Burbank, Senior Planner DATE: February 14, 2008 RE: Cedarhurst Gardener's Cottage — City Registration of Historic Site Introduction The City of Cottage Grove's Advisory Committee on Historic Preservation (ACHP) and the City Historic Preservation Officer (CHPO) is nominating the Cedarhurst Gardener's Cottage, 9912 — 70th Street South, to the City Register of Historic Sites and �andmarks. The Preservation Planning Report, which describes the historic significance of the property, is attached. Recommendation 1. Open the scheduled public hearing to allow testimony favoring or opposing the designation of the Cedarhurst Gardener's Cottage as an historic site. 2. Approve the registration of the Cedarhurst Gardener's Cottage to the City of Cottage Grove Register of Historic Sites and Landmarks. EXCERPT FROM MINUTES OF THE ADVISORY COMMITTEE ON HISTORIC PRESERVATION MEETING ON NOVEMBER 13, 2007 VII. NEW BUSINESS A. Quist House: 9912 — 70th Street ("Cedarhurst Gardener's Cottage") Burbank presented information on the Thao family obtaining an Historic Places Conditional Use Permit to allow for the construction of a new single family home on their lot and for retention of their existing home as a private library and museum. He stated that the ACHP recommendation to require the registration of the property on the local historic register was included as a condition of the Historic Places CUP. The ACHP held a general discussion on this topic. Brown moved to recommend a certificate of appropriateness for the registration of the property on the local historic register. Gross seconded the motion. Motion carried unanimously. RESOLUTION NO. 08-XXX RESOLUTION TO DESIGNATE THE CEDARHURST GARDENER'S COTTAGE, 9312 — 70TH STREET SOUTH, AS AN HIBTORIC �ITE IId THE CIl'Y REGISTER OF HISTORIC SITES AND LANDMARKS WHEREAS, the Cedarhurst Gardener's Cottage, 9912 — 70th Street South, has been nominated to the City Register of Historic Sites and Landmarks by the Advisory Committee on Historic Preservation; and WHEREAS, the Cedarhurst Gardener's Cottage has been evaluated as historically sig- nificant and determined eligible for listing in the City Register of Historic Sites and Landmarks on the basis of its historical associations and architectural design values; and WHEREAS, the Cedarhurst Gardener's Cottage retains historic integrity of those fea- tures necessary to convey its significance;, and WHEREAS, on February 20, 2008, the City Council of the City of Cottage Grove held a public hearing on the matter listing the Cedarhurst Gardener's Cottage in the City Register of Historic Sites and Landmarks. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Cottage Grove, Washington County, State of Minnesota, does hereby designate the Cedarhurst Gardener's Cottage, 9912 — 70th Street South, as an historic Site pursuant to City Code Title 9-9-4, Des- ignation of Historic Sites and Landmarks. BE IT FURTHER RESOLVED, by this resolution the City Council accepts and adopts the Preservation Planning Report of January 24, 2008, as submitted by the City Historic Preservation Officer, as the official registration document. Burbank, AICP Date: January 24, 2008 City of Cottage Grove Advisory Committee on Historic Preservation FINDING OF STGNIFICANCE Cedarhurst Gardener's Cottage 9972 — 70th Street Sout{: The historic property known as the Cedarhurst Gardener's Cottage has been evaluated by the Advisary Committee on Historic Preservation (ACHI') as substantially meeting the criteria for nomination to the City Register of Historic Sites and Landmarks pursuant to City Code §9-9-4B. The cultural resource value of this residence is the product of its association with Mary and Cordenio Severance and their country estate "Cedarhurst.'' The Gardener's Cottage was constructed between 1890 and 1901. The residence possesses hi�;h architectural values in its ovv�� right and was historically linked by function and ownership by the Severances until 1925. The resource has been evaluated within the local historic context, "Historic Cedarhurst (ca. 1865-1971),"' as outlined in the Historic Preservation Element of the Cottage Grove Comprehensive Plan.
