July 30, 2008 Speciai Meeting. C. August 6, 2008 Special Meeting. CONSENT CA�ENDAR A. Accept and Place on File the Following Minutes: i. Economic Development Authority me2ting minutes from August 2008. B. Consider accepting a donation in the amount of $500.00 on behalf of the Public Safety, Fire and Recreation Departments for the 15th Annual Youth Safety Camp. Statf Recommendation: Adopt the resolution accepting the donation. C. Consider adopting a resolution accepting donations totaBing $600.00 for the Ice Arena Expansion Project. Staff Recommendation: Adopt the resolution. SEPTEMBER 17, 2005 AGENDA Cottage Grove City Council D. Consider authorizing staff to enter into an agreement with TKDA to provide engineering services for the Water Utility Energy Audit and Load Management Study. Staff Recommendation: Authorize staf/ to enter rnto the agreement. E. Consider adoption of a resolution approving final payment in the amount of $26,043.00 to Barbarossa and Sons, Inc. for the East Ravine Trunk Utilities, Phase 1. Staff Recommendation: Adopt the resolution and finat payment. The contractor, Barbarossa and Sons, Inc. in accordance wifh the contract plans and specifications, has satisfactorily complefed the work. F. Consider adopting a resolution accepting the donation of a washer, valued at $200.00, from Carol Bromen to the Cottage Grove Department of Public Safety, Fire Division. Staff Recommendation: Adopt the resolution. G. 1. Consider passing an ordinance repealing Title 5, Chapter 5 of the Cottage Grove City Code regarding Public Dances; Outdoor Events, and adopting a revised Title 5, Chapter 5 relating to Special Events. 2. Consider passing an ordinance repealing the Outdoor Dances and Events Fee and adopting the Special Event Permit Fee. Statf Recommendation: 1. Pass the ordinance repealing and readopting Title 5, Chapter 5 of the Cottage Grove City Code. 2. Pass the ordinance repealing the Outdoor Dances and Events fee and adopting the Special Event Permit fee. H. Consider authorizing staff ta enter into the Cost-Share Agreement with South Washington Watershed District for the Hamlet Pond Improvement Phase 3 totaling $8,599.50 Staff Recommendation: Authorize staff to enter into the Cost-Share Agreement with South Washington Watershed Distnct. I. Consider authorizing the City Administrator to negotiate a memorandum of understanding with the Park High School Booster clubs regarding access to Cottage Grove Ice Arena locker spaces. Staff Recommendation: Aufhonze the City Administrator to nego(iate a memorandum of understandrng. J. Receive updated information on MSA account. Staff Recommendation: Receive information. *K. Hold the public hearings and consider adopting assessments for the following public improvement projects: Frattalone's Southpoint Ridge -$1,073,688.85; Everwood -$287,035.98; The Preserve at Cottage Grove -$1,223,302.80; CP Rail -$51,127.40; Silverwood 1st and 2nd -$44,367.82. Consider awarding the contract for the White Pines Senior Home Trunk Water Main to Ryan Contracting in the amount of $170,669.00. Staff Recommendation: Adopt the resolution awarding the contract for the White Pines Senior Home Trunk Water Main to Ryan Contracting in the amount of $970,669.00. UNFINISHED AND NEW BUSINESS A. Consider approving an amendment to the conditional use permit and site plan for Grey Cloud Elementary School to ailow a kindergarten addition, a fifth grade wing and a small vestibule. Staff Recommendation: Adopt the resolution approving the amendment to the conditional use permit and site plan for Grey Cloud Elementary School. B. Consider adopting the resolution declaring costs to be assessed and ordering preparation of proposed assessment roll for the 2008 Pavement Management Project, and consider adopting the resolution calling for the hearing on the proposed assessments for the 2008 Pavement Management Project.
