To: From: Date: Subject: Honorable Mayor, City Council, City Administrator Ryan Schroeder and Director of Public Safety Craig Woolery Fire Chief Bob Byerly December 31, 2007 2007 ISO Public Protection Classification Survey BACKGROUND The Insurance Services Office (ISO) supplies data and analysis for the property/casualty insurance industry and periodically evaluates all communities and areas that have public fire protection. This evaluation is one tool to help gather information that is used in the calculation of property insurance premiums. In January, 2007, ISO contacted us requesting a review of the Cfty s Public Protection Classification program rating which was last rated in 1989. Fire Chief Byerly then met with an ISO representative to discuss the steps needed and paperwork that would need to be completed. The key points that ISO analyzes are Dispatch capabilities. Fire Department and Water supply. SUMMARY OF ISO REVIEW The Insurance Services representative worked with city personnel in May, 2007 for 2 days reviewing the water supply and fire department and received Dispatch info from Washington County Dispatch. Results were recently received and are as foliows: Dispatch Fire Department Water Supply Divergence 2007 scores Maximum 6.65% 29.03% 39.18% -7.98% 1989 scores 6.03% 25.55% 38.13% -8.87% 10% 50% 40% 100% TOTAL CREDIT 66.88% 60.84% Divergence explanation from ISO representative: "Even the hest fire department will be less than fully effective if it has an inadequate water supply. Similarly, even a superior water supply will be /ess than fu(ly effective rf tlie fire departrnent / acks the equtpment or personnel to use the water. The divergence factor mathematically reduces your preliminary scores if the fire department and water-supply scores are out of line with each other". The total score brought our ISO test points up by 6 from the 1989 scores. ISO SUMMARY In summary, the City's ISO scores will be a 4 for urban areas, as the score has been since 1989, and an 8b for rural areas, dropping from 9 which should be a lower insurance rate for those areas. According to ISO, °dass 8B is a rating for communities that provide superior fire protection services but lack the water supply in those areas", which would pertain to our rural areas without hydrants and which need water tanker shuttles during a fire. To achieve a rating of 3 in the urban areas, we would need to achieve 3 more points which would be very difficult. (The City of Woodbury has these same ratings.) Each insurance company uses different standards for rating cities and protection areas. State Farm Insurance Company discontinued using ISO ratings in 2001. Also, according to the League of Minnesota Cities Insurance Trust, there wiil be no difference in insurance premiums for city homeowners between an ISO rating of 1 through 7. Most cities in Minnesota have an ISO rating of 4 or higher. For your information.
