Consider authorizing issuance of a premises permit to the Cottage Grove Athletic Association
to conduct lawful purpose gambling at American Motorsports Bar & Grill, 7240 East Point
Douglas Road.
STAFF RECOMMENDATION:
Authorize issuance of the premises permit. During the required Pubiic Safety Department
background investigation, no facts were found that would constitute a basis for denial of the
application. The application is for renewal of an existing premises permit.

GAMBLING LICENSE APPLICATION - PREMISE PERMIT
INTRODUCTION
All licensed organizations that conduct lawful gambling within the City of Cottage Grove,
are required by State Statute and City Ordinance, to obtain a Premise Permit from the
Minnesota Charitable Gambling Control Board for each gambling site.
The issuance of Lawful Gambling Premise Permits is subject to locai approval through a
resolution adopted within sixty days of the state of the application for a new or renewed
permit or (icense.
BACKGROUND
Pursuant to City Ordinance, Mary Margaret Perren, on behalf of the Cottage Grove
Athletic Association, Cottage Grove. MN 55016, has submitted an application for a
Premise Permit to conduct Class A lawful gambling events at American Motor Sports Bar
and Grill, located at 7240 E. Pt. Douglas. Suite 110, Cottage Grove. Minnesota 55016.
The Department of Public Safety is required to conduct a police investigation of the
applicants.
DISCUSSION
We have investigated the applicants and have not found any facts that would constitute a
basis for denial of this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council adopt a resolution approving the Premise Permit for the
Cottage Grove Athletic Association to conduct lawful gambling at American Motor Sports
Bar and Grill.
Calls for service within the past 12 months did not reveai any unusual call load that would
have negative impact on the license request.

RESOLUTION APPROVING APPLICATION OF THE COTTAGE GROVE

LAWFUL PURPOSE GAMBLING AT AMERICAN MOTORSPORTS BAR &
GRILL, 7240 EAST POINT DOUGLAS ROAD, COTTAGE GROVE,
MINNESOTA
WHEREAS, Minnesota Statute requires premises on which lawful
gambling is conducted to be licensed by the Minnesota Charitable Gambling
Control Board; and
WHEREAS, the Cottage Grove Athietic Association has submitted an
application for a Premises Permit to operate at American Motorsports Bar & Grill
located at 7240 East Point Douglas Road, Cottage Grove, Minnesota; and
WHEREAS, the Cottage Grove Public Safety Department has conducted
the required background investigation on the application and no facts developed
that would constitute a basis for denial;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, that it hereby
authorizes the issuance of a premises permit to the organization, Cottage Grove
Athletic Association, for gambling operations at American Motorsports Bar & Grill
located at 7240 East Point Douglas Road, subject to compliance with the
provisions of the City's Gambling Ordinance and Minnesota Statutes relating to
gambling.
FURTHER, to direct staff to forward a copy of this resolution to the
Minnesota Charitable Gambling Control Board.
