COUNCIL ACTION REQUEST:
Consider authorizing staff to apply for an AFG grant in the amount of $192,944.50 for the
purchase of 7 ALS Cardiac Monitor/Defibrillators.
STAFF RECOMMENDATION:
Authorize staff to apply for the grant. The City match for the grant would be 10%, or
$19,294.45.

Public Safety Grant Request- Assistance to Firefighters Grant
Introduction
The Public Safety Department would like to request Council permission to apply for a grant
through the U.S. Department of Homeland Security-Assistance to Firefighters Grants program.
The grant request is to replace seven LIFEPAK defibriilators which are used in our
ambulances and Paramedic police vehicles. The grant request total would be $192,944.50 of
which the City portion would be 10% or $19,294.45.
Discussion
The Public Safety Division provides Advanced Life Support services to over 45,000 people in
Cottage Grove, Grey Cloud Township, St. Paul Park and Newport. The three City ambulances
and up to 4 police vehicles on patroi carry advanced cardiac monitors. These monitors help
analyze heart rhythms, shock a heart that is not beating, electrically pace a heart that is not
beating correctly, differentiate betw2en arrhythmias(irregularities of the heart), monitor biood
pressure, pulse, oxygen levels and much more. These cardiac monitors assist paramedics in
differentiating and diagnosing different heart attacks and allowing quicker decisions for
ongoing patient care. New style monitors offer the newest biphasic technology which offers
more efficient shocking of the heart.
The generally accepted average life span for cardiac monitors is 10 years with maintenance
and upkeep. The current ages of our monitors:
