MN DNR 2008 Grant Application Authorization
Introduction
The process for the Minnesota Department of Natural Resources 2008 grant cycle is now
open, and the Council is being asked to consider authorizing the preparation and submittal of
grant applications for the following projects:
. Highland Community Park local trail connection
• Hamlet Community Park north Iocal trail connection
• Hamlet Community Park south local trail connection
• Hidden Valley pond fishing pier and access improvements.
The identified projects are all included in the 2008 section of the City's Capital Improvement
Plan (CIP) and would provide the local funding source matching that would be required for
successful grants. Local trail connection grants require a 50/50 "cash match" with a maximum
grant request of $100,000. The fishing pier grants can funded up to 100 percent of develop-
ment and installation of the fishing pierlshoreland site with a maximum grant amount of
$25,000 for a traditional DNR floating fishing pier.
Previous grants that the City was successful in obtaining offset the amount of funding required
by the City, thus enabling a generai cost savings or additional project funding being freed for
other priority park and open space projects.
A draft application is included for reference and is reflective of the remaining applications.

RESOLUTION DIRECTING THE PARTICIPATION IN THE MINNESOTA DEPARTMENT OF
tdATURAL RESQUI2CES 2008 CRANT Pf20GES�
WHEREAS, the City of Cottage Grove has established a strong Parks and Open Space
preservation and improvement program; and
WHEREAS, the City of Cottage Grove places a high priority on improving communities
access to the publicly owned unique natural areas that are preserved as Open Space; and
WHEREAS, annual improvement projects are identified in community planning and fi-
nancial documents; and
Whereas, The City of Cottage Grove has successfully participated in past grant proc-
esses with the Minnesota Department of Natural Resources, and
WHEREAS, the award of previous grants that the City obtained from the Minnesota De-
partment of Natural Resources resulted in severai highiy successful compieted projects; and
WHEREAS, the previously awarded grant monies offset the amount of funding required
by the City, thus enabling a general cost savings and additional project funding being freed for
other priority Park and Open Space projects; and
WHEREAS, the Minnesota Department of Natural Resources 2008 Grant application
process is active; and
NOW THEREFORE BE IT RESOLVED, by the City Council of Cottage Grove, County
of Washington, State of Minnesota, that the Community Development Department is hereby
authorized to prepare and submit grant applications with the Minnesota Department of Naturai
Resources for the following projects:

34. Project Description:
Tl�e completed Highlands Park trail system would provide over 1.25 miles of trails within
the park. The trail system would provide tremendous access to our communities natural
resources, recreationa] facilities and green spaces. IIighlands Park lies in a unique
location in Cottage Grove. It is currently on the norih edge of our developed properties.
However, the recent West Draw and the newly opened East Ravine residential
development areas are all converge at Highlands Park. As those new neighborhoods are
built, this community park and trail system will see its use increase exponentially.
Highlands Community Park consists of over 65 acres of land. The majority of that land
remains as open space. Our community has placed a great emphasis on preserving natural
resources and opeu space, but at the same time has made it a priority to provide access to
those ammenities. Recreational trails such as those proposed in this application are a
perfect fit for that vision.
In 2006, the city undertook a starmwater pondinb project to increase the volume and tlow
of the Highlands Park pond in order to facilitate the future housing growth of the area. As
opposed to simply grading out a larger pond, the city invested over $250,000 into the
ponding area. The ammenities that were constructed include a large pond, trails, picnic
tables, benches, flower/rock garden, native wetland plantings, native prairie plantings, and
tree plantings. As a major destination point in our trail system, the investment was well
spent. The result is an enhancement of the recreational and educational opportunities for
the entire community. The additional trails in Highlands Park trail system would provide
over 1?5 miles of additional trail access within the park.

37. Project Readincss:
The property is currently in public ownership. The project simply requires the acquisition
of funding, detailed design finalization, and construction. Additional related but separate
improvements such as drainage management, erosion control, signage, benches and trash
containers will be completed in conjuction with the trailway development.
38. Year Round Trail lisage:
The trailway is planned and designed to be maintained year round. This would include
snow plowing and ice removal. It would be anticipated that the trail would be used by the
likes of walkers, runners, dog owners, natural resource enthusiasts, bird watchers, in-line
skaters, skateboarders, cross-country skiiers, and nei�hboring residents as a means to
access the community park.
EVALUATIO'V CRITERIA
All applicants must address each of the following six evaluation criteria that are

39. Site and Projeet Quality:
The location of the proposed trail connection would link Highlands Community Park with
over 40 miles of existing continuous trails in Cottage Grove. The current trail system
encompasses all developed areas of Cottage Grove and more.
Highlands Park rests along 70th Street South and Ideal Avenue South in Cottage Grove.
70th Street is one oFfive major roadways within Cottage Grove and Ideal Avenue acts as
a connector route for the neighboring communities to the norih and south of 70th Street.
Currently, the bituminous trail along 70th Street connects many major arteries in our trail
system. From Highlands Park, trail users can aceess several parks and greenspaces with
minimal interference from traffic. Some areas of particular interest that will be more
accessible with the proposed trail construction would be the Cottage Grove Trailway
Corridor, Pine Arbur C'Treenway, East Ravine Parkway, and the Cottage Grove Ravine
Regional Park.
With the city targeting a wide variety of users, we would expect to construct the trail in a
way that would not endanger any users. We would design the trail in manner that would
be safe for both aggressive and passive uses with minimal interference to each other.
Highlands Park provides beautiYul scenery and opportunity for this trail segmeni. The
open space segment of the trail wouid provide access to prairie plants, wetlands, and

coniferous and decidous tree segments. This variety of natwal resources provides a great
educational opporiunity to our community as well as a quiet and peaceful setting to enjoy
the great outdoors
40. Accessibility:
The Highlands Park Trail Project will link new and existing neighborhoods to the park. It
will also, and perhaps even more importantly, link those neighborhoods to the regional
trail system and provide access to the countless other trails, parks, open spaces and natural
resource areas of Cottage Grove.
Cotiage Grove has consistently made every effuri to incorporate ADA standards within
our park system. The proposed trail will be graded in a manner that will abide by the
standards set forth by the Minnesota DNR to provide access to all users. Domed
pedestrian ramps will be installed as well.
41. Public Need for and Benefit of Project:
In addition to the local benefits, the proposed project will be of regional interest in that it
will provide additional access points to the regional trail system. Existing trailways and
roadways in this area experience heavy pedestrian and other non-motorized transportation
usage during all seasons of the year. The future trailway comiection would create
additional opporiunities for hikers, bikers, and other outdoor recreation users. There arc
over 3,300 houscholds within one mile of the proposed trail. This equates to an estimated
population of 10,?23 people in close proximity to the trail. As mentioned above, that
number will greatly increase as construction of new homes continues to the north and east.
These estimates do not include non-resident regional park visitors nor the remaining
population of Cottage Cirove who will benefit from the trail connections. The property
underlying tl�e proposed trailway was already purchased with public funds and is currently
underutilized due to limited access. The City needs aid in the development of the trailway
to make a wise use of public expenditures. As webe realized with other trail
developments in Cottage Grove, the new trailway would result in an instant return on
investment.
42. Community Commitment to Trail Use:
Cottage Grove has more than doubled its recreational trail system since 2000. That
dedication of resources stems from the overwhelming use of the recreational trails in our
community. Each trail that has been constructed has resulted in a greater appreciation of
public land and open space while creating additional recreational opportunities for all.
Cottage Grove is committed to enhancing our residents lives by providing access to all its
natural and recreational areas. By constructin� trails we are enabling citizens to live
active, healthy and more social lives.
43. lmpact on Adjoining Landowners in the Vicinity of the Project:
This project has been proposed to adjacent land owners on several occasions. Prior to
constructing the ponding area at the south end of the park, city staff leveraged adjacent
homeowners for input and contribution towards the final product. This was accumplished
through newsletters, mailings and neighborhood meetings. As construction progressed,

updates were mailed to the residents periodically. Staff also detailed the master plan for
the park which includes the proposed trailway expansion as well as some natural resource
management. For that reason, there should be minimal negative impacts on adjacent
homeowners. Most of the recommended park changes were met with great cooperalion.
It would be espected that this same type of commitment to communicating with
neighboring residents would take place when the project is funded.
44. Attention to the Potential Environmental Impact of the Project and Efforts to Avoid or
Mitigate Adverse Effects:
This project would have minimal negative impacts on the natural environment of the area.
It is anticipated that minimal grading will be necessary in order to construct the trailway,
and the NN Construction Site I;rosion and Sediment Control Planning Iiandbook will be
followed during construction. Creating access to this open space and its natural resources
will actually aid city staff in improving the ecology of the area by more closely managing
invasive species and replanting native plantsJtrees. This improved access also allows for
more effective and efficient litter management of the (and.
