With lacal residential concerns on trafFic control and Council's revisions (1/2/08) to the City's Traffic Control Policy, staff evaluated the existing traffic control in this project area and made recommendations and revisions to conform to City and the Minnesota Manual on Uniform Traffic Control Devices (MMUTCD) standards. • Traffic Control Analvsis Report A Traffic Control Analysis Report was made that inciuded a field review assessmnt of the existing signing and striping. Also noted in the assessment were tne intersection controls 2 way or all way stop, or uncontrolled. Existinp Residential Roadwav This study area is residential, with private driveways on all local roads and no collector or arterial roadways. All local roads in the study area are two lane roadways. These roadways are not striped. SidewalWPedestrian Trail Svstem There is a sidewalk/trail pedestrian crossing at Redpine Raad, 74 Street, Meadaw Grass Avenue, and Burr Oak Avenue. This sidewalk/trail system allows the study area access to West Draw Park. Additional mid-block pedestrian signage in these locations is required. CONCLUSION: In general, the signing in the study area conforms to City and State policy; however, there are 5 locations where traffic control needs to be installed to meet current policy: 4deg Intersections: . Install stop signs on Timber Ridge Trail at intersection of 74 Street . Instali stop signs on Timber Ridge Trail at intersection of Meadow Grass Avenue . Install stop signs on 74"' Street at intersection of Meadow Grass Avenue Pedestrian Crossing Signs: . Trail crossing on Meadow Grass Avenue, north of Timber Ridge Trail . Trail crossing on Burr Oak Avenue, north of 74 Street The Public Works Commission met on March 10 for review and discussion and made the following motion: MOTION MADE BY GARY KJELLBERG, SECONDD BY KEN BOYDEN TO APPROVE THE TRAFFIC CONTROL ANALYSIS FOR TIMBER RIDGE 3 AND 5 ADDITIONS AS PRESENTED. Traffic Control Analysis "Y'YRIBER RII2GE 3 _S ,D1TI2N & PINE SUMIIT 7` ADDI`I'IO PURPOSE ANll NEED: The puose for e aluating the esistin traliic control in llis study area vas based on residential cocerns and Cotmcil direction. The reconuicndations for revisiots are based on Cit} policy and Miunesota Manual on L-nifom Traf'fic Control Decices (V1IVIUTCD) standards, aud to provide consistent traffic control throuleut the study area. Pigure 1 Sho s tle shidy location. EXISTI]V'G CONDITIONS: The current fimctional classification of the study area roadvays are listed in the City"s comprehensite plan as local, residential. EXISTING TRAFFIC CONTROL: The existiug conditions assessment included a field reviev of tho ezisting signing and shipitg in the study area. Also noted in lhe assessmerlt were tlie iitersection controls; 2- way or all way stop, or uncontrolled. All local roads in the study area are rivo lanes, uncontaallzd roadways. These roaduays are uot striped. There is a sidewalWtrail pedestrian crossing at Redpine Road, 74`" Sheet, Meadov Gras Avenue, and Burr Oak Avenue. This sidevalk/trail system allows the study area ac.cess to West Drav Park. Figure 2 Shows the existing sidevalk/trail systeui in tie study area. TRAFFIC CO\TROL ANALYSIS: The existing traffic conirol in the shidy area vas araalyed by sriidying the area as a whole, and by reviewing each intersection and roaduay ta note any special conditioi3s. It is important to provide sining aod intersectian ccnbol c:onsistentiy throughotit the neighUorhood, using the City's Traffic Control Policy (lipdated 1/2/08) and State standards, or guidcline rzconnneudations for traffic control ou all public roadaas in the Stale. sTLiDiJ x;f taeTaLsls: In general, tlle signin in tite sriidy area conforms to City and State Policy; howe-er, the following areas are vhere signing needs to Ue installed to meet cunent policy: i.
