Schroeder, City Administrator 2/1 /2008 Requested Resolution of Support for LGA Reform Enclosed please find correspondence from the City of Fridley requesting Council support of their effort to push state legislation amending the State Local Government Aid formula. We have included their request letter, their suggested resolution of support, their suggested bill amendments, and their spreadsheets showing the result of implementation of their bill. As shown in the spreadsheets the City of Cottage Grove was certified to receive $965,845 in 2002 LGA (which we lost in that year). Currently the City does not receive LGA. Under the Fridley proposal it is shown that Cottage Grove would receive $1,541,853 in LGA. The proposal is to eliminate the current LGA formula which adjudges revenue need based upon the amount of pre-1940 housing that exists within a community, level of population decline, number of tra�c accidents within a community, household size, and whether or not the City is within or outside of the metro area. This formula, naturally, is biased toward central and greater Minnesota cities and therefore that is also where virtuaily all of the aid is distributed. The result of this formula is that dramatic and many anomalies between reasonable revenue need and receipt of state aid exist. The most glaring of these anomalies that I have identified in the past is that "the City of Virginia receives more aid per capita to their general fund each year than the City of Cottage Grove spends per capita from their general fund each year." The Fridley proposal is to base LGA simply on expenditures/capita with a floating average and a limitation on increases of 5% each year (ostensibly to limit the incentive to increase expenditures in order to increase aid). Other options exist and likely will be proposed by others (such as aid based on revenue ability or tax capacity per capita) but the Fridley proposal at least provides a jumping off point for the discussion. Options: 1. Take no action 2. Propose an alternative formula or basis for a formula 3. Adopt the proposed resolution with revisions 4. Adopt the proposed resolution Recommendation: While we might propose something adjusted from the Fridiey proposai providing some Ievei of "suburban support" which acknowledges that inequities exist would appear to have merit. Therefore, we believe consideration of the resolution as proposed has merit. RESOLUTION IN SUPPORT OF LEGISLATION THAT WOULD REVISF MIlVA'ESOTA STATUTES R�LATING TO LOCAL GOVERND'IENT AID WF-LEREAS, the current formula for the distribution of Local Government Aid disiributes less than �% of the total to metropo]'rtan area suburbs; and WHERE.AS the current fonnula for the distribuTion of Loca1 Govenvnent Aid provides for a per capita distribution that generates $213 for the residents of Minneapolis and St. Paul $2]0 for the residents of Greater Minnesota cities, and $10.90 for the suburban residents of tl�e seven-count}� met��opolitan area; and W�IEREAS, the population of these suburbs is 41 % of t17e total populaiion of Minnesota; and WFSEREAS, the resideuts and businesses of the suburban portions of the seven-cowity metropolitan area generate 67% of Minnesota"s incoine and sales tax collections: and ��TILREAS, the current LGA distribution bears little resemblance to the growing costs of local governtnent it1 Minnesota cities; and WHER�AS, the 2003 ameudments to these statutes established a definition of Iocal government need that is based on a complex set of statistical calculations tl�at must be recalculated annually for all Minnesota cities; and WHERE�S, the 3003 amcndments have created aid distribution numbers to cities that are certified late in each city's budget cycle and subject to considerable volatility; and Wl-LEREAS, the complesity created by the ''003 amendments tias created law that is very difPicult to widerstand and interpret; and WH�REAS, many suUurban cities in tl�e Minneapolis/St. Paul metropolitan area have been forced by tl�e 2003 amendments to raise property taaes hy more than 50% to accommodate lost LGA revenue; and VJNEREAS, property ta�:es are tl�e most regressive form of taYation.
