MINUTES OF MEETING
November 20, 2007
Pursuant to due notice, a meeting of the Public Safety, Heaith and Welfare Commission
was held at the City Hall Council Chambers and was telecast on local Government Cable
Channel 12.
CALL TO ORDER: The November 20, 2007 meeting of the Cottage Grove Public
Safety, Health and Weifare Commission was called to order
at 7:00 p.m.

Approval of minutes:
Interim Chairperson Hagen presented the October 16 2007 minutes for review. On a
motion by Commission member Kathy Klein, seconded by Commission member Jeff
Rothecker, the October 16 2007 minutes were approved as submitted. Motion carried.
Apqroval of aaenda:
Interim Chairperson Hagen presented the November 20, 2007 agenda of the Public
Safety, Health and Welfare Commission for review. On a motion by Commission
member Justin Olsen, seconded by Commission member Jeff Rothecker. the November
20, 2007 agenda was accepted and approved by the Commission. Motion carried.
OPEN FORUM
Interim Chairperson Hagen invited citizens present to address the Commission regarding
any matters that were not on the approved agenda.
There being no presentations, Interim Chairperson Hagen closed the Open Forum
segment of the meeting.

2008 Pavement Manaqement Area Traffic Study
Review memo from City Engineer Jennifer Levitt and a presentation of the draft
Traffic Control Analysis by the engineers - Review and comment by combined
Public Safety, Health and Welfare Commission and Public Works Commission
The Public Safety, Health and Welfare Commission and Public Works Commission
were provided a brief history by City Engineer Jennifer Levitt stating that in 2004 a
kraffic controf analysis was done for the Thompson grove Neighborhood. The traffic
control analysis was completed in July of 2004 and in July 2005, the City Council
approved implementation of the traffic control changes. The changes were made with
success.
She went to say that since that study, it was determined the city as a whole, should be
reviewed for traffic control signage to help ensure consistency in the signage and that
intersections have the proper intersection control. Traffic control analysis was to be
done in future pavement management areas or in future seal coat areas or districted as
outlined in the pavement management program.
Ms. Levitt advised that the next pavement management area is scheduled for 2008 in
the Ideal/Immanuel area and provided the Commissions with a report for the Traffic
Control Analysis related to the 2008 Pavement Management Area. Ms. Levitt informed
the Commissions that this would be the opportunity to ask questions and provide
feedback directly to the engineers.
Ms. Levitt then introduced Ms. Tiffany Dagen who was the engineer that studied and
provided the Traffic Control Analysis 2008 Pavement Management Area. Ms. Dagen
then explained to the Commissions what her findings were and why they are being
recommended.
After a brief discussion, the Public Safety, Health and Welfare Commission and Pubiic
Works Commission thanked Ms. Levitt and Ms. Dagen for their work and presentation.
There being no further comments, both Commissions approved the recommended
2008 Pavement Management Area Traffic Study as presented. This portion of the
meeting was closed.

interim Chairperson Hagen invited members to nominate a Commission member as
Vice Chairperson. Jeff Rothecker was nominated and he accepted.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND
REQUESTS
None at this time.
COMMISSION COMMENTS AND REQUESTS
Interim Chairperson Hagen advised he has observed that there are no marked
crosswalks on East Pt. Dougias from McDonaid's to the School. City Engineer L.evitt
informed the Commission that this has been an issue and stated that because there are
no controlled intersections except for the 3 way stop, it is difficult to have them on E. Pt.
Douglas and that this would be an excellent item to be looked at in the CIP for the city.
Commission member Olsen stated that he has observed an increase in patrol on E. Pt.
Douglas with more drivers being pulled over for speeding. Captain Koerner advised the
Commission that with the Jamaica Round-about construction and vehicles being
detoured, police officers stepped up patrol on these detours. City Engineer Levitt also
wanted to thank the police department for their continued involvement during the
Roundabout construction phase.
Interim Chairperson Hagen stated that the Cottage Grove Snowmobile Club wiil be
having a Snowmobile Safety Class at Fire Station 2 on December 3,5,7 and 10, 2007
from 6 p.m. to 9 p.m. and can allow only a maximum of 50 individuals to sign up. If you

Motion by Commission member Kathy Klein, seconded by Commission member Jeff
