such agreements as are necessary to implement the project on behalf of the Cottage Grove Police Department.
