Levitt, P.E., City Engineer Date: December 28, 2007 Re: 2008 Pavement Managernent Project: Traffic Control Analysis Background: In 2004 a traffic control analysis was done for the Thompson Grove Neighborhood. The traffic control analysis was completed in July of 2004 and then on July 6, 2005 Council approved the implementation of the traffic contro� changes. The traffic control changes were made with success and no problems were encountered. Since that study, it has been determined the City as a whole snould be reviewed for traffic control signage to help ensure consistency in the signage and that intersections have the proper intersection control. It was determined that it would not be feasible to do the whole City at once, plus the implementation of changes wouid be challenging at that scale. So the direction was to do traffic control analysis in future pavement management areas or in future seal coat areas or district as outlined in the pavement management program. Councii authorized a traffic controi analysis to be completed for the 2008 Pavernent Management Area on September 5, 2007. Discussion: The final report for the Traffic Control Analysis has been completed for the 2008 Pavement Management Area; please see enciosed report dated December 13, 2007. The report was presented at a joint meeting of the Public Safety, Health and Welfare and Public Works Commissions. Both Commissions unanimously approved the Traffic Control Analysis for the 2008 Pavement Management Area. Implementation of recommendations wiil take place in the spring. The sign changes will be done by Public Works staff and the pavement marking modifications will be done under the 2008 Pavement Management contract. Notices will be mailed to ali residents in the affected areas prior to the sign changes to provide information and specific dates for changes. Recommendation: It is recommended to approve the Traffic Control Analysis for the 2008 Pavement Management Area and authorize the implementation of the recommendations in the spring of 2008. Traffic Control Analysis A-COTTG0801.00 City of Cottage Grove Page i December 13, 2007 Traffic Control Analysis 2008 Pavement Management Area Prepared for City of Cottage Grove 1.0 Purpose and Need The purpose for the 2008 Pavement Management Area traffic control study is to evaluate the existing traffic control in the project area and make recommendations for additions, removals, and revisions in order to conform to City and Minnesota Manual on Uniform Tra�c Control Devices (MMITI'CD) standards, and to provide consistent tra�c control throughout the project area. Figure 1 shows the project location. 2.0 Existing Conditions 2.1 Functional Classificatian of Roadways The current functional classiFication of the study area roadways is listed in the City's comprehensive plan. The fol]owing roadways in the study area are listed as a Collector in the document: ■ Ideal Avenue/76th St. ■ indian Boulevard ■ Innsdale Avenue (South of 70th St.) ■ Idsen Avenue (North of 70th St.) The remaining roadways in the study area are all local, residential roadways, with the exception of Hinton Avenue. Hinton Avenue is included in the study area, and is a minor arterial roadway. - ......, .., .,, ....,. . - _ A-COTTG0801.00 Page 1 2.2 Traffic Volumes Average daily traffic (ADT) volumes were obtained from counts conducted by the City of Cottage Grove and from State Aid traffic volume maps. The City conducted traffic counts nt a limited number of intersections in May 2007 and August 2007. Traffic count information from 2005 was used for MSA and CSAH roads. Figure 2 shows the road clnssification and traffic volume information in the study area. 2.3 Existing Traffic Control The existing conditions assessment included a field review of the existing signing and striping in the projact area. Also noted in the assessment was the intersection control: signal, Z-way or all way stop, yield or uncontrolled. Figures 3 and 4 show the existing traffic control in the study area. The study area is residential, with private driveways on all of the collector and local roads in the smdy area. There is a driveway to Cottage Grove High School on Ideal Avenue across from 79`� Avenue, and a driveway to Crestview Elementary School on Hinton Avenue. There are laneways on both sides of the road on Indian Boulevard and on Ideal Avenue from Hinton Avenue to east of 75�' Street (laneway designation noted in the City of Cottage Grove Comprehensive Plan). There is sidewalk on the south/west side of Ideal Avenue from east of 75`" Avenue to 80`� Street. There is a trail on the east side of Hinton Avenue from 80'� Street north to 76`� Street, and on the west side between 70`� Street and S0�' Street. Parking is allowed along all local and collector roads in the study area, althouch there aze parking restrictions because of the proximity to the high school. All local and collector roads in the study area aze two lane roadways. These roadways are not striped, wi[h the exception of 76th StreeUideal Avenue, Indian Avenue, and one block of 75�' Street. 76`� StreedIdeal Avenue, Indian Avenue, and 75�' Street between ivystone Avenue and Jamaica Avenue are striped with double yellow centerlines and shoulder striping. There are two marked approach lanes on SB Ideal Avenue at 80th Street (right, left), and a marked right turn lane on WB 76�' Street at Hinton Avenue. There are striped crosswalks on Indian Boulevard at Jamaica Avenue, on 75�' Street at Jamaica Avenue, and on Ideal Avenue at SOth St, and crosswalks at 7 other locations along Ideal Avenue. A11 collector roads bounding the study area are striped, two lane roadways. All arterial roadways bounding the smdy area are four lane roadways, with the exception of Hinton Avenue. Hinton Avenue is a four lane roadway, with no turn lanes, bet�v�en 80`� Avenue and south of 70�' Avenue. In the NB direction, the left through lane is dropped as a left turn lane at 70�' Street North of 70`� Street, Hinton Avenue has one NB throu�h lane, and right and left turn lanes at 69�' Street and 67�' Street. There are right and left tum lanes on 80 Street at Hinton Avenue, and a]eft turn lane on EB 80`" Street at Ideal Avenue. There are right turn lanes to all local road on 70`� Street, and a bypass lane on WB 70`�' at Isleton. There are left mrn lanes on Jamaica Avenue at Indian Boulevard. It is very important to provide signing and intersection control consistently tluoughout the neighborhood, City of Cottage Grove, and State of Minnesota. The NIlVIUTCD provides standazds, guidelines, and recommendations for traffic control on all public roadways in the State. The City of Cottage Grove also has written and unwritten policies regarding the placement of signing and striping. 3.1 Recommended Signing Criteria SEH pxoposes that signing revisions in the study azea be based on the recommended signing criteria indicated below. Some of these criteria are already City policies. If the City agrees with these criteria, it is recommended that the City formally adopt these criteria as its signing policy. 1. At T-intersections. State law dictates that traffic on the "T" approach leg shall yield to traffic on the through leg. Therefore, T-intersections with local-]ocal roadways will be uncontrolled. 2. Because of the higher volume of traffic on coliector and higher roads, it is desirable for traffic on the `T" approach leg to stop at these intersections. Therefore, stop signs will be installed at the "T" approach legs at all T-intersections with roadways with a classification of collector or higher. 3. It is difficult to clearly determine which vehicles are required to yield at a 4-leg intersection. Therefore, a114-leg intersections will have stop control on the minor street If the intersection is of two local roads, determination of the road to stop �vill be made by reviewing the surrounding roadways. 4. For higher volume intersections, analysis will be made based on the warrants in the MMLITCD regarding all-way stop control or signatization of the intersection. 5. Warning signs shall be used only where special conditions exist. Overuse of these signs will make them ineffective. Therefore, warning signs will be installed on collector and higher roads to warn of unexpeMed conditions. On local roads, warning signs will only be installed to warn of conditions not typically encountered on a low speed residential street. 6. The statutory speed limit on residential roads is 30 mph. Therefore, speed limit signing is not normally needed on these roadways. Speed limit signing will be insta]]ed on local, residential roadways only if the speed limit is other than 30 mph, or where the statutory 30 mph speed limit is not apparent. 7. On roads with a classification of collector or higher, speed limit signs will be located after major intersections, at the locations of speed ]imit changes, and at other locations as determined by Engineering study. 8. If the speed (imit is above 30 mpti, or Traffic Control Analysis A-COTTG0801.00 City of Cottage Grove Page 8 if there are sight restrictions approaching a crosswalk, advance crosswalk signs will be installed. 9. The City has an unofficial policy regarding NO OUTLET signs. These signs �vill be installed, when requested by residents, if the terminus of the roadway cannot be seen from the intersection. Existing DEAD END signs will be removed and replaced with NO OUTLET signs. 3.2 Study Area Analysis In general, the signing in the study area conforms to the above criteria. For example, most ]ocal-local T-intersections are uncontrolled, and the T- intersections with collectors and arterials are controlled on the minor approach legs with stop signs. The intersection of Indian Boulevard (collector) and Jamaica Avenue (minor arterial) is currently all-way stop controlled. It is assumed that this all-way stop was installed based on the warrants and evaluation criteria set forth in the MMU"PCD, and based on evaluation of the traffic control along the Jamaica Avenue corridor. The intersection of Hinton Avenue (minor arterial) and 70`� Street (minor arterial) is currently all-way stop conh�olled. It is assumed that this all-way stop was instalIed based on the warrants and evaluation criteria set forth in the MYIUTCD. The intersection of Hinton Avenue (minor arterial) and 80`� Street (minor arteriai) is currently traffic signal controlled. It is assumed that this signal was installed based on the wanants and evaluation criteria set forth in the MMUTCD. The following details areas where existing signing is in-place that doesn't meet the above criteria, or where signing needs to be installed to meet the criteria: 1. There is an area near 75`� Street and Inman Avenue where YIELD signs have been installed at the local-local T-intersections. There were no observed sight restrictions at these locations. The YIELD signs should be removed at the following locations: a. Inman Avenue at 75�' Street (N and S) b. Innsdale Avenue at 75�' Street c. Inwood Avenua at 75�' Street d. Inman Avenue at Inskip Trail. 2. There is a YIELD sign at 74�' Street Court east of lndian Boulevard. This sign should be removed, and because Indian Boulevard is a collector road, at STOP sign should be installed at this location. 3. There are some locations where stop signs are located on the `T" leg of local-local intersections. There were no observed sight restrictions at tl�ese locations. The STOP signs should be removed at the following locations: a. Homestend Avenue at Idea] Avenue (ilorth of 70`� St.). Trafiic Control Analysis A-COTTG0801.00 City of Cottage Grove Page 9 b. 77"' Street at Hyde Avenue c. Hydram Avenue at 75�` Street d. Irvin Avenue at 77` Street e. Irvin Avenue at Isleton Avenue. f. Isleton Avenue at 75�' Street g. 75`" Street at Irvin Avenue h. Iverson Avenue at 75`� Street i. Iverson Avenue at Ivystone Avenue 4. The existing 4-leg intersection of 74�' Street and Hyde Avenue is currently yield controlled on Ryde Avenue. There is an existing SLOW BLIND XING sign on NB Hyde prior to the intersection. Because this is a local-local intersection and there are sight limitations on Hyde, it is desirable to revise the traffic control at this intersection. It is recommended that the YIELD and SLOW BLIND XING signs are removed from Hyde, and STOP signs placed on 7d`� Street. 5. There is an existing stop sign located afrer the trail at the intersection of Ideal Avenue and 80�' Street. There is an existing crosswalk with a stop bar located prior to the crosswalk. The stop sign should be relocated to behind the trail, at the same location as the stop bar. 6. These is an existing stop sign on SB Idsen Avenue at 71 Street. Because of the cul-de-sac south of 71 Street, the stop sign is appropriate at this location. However, tree branches are obstructing the sign and should be trimmed. 7. The existing 4-way stop at 76th Street and Hyde Avenue does not meet the wanants set forth in the MMIITCD. The daily volumes of each leg of the intersection are shown the Figure 2. Based on these volumes, the volume warrant of 300 approach vehicles per hour for a minimum of eight hours on the major street approaches, and 200 vehicles per hour for a minimum of eight hours on the minor street approaches, is not met. This intersection is a 4-leg intersection with a local road and collector road. The stop signs should be removed from 76th Street (collector road) and remain on Hyde Avenue (local road), and the 4-way plaques should be removed from the Ayde Avenue signs. In addition, the STOP AHEAD sign on 76th Street east of Hyde Avenue should be removed 8. The existing 4-way stop at Indian Boulevard and Innsdale Avenue also does not meet the intersection volume wanants noted in 7. above. However, three legs oFthis intcrsection are classified as collector, and the City had concems about traffic movements at this intersection. One criteria listed in the MML"TCD for consideration of a 4-way stop is "an intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where inultilane stop control �vouid improve traffic operational characteristics of the intersection". Because three of the d legs of the intersection are classified as coilector, and the north leg carries the highest volume of through trafFic, an all-way stop is appropriate at this location. Traffic Control Analysis A-COTTG0801.00 Crty of Cottage Grove Page 10 There is an existing all-way stop at the 3-leg intersection of Idsen Avenue and 68th Street. Idsen Avenue is a collector roadway, and C8th Street is a local roadway. There are no traffic counts at this intersection, but counts on Idsen Avenue just south of this intersection show a volume well oelow that needed to meec tne warrants notecl in 7. above. The stop signs should be removed from Idsen Avenue, and the ALL WAY plague should be removed from the 68th Street sign. Also, the STOP sign on 68th Street is obstructed by tree branches and leaves, and the tree should be trimmed. 10. There are a number of speed limit signs lucated throu�hout the project area that are located in residential azeas, where the statutory speed limit applies. The speed limit signs should be removed at the following locations: a. Ideal Avenue between Homestead Avenue and Hyde Avenue (NB and SB) (North of 70�' Street) b. Homestead Avenue between 67�' Street Court and 68`� Street Court (NB and SS) c. Ideal Avenue north of 70�' Street There is a speed limit sign on 72 Avenue east of Hinton Avenue. There is a church driveway and a number of townhome driveways east of Hinton Avenue, and the 30 mph statutory speed limit is not easily apparent. The sign on 72n Street east of Ainton Avenue is appropriate, and should remain inplace. 11. Based on the recommended criteria of installing speed limit signs on collector roads, a speed limit sign should be installed at the following locations: a. NB Ideal Avenue north of the school zone b. SB Innsdale Avenue south of 70`" Street c. NB Idsen Avenue north of 70�` Street d. SB Idsen Avenue south of 65�' Street 1 Z. There are an excessive number of speed limit sibns on Hinton Avenue between 80`� Street and 70` Street. The signs north of 80�' Street and south of 70"' Street are appropriate, but it is adequate to have only one additiona] speed limit in each direction on Hinton Avenue. The followine speed limit signs should be removed: a. NB sign north of 76 Strest b. SB sign south of 72° Street c. SB sign south of 74` Strect 13. There are a few curve tvaming signs located in the project area. However, none of tliese conditions is excessively dangerous, nor unexpected in a residential area. Additionally, these signs are not consistent when looking at the area as a whole (i.e. similar, unsigned conditions exist throughout the study area). Therefore, it recommended that the following signs be removed: Traffic Control Analysis A-COTTG0801.00 City of Cottage Grove Page 11 a. Turn signs with 15 mph advisory plaques on Homestead Avenue east of 66`� Street and 66�' Street south of Homestead Avenue. b. Turn sign on Imperial Avenue south of 71 Street a Chevrons at Irnperial and 71�` Street d. Reverse curve signs with 30 mph advisory speed plaques on Imperial Avenue south of Imperial Avenue Court and north of 73` Street 14. There are two existine playground signs in the project area. According to City staff, this sign is no longer being used in the City. This sign should be removed from the following locations: a. Idsen Avenue north of 70`� Street b. Indian Boulevard east of Inwood Avenue 15. There are no existing pedestrian crossing signs at mid-block trail crossings with local roads. In order to conform with the City's policy, pedestrian crossing signs (W 11-2) with down anows (W 16-7mpL) should be added at the following locations: a. Trail crossing on Imperial Avenue north of Imperial Court b. Trail crossing on Innsdale Avenue north of Indian Boulevard. 16. The existing advance trail crossing signs on Hinton Avenue north of 7�`" Street have BLRVD TRAIL t1IIEAD plaques installed below them. These plaques should be removed. 17. The existing DEAD END and NO OUTLET signs appear to be appropriately placed, with the exception of the sign on 79`� Street east of Ideal Avenue, as noted in Item 19 below. The City's policy of installing these signs at residents' requests is proper for this type of sign. To conform to City policy, the DEAD END signs should be replaced with NO OiTI'LET signs at the following locations: a. Hyde Avenue north of 73r Street b. 74"' Street Court east of Indian Boulevard c. 78`� Street Court east of Inskip Trail The existing sign at 78`� Street is obstructed by tree foliage. If the ne�v I�O OLTTLET sign is also obstructed, the tree should be trimmed. 18. Based on fieid review, and review of the study area map, there were a few locations where the through road ends in a cul-de-sac that is not visible from the intersection, or where the dead end is not apparent If requested by residents, �i0 OliTLET signs may be added at the following locations: a. 66�` Street Court east of Ideal Avenue b. 71s` Street Court south of 71" Street c. Ivystone Avenue north of 72"� Street 19. The existing NO OUTL�T sign on 79�` Street east of Ideal Avenue is not accurate at this (ocation. Vehicles can get back to Ideal Avenue if they take this road�vay. If there is concern about vehicles esiting the high Traffic Control Analysis A-COTTG0801.00 City of Cottage Grove Page 12 school taking this road to get to 80`� Street, the existing sign should be replaced with a more specific sign, such as NO ACCESS TO 80 STREET 20. There is an existing laneway on 76` Street from Hinton Avenue to cast of 75`� Street. The laneway is to be used by pedestrians and bicyclists, and parking is allowed during limited times. There are existing signs on this roadway stating that the shoulder is for bicyclists and pedestrians onty, and there are parking restriction signs located below these signs. These signs are confusing for motorists and pedestrians/bicycliscs. The top sign is not appropriate because the lane may be used to park vehicles as �vell as for pedestrians and cyclists. The bike lane shoulder signs along 76` Street should be removed. 21. City staff expressed concem about the lefr through lane on Hinton Avenue that becomes a left turn lane at 70�' Street. They indicated that some drivers intending to go ttu�ough at this location eet caught in the ]ane and need to make a lane shift just prior to the intersection. In the southbound direction, there is an opposing left turn lane, so the existing northbound Ieft tum lane must remain at this location. However, one option at this location is to drop the northbound left through lane prior to the intersection, then introduce a left turn lane. The City has indicated that Hinton Avenue may be seal coated in the near future, and the restriping and revised sib ing could be completed at that time. Figures 5 and 6 show the recommended intersection traffic control modifications in the study area. Figures 7 and 8 show the recommended non-intersection traffic control modifications in the study area. Pavement marking revisions were not included as part of this study. Pavement markings will be completed as part of the 2008 Pavement Management Area Construction plans.
