COUNCIL ACTION REQUEST:
Pass a motion approving the appiication for a grant through the Minnesota Police Reserve
Officer Association (MPROA) for the purchase of two (2) tasers for use by Cottage Grove
Police Reserve Officers costing approximately $1,500 -$2,000.

REQUEST AUTHORIZATION TO APP�Y FOR TAZER GRANT FOR
RESERVE OFFICERS
The Cottage Grove Police Reserve Program is made up of citizen volunteers who
augment and assist the Police Department with a wide variety of duties and
responsibilities. They are a dedicated group of citizens who want to "give back to their
community". in 2007, Cottage Grove Police Reserves put in 1813 hours of service to the
city,
Attached you will find Sergeant Mike Coffey's request to apply for grant funding which
wouid reimburse the purchase of two (2) tazers to be carried by Reserve Officers. If
approved, the tazers would heip increase the safety of the Reserve Officers in the
performance of their duties.
I am requesting City Council authorization to apply for the grant funding from the
Minnesota Police Reserve Officer Association (MPROA) which would fully reimburse
the purchase of two (2) tazers, costing approximately $1,500- $2,000.

Subject: Reserve Taser Grant Application
Currently Cottage Grove Police Reserve Officers are members of the Minnesota Police
Reserve Officer's Association (MPROA). One of the benefits of being members of this
organization is that they will provide grants to Police Reserve programs through out the
State of Minnesota. This next fiscal year there is at least $48,000 budgeted for grants.
As we have recently discussed, the Reserve Officers in our program are going to be
authorized to carry Tasers as part of their uniform. This is a common practice for other
Reserve Officer programs. I feel that this will increase their safety especially while on
patrol and conducting prisoner transports.
I do realize that our Department currently has a limited number of Tasers for our sworn
Police Officers. I do not feel that it would be appropriate to take these important tools
out of the hands of the Police Officers and give them to the Reserve Officers. I am also
conscious of the current budget restraints that we are under.
At this time, for the above mentioned reasons, I am requesting your permission to apply
for a grant through the MPROA for the purchase of Tasers for our Police Reserve
Officers. I am planning on applying for two Tasers through the grant. I will request two
yeilow colored Tasers to differentiate them from the Sworn Officers. At this time I do not
have the exact dollar amount that will be asked for. I would expect it to be in the $1500
to $2000 range. This will include holsters for the items.
When and if the Tasers are awarded, the Reserve Officers will under go an extensive
training program on this important piece of equipment.
Once I have received your approval, I will forward the grant application to you for your
signature.
