Consider adopting the ordinance amending the City Code to add language giving the City
Administrator and/or his/her designee authority, along with the Public Safety Director, to run

Re: Driver's License Investigations
Currently the City Code gives the Director of Public Safety the authority to do
driver's license investigations on City employees for insurance related purposes.
Staff is asking Council to expand the authority to the City Administrator or his/her
designee. The Management Analysts have recently received authority to run
such investigations through the Minnesota Department of Public Safety- Driver
and Vehicle Services. It is anticipated that the Management Analysts would carry
out this function for the Administration department. This would result in a time
savings in the Police department. Staff is also recommendmg that the
investigations be expanded to not only City staff but finalists for City employment.
This would ensure that only applicants with a satisfactory driving record are hired
by the City, thus reducing the likelihood of insurance claims. It would all ensure
that employees meet the minimum requirements of their job.

AN ORDINANCE FOR THE CITY OF COTTAGE GROVE, MINNESOTA,
AMENDING TITLE 1 CHAPTER 7 SECTION 4 SUBSECTION C CLAUSE 1 OF
THE COTTAGE GROVE CITY CODE RELATING TO DRIVERS LICENSE
INVESTIGATIONS
The City Council of the City of Cottage Grove, Washington County,
Minnesota, does hereby ordain as follows:
Section 1. Title 1, Chapter 7, Section 4, Subsection C, Clause 1 of the
Cottage Grove City Code is amended to read as foilows:
1. The director of public safety and citv administrator and/or his/ner desianee
+s are authorized to conduct a driver's license investigations of city employees
and emplovment finalists for „=,�� purposes of verifvinq compliance with
iob position and insurance reauirements and conductina disciqlinarv
investiqations relevant to such reauirements. (Ord. 594, 2-2-1994)
Sec. 2. This ordinance shali be in full force and effect from and after its
passage and publication according to law.
