APPROVAL OF MINUTES
CONSENT CALENDAR
A. Accept and Place on File the Following Minutes:
i. Economic Development Authority Meeting Minutes from March 2009.
ii. Advisory Committee on Historic Preservation Meeting Minutes from
March 10, 2009.
iii. Parks, Recreation and Natural Resources Commission Meeting Minutes
from March 9, 2009.
B. Consider accepting donations in the amount of $2,805.00 on behalf of the
Public Safety, Fire and Recreation Departments for the 16th Annual Youth
Safety Camp.
Staff Recommendation: Adopt the resolution.
C. Consider adopting a resalution accepting a cash donation from Cogentrix into
the Economic Development Trust Fund.
Staff Recommendation: Adopt the resolution accepting the donation.

D. Consider adopting a proclamation establishing National Public Works Week,

Staff Recommendation: Adopf the proclamation observing May 17 — 23, 2009 as National Public
Works Week.
E. Consider adopting a resolution approving final payment in the amount of
$40,629.32 to Wenzel-Plymouth Plumbing, LLC for Bid Package 3— Bid
Division 24 — Plumbing and HVAC Piping.
Sfaff Recommendation: Adopt the resolution and fina/ payment. The confractor, Wenzel-
Plymoufh Plumbing, in accordance with the contract plans and specifications, has satisfactorily
completed the work:
F. Consider adoption of a resolution approving finai payment in the amount of
$1,423.50 to Twin City Nardware Company, Inc. for Bid Package 3— Bid
Division 14 — Hollow Metal Doors, Finish Hardware, Hollow Metal Frames,
Wood Doors.
Staff Recommendation: Adopt the resolution and final payment. The contractor, Twin City
Hardware Company, Inc., in accordance wrth the contract plans and specifications, has
satisfactorily completed the work.
G. Consider adopting a resolution approving final payment in the amount of
$6,001.50 to Specialty Systems, Inc for Bid Package 3— Bid Division 11 — Metal
Roofing, Roofing, Flashing and Horizontal Metal Wall Panels, Gutters and
Downspouts.
Staff Recommendation: Adopt the resolution and final payment. The contractor, Specia/ty
Systems, lnc., in accordance with the contract plans and specrfications, has satisfactorily
completed the work.
H. Consider adopting a resolution approving final payment in the amount of
$13,649.28 to Rike-Lee Electric, Inc. for Bid Package 3— Bid Division 25 —
Electrical.
Staff Recommendation: Adopt the resolution and final payment. The contracfor, Rike-Lee
Electric, Inc., in accordance wifh fhe contract plans and specifications, has satisfactorily
completed the work.
I. Consider renewai of the package policy with a$50,000/$100,000/$1,000
deductible, volunteer accident and open meeting defense coverage through the
LMCIT and detailed in the insurance Proposal from Wells Fargo insurance
Services.
Staff Recommendation: Re�ew the package po(icy, volunteer accident plan, and open meeting
defense coverage.
J. Consider not waiving the statutory tort liability limits and not purchasing excess
Iiability coverage with our liability insurance through the League of Minnesota
Cities Insurance Trust.
Staff Recommendation: Do not waive the statutory tort limits and do not purchase excess
liability coverage. An individual claimant would nof be able to recover more than $400, 000 on
any claim to which the statutory fort limits apply. The total that atl claimants would be able to
recover for a single occurrence to which the sfatutory tort limits apply wou/d be limited to $1.2
million. Note: On July 1, 2009, the sfafutory Iiability limits wil( increase from $400,000 to
$500,000 per claimanf, and from $1.2 million to $1.5 million per occurrence.
K. Consider adopting a resolution accepting the donation of $100.00 from RMG on
behalf of Stacy Wickenhouser to the Cottage Grove Department of Public
Safety, Police Division, to be used as needed.
Staff Recommendatio�: Adopt the resolufion accepting the donation.

L. Consider allowing alcohol in the City parks and open spaces during the
Strawberry Fest celebration.
Staff Recommendation: Pass the ordinance amending Title 3-3-3 and 7-3-4 of the Cottage
Grove City Code allowing liquor in the parks and open space areas dunng fhe Strawberry Fest
celebrafion.
M. Consider adopting a resolution abating special assessment on parcel
09.027.21.44.0015 located at 7788 Ivystone Avenue South.
Staff Recommendation: Adopt the resolution.
N. Receive the resignation of John Bakou from the Human Services/Human Rights
Commission and consider declaring a vacancy.
Staff Recommendation: Receive the resignation and declare a vacancy.
O. Consider ordering the abatement of nuisance violations at 8323 81 st Street
Lane South with the costs to be paid by the property owner.
Staff Recommendation: Adopt the resolufion ordering the abafement.
P. Consider ordering the abatement of nuisance violations at 6768 Timber Ridge
Trail South with the costs to be paid by the property owner.
Staff Recommendation: Adopt the resolution ordering the abatement.

A. Consider approving the job description for the position of Organizational
Development Manager, and authorize advertising for the position.
Staff Recommendation: Approve the job description and authorize advertising for the position.
B. Consider adopting a resolution opposing amendment of the Minnesota Pollution
Control Agency (MPCA) permit regulating the operation of hazardous waste
incineration at 3M Cottage Grove.
Staff Recommendation: Adopt the resolutron.
