ADMINISTRATORS COMMENTS: �� City Administrator ate �����������,,�������.���������,����,.�..����������� COUNCIL ACTION TAKEN: U APPROVED ❑ DENIED ❑ OTHER CITY OF COTTAGE GROVE MINNESOTA To: Honorable Mayor and City Council Ryan Schroeder, City Administrator From: Jennifer Levitt, P.E., City Engineer Date: January 28, 2008 Subject: Pine Tree Valley Park Building At the January 16, 2008 City Council meeting staff was directed to review the existing condition of the Pine Tree Valley Park Building and report back on the immediate repairs that are necessary to keep the building in service for a few additional years. Also the Council requested information pertaining to the amount of site work that can be completed as part of the 2008 Pavement Management Project. Current Repairs The following is a list of necessary repairs that need to take place to the buiiding: Job Detail Cost Electrical Move exterior lights $1000 Flooring Replace rotten boards $300 Exterior Work Paint, soffits, siding $800 Restrooms Replace sinks $500 Duct Cleanina Complete duct and reaister cleaninq $500 TOTAL $3100 The electrical work noted wiil be done by a hired electrician and aIl remaining work will be done by in-house Public Works staff. The Building Official did review the building and noted that the building does have a humidity problem due to the inadequate ventilation system of the building. This inadequacy can lead to mold probiems. In the past, trace moid did occur on the ceiling and it was cleaned, disinfected and sealed. It is important that inspections occur regularly to ensure that mold growth does not exist. The costs noted above do not include any roof repairs; to date no leaking has been identified. Site Work The site work that can be completed as part of the 2008 Pavement Management Program as shown on the attached drawing includes: 1. Adding two additional parking stalls to the existing parking area. 2. Adding ten additional parking stalls to relieve the parking issue at the site. 3. Relocating the existing hydrant to work for the ultimate site and future building location. 4. Replace the deteriorated and hazardous pavement near the building. 5. Extend a bituminous trail to the existing playground area and install a concrete pad for benches to be installed. 6. Construct a bituminous trail from the building and new parking area to the existing trail system. Of the work outlined above, only a smali portion would be removed when actual building construction takes piace. The small portion is the bituminous around the building, valued at $1000. All other work that would be completed would most likely not be damaged during construction of a future building. Staff is stiii reviewing the sanitary sewer service for condition and depth. It is important to ensure that it does not need to be replaced to accommodate a different building's finished floor elevation. If a new sanitary sewer service is needed, it can be added during construction. At this time it is not expected that a new service would be required. The cost of the site work outlined above is valued at $24,100. The key thing to note is if this work were to be completed at a later date, the cost would most likely be higher because of the small quantities. If these items are included in the 2008 Pavement Management Project, there are efficiencies gained with a larger scale project, which reduces the overail price. Demo and Trailer Option The cost estimate to demolition the existing building is $3,000. The following outlines the cost of a temporary trailer (12' x50') that could be set up on site: Monthly Rent = $450 per month Set-up & Deliver Fees = $400 Take down & Deliver Fees = $400 Power hook up (for lights) _ $500 8' x 30' Building Monthly Rent = $400 All other costs are equivalent to the larger building referenced above. So, based on a three month season, it would cost approximately $2,650 per year. Based upon these costs, it would not be cost effective to proceed with this option and would limit rental opportunities and other use beyond the 3 month rental time frame. Recommendation Recommendation is to authorize the site improvement work at the Pine Tree Valley Park to be included in the 2008 Pavement Management Project.
